Bomb Kills Anti-Taliban Tribal Elder in NW Pakistan

[AnNahar] roadside kaboom killed an anti-Taliban tribal elder in a lawless Pak district bordering Afghanistan on Tuesday, officials said.

The bomb went kaboom! when Malik Mohammad Younis, a prominent elder of the Salarzai tribe, was traveling in a vehicle with his two sons in Gulloshah village near Khar, the main town in Bajaur district where Talibs have been active.

"Malik Mohammad Younis was killed and his two sons were maimed after a bomb planted on a roadside went kaboom! as their vehicle passed," tribal administration official Saaz Mohammad told AFP.

He said nobody immediately grabbed credit. Talibs have carried out several kabooms against tribal elders who have raised and supported vigilantes against them.

Intelligence officials confirmed the attack and death, and said Younis supported the government's offensive against Talibs and had been active in organizing tribes to combat the krazed killers.

Bajaur is one of seven semi-autonomous tribal districts along Pakistain's mountainous western border which became a hotbed of Islamist gunnies following the U.S.-led invasion of Afghanistan in 2001.

Elders vow to establish writ of govt in Bajaur

on Tuesday assured the political administration and security forces to establish writ of the government in the region.

During a jirga here on Tuesday, the tribal elders pledged to step up their efforts against bully boyz to stop cross-border attacks in the area.

A large number of tribal elders belonging to various sub tribes, leaders of peace committees, Brig Ghulam Haider, Political Agent Syed Abdul Jabar Shah and other bigwigs attended the jirga.

The participants of the jirga discussed issues related to law and order situation in the region, holy warrior activities along the border areas, working of village defence committees, strategy for countering anti-social activities and cross-border attacks.

Addressing the jirga, the political agent said that administration was committed to maintaining peace and writ of the government in the agency. Unfortunately law and order situation in the region remained unsatisfactory for the last several weeks, he added.

The official said that occurrence of several unpleasant incidents in the agency particularly in the border areas was reaction to military operation against bully boyz in North Wazoo Agency.

He called upon the tribal elders to realise the situation and focus on maintaining peace in their areas because bully boyz were trying to disturb peace and normality in the agency particularly in the border areas.

"We have credible information that bully boyz can increase their activities in the agency to create terror and fear among the people. Therefore the elders should fulfil their collective responsibility and remain alert to counter these activities in their areas," Mr Shah said.

Addressing the jirga, Brig Ghulam Haider asked the elders to step up their anti-bully boyz activities to make the region secure.

Tribal elders including Malik Mohammad Yar, Malik Mohammad Younas Khan, Malik Hafizur Rehmen, Malik Abdul Nasar Khan and Israr Khan assured the administration and security forces of their full support in maintaining law and order in the region.

Bajaur market bomb kills nine

PESHAWAR/KHAR: A remote-controlled bomb blast killed 11 people, including two children, and injured 23 others in the militancy-hit tribal district of Bajaur on Thursday, officials said.

The blast took place in Pushat Bazaar, the headquarters of Salarzai area, where local population drove Taliban militants out in a popular uprising two years back.

“Nine people were killed and 22 are wounded, four of them in critical condition,” said an official. Ambulances rushed to the scene from Khar to transport the wounded people to hospital, the officials said, adding, “The injured are being treated at Khar Hospital and those wounded critically were transported to Peshawar.”

It was not clear who was the target of the blast inside a shop. But a tribal journalist in Khar told Daily Times that the blast was aimed at anti-Taliban vigilantes and public supporting the government forces against the militants.

Bajaur has been comparatively peaceful in the recent times after government forces took control of areas where Taliban had been in a strong position, Salarzai being one of those areas. Nobody claimed the responsibility for the bombing, but Taliban have carried out several attacks against Salarzai tribesmen for forming pro-government militias and supporting military operations. The military conducted major anti-Taliban offensives in Bajaur in August 2008 and February 2009, and has repeatedly declared the district secure. But militants have still proved able to strike.

Militant commander, aide gunned down in Wana

[Dawn] Unidentified armed persons rubbed out a thug commander along with his aide in Kalosha village of South Wazoo Agency in the small hours of Thursday.

Sources said that Wali Mohammad, brother of Taliban capo Nek Mohammad, along with his aide was asleep in the apple farm of his uncle when two armed persons sneaked into the orchard and opened firing on them. Wali Mohammad and his friend, whose name couldn't be ascertained, were killed on the spot, they added.

Wali Mohammad and few other thug commanders including Omar, Abbas and Ghulam Khan had been expelled from Wana, the agency headquarters of South Waziristan, along with foreign forces of Evil about five years ago.

Political Agent Syed Abdul Jabar Shah on Thursday urged the rustics to fulfil their collective responsibilities to check thug activities in their area.

Addressing a jirga of Salarzai rustics, he said that security forces and tribal people rendered sacrifices to eliminate forces of Evil from the agency.

He said that peace and writ of the government in the region had been restored with the efforts of security forces and tribal elders but it didn't mean that forces of Evil had been eliminated completely.

He said that action would be taken against the tribe concerned if any public property was attacked in its area.

Commandant Bajaur Scouts Col Shakeel also addressed the jirga and said Salarzai tribe rendered great sacrifices for restoration of peace but the recent thug activities in the area put negative impact on its performance.

Aliens won't be given shelter: Bajaur elders

[Dawn] The elders of Salarzai tribe have assured the political administration and security forces that no one will be allowed to shelter foreigners in Bajaur tribal region.

