When a coup suits a party |

[Dawn] WHEN a crowd of voices makes distinction difficult, some are forced to sacrifice consistency to distinguish themselves from the pack. Chief Minister Shahbaz Sharif is someone who can make his modern-day pronouncements without digressing from the set path.![]() ... Pakistain's erstwhile current prime minister, whose occasional feats of mental gymnastics can be awe-inspiring ... The chief minister, whose distrust of the federal government goes much deeper in time than the general calls for a banishment of the ZardariGilani set-up, wants the prime minister to apologise to Paks over his remarks about army chief Gen Ashfaq Kayani ... four star general, current Chief of Army Staff of the Mighty Pak Army. Kayani is the former Director General of ISI... and ISI chief Lt Gen Shuja Pasha. The Punjab chief minister takes issue with a statement by the embattled Mr Gilani in which he had questioned the route taken by the two army officers to answer the court`s query in memogate. Shahbaz is sure the prime minister is forwarding a plan to pit one institution against another and is least pleased by the use of parliament for forwarding petty personal interests. True to form, he is quick to trace the origins of this grand conspiracy to the current occupant of the presidency, which Shahbaz`s party wants to throw out as soon as possible so that early elections can be held under a fair, interim government. Shahbaz Sharif`s thinking is consistent with the old theory that unfortunately not all politicians who are elected by people here can pass the basic test of being patriotic Paks. Taking the same train of thought, some prime ministers are less capable of respecting our chief defenders and minding our nuclear store than others. Yet Shahbaz`s remarks area break of sorts from the campaign for civilian supremacy everyone including his party and its chief Mian ![]() ... served two non-consecutive terms as prime minister, heads the Pakistain Moslem League (Nawaz). Noted for his spectacular corruption, the 1998 Pak nuclear test, border war with India, and for being tossed by General Musharraf... swears by. He chose to speak on the subject and given his position as the more rigid face of the opposition with a record of leading the driveagainst the government, his words would make people wonder if anything has changed in Pak politics. It is as if in one abrupt sweep he is out to dismantle the holy democratic edifice that we Paks have painfully built over the last four years with our tolerance of an inept government. The truth is that unlike a host of other political commentators who are under no obligation to replace what they are so keen to destroy, in each of his actions Shahbaz is seen to be promoting himself as the alternative that can be trusted. Is it only good politics where one politician is rightfully trying to score points against another? Or is it a continuation of the old pattern in which the politicians are ever so eager to find favour with the `establishment` to establish their own little candidatures? Shabbaz`s statement is complemented by the helter-skelter remarks sheet on the army by fellow politician Syed Yousuf Raza Gilani. It seems as if both incumbents and pretenders are probing for answers here. They are groping as are others, yet a coup has somehow come to be described as a museum articlein Pakistain. Contradictions emerge and confusion reigns. A coup is ruled out even if in popular media narratives a prime minister is shown to have called a western ambassador in panic `apparently` updating His ExceHencyonthechancesofa military takeover and the effects it could have on the world on the lam. Protected by western oversight that is subject to the foreigners` own interests at a particular moment, this is how fragile democracy is and the working of our politicians does little to reassure us of our own ability to guard our system. Opposition politicians argue in favour of early elections. The media adds it weight. The strangest part is when it is described as an exit favourable (and honourable) for the PPP. Political logic speaks otherwise. Politics that culminates in snap polls hardly suits the PPP as a political party since conceding to the opposition`s demands would amount to the PPP signing its own indictment. It has no option but to perpetuate its rule and hope for political redemption in making its removal appear as close to a coup as possible. A summary dismissal, even a make-believe coup, would suit the PPP which, in the words of one of its bewildered MNAs, is at a loss to understand what more it could do to appease the `establishment` The PPP has taken a lot of pressure, but its ouster may take some more time and it will take a lot of skill from the opposition politicians to deny the party the victim`s tag, for whatever its worth. The argument has been changing and will intensify once the PPP agrees to holding early elections. Just as, purely politically, Husain Haqqani`s resignation to allow a fair probe into the memo was later declared a sign of guilt, the allegations against this PPP government will get louder once it signs its ownindictment by way of announcing early elections. This is simple and the same logic can be applied to understand why the government is reluctant to write that harmless letter to the Swiss government. In pure political terms the moment the government dispatches that letter to Switzerland ...home of the Helvetians, famous for cheese, watches, yodeling, and William Tell... under the court`s ruling on the National Reconciliation Ordinance (NRO), it will be vulnerable to being viewed as guilty by many if not all as it happened with Haqqani`s voluntary resignation in the memo case. If there is a surprise in this, it lies in the impression that the PPP is finally looking beyond its current term, which in turn is indicative of how weak its government currently is. The PPP had fought the last election as a party that had benefited from the infamous NRO. That fact will remain unchanged come the next polls. The verdict by the people`s jury this time around may well be different. The argument has changed and out there in the people`s court, there is no such thing as double jeopardy. |

Earlier this week, President Zardari held consultations with senior leaders of Pakistain People's Party (PPP) in connection with the appointment of Punjab governor at Bilawal House in Bloody Karachi. The announcement was made public after an elaborate meeting between Latif Khosa and Prime Minister Syed Yousuf Raza Gilani, which was held on January 9. Later on the same date, the PM Gilani sent to President Zardari the summary with recommendation for appointing Latif Khosa as new Punjab governor. According to President House's front man Farhatullah Babar, Presdient Zardari today signed the summary. After the approval by President Zardari, Sardar Latif Khosa has become the 33rd gvoernor of Punjab. Analysts say Khosa will try to avoid antagonising the Pakistain Mohammedan League-Nawaz (PML-N) to tamp down disputes that have paralysed the federal government. Though soft-spoken and non-confontational, he is an ardent supporter of the PPP. Khosa is the successor of Salman Taseer, the outspoken governor of the central province of Punjab, who was bumped off by one of his bodyguards in Islamabad on Tuesday for supporting changes in the country's blasphemy law. Khosa said earlier on Saturday that Zardari had called him along with Defence Minister Ahmed Mukhtar and Finance Minister Hafeez Sheikh for a meeting in Bloody Karachi. "I will accept whatever the decision of my leadership," he said. Taseer was fiery and often clashed publicly with Nawaz and his brother, Punjab Chief Minister Shabaz Sharif. Khosa, on the other hand, is soft-spoken and non-confrontational. But he is an ardent supporter of the PPP. He co-authored an electoral fraud report with former Prime Minister Benazir Bhutto shortly before her liquidation in December 2007. Khosa was one of Bhutto's top aides. Senator Khosa appeared before the acting Chief Justice Javaid Iqbal in a hearing over the handling of the Iftikhar Chaudry sacking issue. Khosa claimed to be working to have the ex-Chief Justice reinstated. Latif Khosa has been recently removed form the office of Attorney General of Pakistain on October 10th 2009 due to allegations and on 10 February 2010 as Advisor of Information Technology of Prime Minister Yousaf Raza Gilani. On 20 July 2010, advisor to Prime Minister Yousaf Raza Gilani on Information Technology Sardar Latif Khosa sent his resignation to the President after developing disagreements with the Premier. |

According to police sources, some armed people tried a dacoity at the residence of Justice Javed Iqbal in Cavalry Ground, when his parents resisted their attempt and were killed by the robbers. Capital City Police Officer (CCPO) said Justice Javed's father, Former DIG Abdul Hameed, was killed while he resisted robbers' attempt to burgle the house. Gilani wins PML-Q support |

Talking to the media men after meeting PML-Q leadership, Prime Minister Gilani said PML-Q has supported me earlier and would not derail the system. Prime Minister said that PML-Q has always supported the government on national issues unconditionally, adding that Chaudhary Shujaat Hussain has assured that his party would not be part of any undemocratic step. He further said that PML-Q has assured for supporting him if no-confidence motion was filed. He said Shujaat has convened party meeting tomorrow to discuss the issues. PM urged politicians to support democracy and strengthen it. Gilani said PML-Q has supported unconditionally while remaining in opposition. He said that PML-Q has always supported the government on issues of national interest. Shujaat Hussain said that PML-Q is not against the Prime Minister, adding that it did not want to blackmail the government. He further said that his party wants to flourish the democracy. He asked the PM to redress the grievance of masses. The Prime Minister pointed out that Muttahida Qaumi Movement has only one issue i.e Sindh Home Minsiter Zulfiqr Mirza's statements, while the JUI-F was angry over the sacking of his minister. |