The tribal elders told the authorities during a jirga held in Raghan area of Salarzai on Sunday that more peace committees would be formed and volunteers would be deployed in sensitive areas near the Afghan border.

More than 600 elders belonging to different sub-tribes of Salarzai attended the jirga.

Tribal elders Malik Mohammad Younas, Malik Abdul Hakim Khan, Malik Anwarzeb Khan, Malik Mohammad Yar Khan, Malik Hafizur Rahman Khan, Malik Abdul Salam and others said that they would extend full support to the administration in maintenance of law and order in the area.

They said that members of Salarzai tribe were peace loving people and patriotic citizens of the country. "The Salarzai tribe always supported government. It is the only tribe in the entire agency that has been bravely fighting against Taliban since 2008 and never surrendered to thugs," they said.

They said that they fought against forces of Evil only to abolish militancy from the tribal region and restore peace and stability there.

The jirga imposed ban on gunfire in the entire Salarzai tehsil and said that strict action would be taken against the violators.

Taliban Are Pak Army Proxies, Not Pashtun Nationalists - V

The writer's point, that all Pashtuns who resist the Taliban, whether overtly, covertly, or by insisting on their daily lives, are Pashtun nationalists is trite and a bit silly, but the information she presents to buttress her point is useful for the Rantburg reader, it seems to me.
Let us put faces on the Pashtun nationalists and Taliban in Pakistain and Afghanistan to clearly pin down who is who. Pashtun nationalists both in Pakistain and Afghanistan are those who have suffered atrocities and gross human rights
One man's rights are another man's existential threat.
violations at the hands of the Taliban who they strongly believe are proxies of the Pak military establishment.

In Pak context, they first and foremost include two political parties - ANP and PMAP. Both parties, especially the ANP, have lost hundreds of workers and middle level leaders in assassinations by the Taliban. The two parties have to function under constant death threats. Pashtun nationalists also include more than 1,000 popular and well respected tribal leaders, many of them linked with the ANP and PMAP, all over FATA who were assassinated due to their stiff resistance, including armed struggle, against the Taliban and Al Qaeda in the tribal areas.

The entire Salarzai tribe in Bajaur is Pashtun nationalist, because it has successfully resisted, without any state support, the Taliban infiltration in its area. The tribe has tremendously suffered in terms of human and military losses in their armed anti-Taliban resistance - a resistance that they say is constantly burdened by the direct state backing for the Taliban.

The entire mixed Sunni-Shia Ali Khel tribe in Orakzai is Pashtun nationalist. They evicted the Taliban from their area by force and in response the tribe was punished by a suicide kaboom that eliminated its entire leadership - over 100 tribal leaders who were leading the anti-Taliban lashkar of the tribe. This tribe also accuses the state of backing the Taliban.

The Shia tribes in Kurram are Pashtun nationalists. They have refused to allow safe passages to the Haqqani network, the establishment's favorite Taliban, for attacks inside Afghanistan. Everyone knows how much the Shias have been punished for this defiance of the establishment. There are countless examples that demonstrate how stiffly the local people in FATA and Khyber-Pakhtunkhwa

resisted the Taliban and how much the state betrayed them by extending support to the Taliban.

Generally, the term 'Pashtun nationalist' can also be loosely applied to include all people who disagree with Taliban's action, conduct, attitude and policy, although they may not have directly suffered any Taliban atrocities for their anti-Taliban views. In other words, these are the people who concur with the anti-Taliban stance adopted by the ANP and PMAP even though many of them may not be directly linked with the parties. By this yardstick, all the people of Malakand who are not shedding tears after the end of Taliban rule in their area are Pashtun nationalists.

Countless people of FATA who have preferred to suffer in internal displacement rather than joining the Taliban despite the good salaries are Pashtun nationalists. Also, all tribal Sikhs who directly or indirectly suffered Taliban atrocities are Pashtun nationalists. The Shia tribes in Orakzai who gave refuge to some of the internally displaced tribal Sikhs from Khyber and Orakzai are Pashtun nationalists.

Pashtun writers, intellectuals and socio-political activists, such as the people linked with the Amn Tehrik, are Pashtun nationalists. Amn Tehrik passed the Beautiful Downtown Peshawar Declaration in a grand tribal jirga that identifies the Taliban in Pakistain and Afghanistan as the proxies of the Pak generals and underscores that the Pashtun on both sides of the Durand Line are victims of the notion of strategic depth as well as Al Qaeda's pan-Islamism. The Amn Tehrik is the first civil society group in Pakistain that held a public demonstration against the establishment's backed Dafa-e-Pakistain Council. All students and teachers in FATA and Khyber-Pakhtun who have defied the Taliban threats to schools by continuing educational activities one way or the other are Pashtun nationalists. All musicians who have not given up their love of music despite the Taliban threats or have been killed by the Taliban for singing are Pashtun nationalists. Last but not the least, Pashtun nationalists are the countless local human rights activists who continued their activities despite serious Taliban threats to their lives. Many of them were target killed by the Taliban. One such activist is Zarteef Khan Afridi of Khyber Agency, who was killed some months ago.

In Afghanistan, Pashtun nationalists are people linked with the Afghan Millat Party, a Pashtun nationalist party that is more or less like the ANP in Pakistain. Afghan Pashtun nationalists are also the people who subscribe to the ideologies of the former Khalaq and Parcham political parties of Afghanistan. Generally, Pashtun tribal leaders in Afghanistan can be also regarded as Pashtun nationalists. It should be noted that many, if not all, of the tribal leaders could also be seen as the pro-