14 die in Swat suicide bombing |

Fourteen people, including two soldiers and two policemen, were killed and 53 others sustained injuries in a suicide attack targeting a security checkpoint near the Circuit House in Saidu Sharif on Saturday. The suicide blast was the second in 2010 in Swat, a district regained from the Maulana Fazlullah-led militants in a military operation launched in May 2009. The blast occurred at a time when the militants have stepped up their attacks in the country, particularly in Lahore. Spokesman for the Army-run Swat Media Centre (SMC) Maj Mushtaq said the bomber came in a tri-wheeler to a checkpost near the Circuit House. The bomber, he added, started walking towards the checkpost. The soldiers and police officials manning the barrier challenged the young boy but he did not stop. "As the soldiers opened fire at him, he detonated his explosives," Maj Mushtaq said. He said the blast killed 14 people, including two soldiers and as many cops. An Edhi Ambulance driver, Khurshid, who evacuated the injured to the nearby Saidu Sharif Hospital, put the death toll at 16. He said four Edhi ambulances and hospital vehicles shifted the injured to the hospital. General Officer Commanding in Swat Maj-Gen Ashfaq Nadeem confirmed Maj Mushtaq's statement. "The bomber came in a rickshaw from Saidu Sharif side and disembarked near the checkpost. He blew himself up when fired upon," he said. The checkpost, where the bomber blew himself up, provides access to important places such as the district courts, district coordination officer's office, district police officer's office and the Circuit House. The blast, in which 14 kilograms of explosives were used, damaged several cars besides smashing windowpanes of the nearby buildings, including a recently-inaugurated library. Eyewitnesses said the cars caught fire after the blast and thick smoke enveloped the area. Five cars were destroyed in the incident. "I was working in my cafe when the bomb went off. I found myself wounded and saw human bodies lying around me," said Muhammad Anwar. He said all of his employees had been injured in the blast. Another eyewitness, who was going to appear in a court for his case, was also injured. "I heard a bang and then fell unconscious," he said. Security forces cordoned off the area after the blast and imposed curfew for several hours on the Mingora-Saidu Sharif Road. However, no search operation was carried out till the filing of this report. Those killed on the spot included two cops identified as Hazratullah and Jehanzeb, student of a private public school Safdar, 16-year-old Qari Yusuf, Wahid Gul, Bakht Jamal and Nadir Shah. The deceased also included three workers of a local NGO identified as Aimal Khan, Akbar Khan and their driver, Umar Zarin. Two sub-inspectors -- Sher Muhammad Khan and Beldar Khan -- and three policemen also sustained serious injuries in the blast. NWFP Chief Minister Ameer Haider Hoti condemned the suicide bombing and announced compensation of Rs 300,000 each for those killed and Rs 100,000 for the injured. Agencies add: The local Taliban quickly claimed responsibility for the attack. A spokesman for the Tehreek-e-Taliban Pakistan (TTP) claimed his organisation was responsible for the attack, saying that more would follow as long as Army operations continued in Pakistan's tribal belt. "These people are fighting against us to please America. As long as they do not stop the military operation, we will carry out more such attacks," spokesman Azam Tariq told AFP by telephone from an undisclosed location. Meanwhile, President Asif Ali Zardari, Prime Minister Syed Yousuf Raza Gilani and Defence Minister Chaudhry Ahmed Mukhtar have strongly condemned the suicide attack in Saidu Sharif. In their separate statements, they expressed their deep shock and grief over the sad incident in which the security personnel and civilians lost their lives. They said such acts of cowardice would not deter the resolve of the government to eliminate the menace of terrorism from the country. They prayed to Almighty Allah to rest the departed souls in eternal peace and grant courage to the bereaved families to bear the loss with equanimity. The US embassy also condemned the suicide attack. "We extend our condolences to the families and friends of those who lost their lives, and to the people of Mingora," said a statement of the US embassy. |

Three soldiers killed in AJK training school blast |

[The News (Pak) Top Stories] Three security personnel embraced martyrdom and 11 others sustained injuries in an explosion at an Army training school in Tararkheil town of Sudhanoti (Palandri) district in AJK on Wednesday, police said. ìThe Army men who embraced Shahadat in the blast were identified as Naik Shabaan, Asif and Imran Haider,î duty officer of the Tararkheil police station told this correspondent by phone.ìIt could not immediately be ascertained whether it was a suicide attack or a bomb explosion,î the police officer said. Some news agencies later, however, reported that the explosion was caused by a suicide bomber. The police officer said the explosion occurred at 06:55 am. He said the rescue operation was immediately started and the injured were shifted to the Combined Military Hospital and other hospitals in Rawalakot. After the blast, security forces cordoned off the area and senior civil and military officials reached the scene to assess the situation. Funeral prayers of the martyred soldiers were offered in the afternoon which was attended, among others, by AJK President Raja Zulqarnain Khan and Prime Minister Raja Farooq Haider. APP adds from Islamabad: President Asif Ali Zardari, Prime Minister Syed Yousuf Raza Gilani, AJK President Raja Zulqarnain Khan and Minister for Defence Chaudhry Ahmed Mukhtar condemned the suicide attack. Nazims' reign ends in three provinces |

[Dawn] The local government system became a provincial subject after midnight on Thursday. Provinces have decided to retain the system after making some amendments required in their jurisdictions. Except in Sindh, all district Nazims will stop functioning from Jan 1 and administrators from the bureaucracy will be appointed to serve in their place till fresh LB elections are held. President Asif Ali Zardari, on the advice of Prime Minister Syed Yousuf Raza Gilani, deleted laws concerning local governments from the sixth schedule of the Constitution. Deletion of Balochistan Local Government Ordinance, 2001 (XVIII of 2001), North West Frontier Province Local Government Ordinance, 2001 (XIV of 2001), Punjab Local Government Ordinance, 2001 (XIII of 2001) and Sindh Local Government Ordinance, 2001 (XXVI of 2001) allowed the provinces to make changes in the local government laws. The president's spokesman, Farhatullah Babar, said Mr Zardari described it as a new year gift to the nation which would promote provincial harmony. "As the clock strikes midnight heralding the advent of 2010, the provinces are free to make their own laws relating to the local bodies either through legislation or ordinances. They are free to hold fresh elections or appoint administrators." A press release issued by the Prime Minister's House said Mr Gilani observed that the provinces, according to their need and circumstances, may make laws and hold local bodies' elections. He further observed that omission of laws from the sixth schedule was a valuable dividend of democracy. It is believed that there would be no uniformity in the LG system in the provinces because some will retain it while some will scrap it. It has been learnt that except for Sindh, administrators would be appointed soon in provinces till the holding of fresh elections. President Zardari has expressed the desire that the provinces should hold fresh LG polls within 90 days. However, Punjab and NWFP governments have decided to hold elections in three and six months respectively. "Our party has prepared a bill concerning amendments in the LG system and it is likely to be passed soon," PML-N Information Secretary Ahsan Iqbal told Dawn. He advocated non-uniformity in the LG system, saying the provinces should have autonomy to take a decision according to their conditions and requirements. "Actually the uniformity in the system was desired by former president Pervez Musharraf who wanted to control the provinces through the LG ordinance," Mr Ahsan alleged. ANP's senior leader Haji Adeel said his party had also prepared a draft bill containing proposed amendments in the LG system. Fresh election would be held within six months, he added. Former chairman of the National Reconstruction Bureau Daniyal Aziz, who along with his predecessor Gen (retd) Tanvir Hussain Naqvi, gave a new concept of LG system, told Dawn that the system should not be wrapped up and if required amendments should be made. He said he had been urging the provincial governments not to scrap the system because it was made for the betterment of people and to delegate powers to the grassroots level. Mr Aziz recalled Article 140-A of the Constitution, which says: "Each province shall, by law, establish a local government system and devolve political, administrative and financial responsibility and authority to the 'elected representatives' of the local governments." The Muttahida Qaumi Movement has rejected the proposal to appoint administrators and said the Sindh government should hold LG elections in three months. When the term of LGs lapsed in October, the Punjab government had sent a resolution, or draft amendment, to the president with three main points: appointment of administrators, revival of magistracy and postponing of LG polls. Not only Punjab but the NWFP and Balochistan have also demanded that the local governments' mandate should be restricted to municipal functions. Uplift projects and tax functions should be reviewed and assigned accordingly, the suggested. They pleaded that law and order should be purely a provincial subject and executive magistracy should be introduced. Meanwhile, a senior official of the ministry of local government said the provinces did not want wrapping up of the whole LG system, but demanded some amendments to put it under provincial set-up. |
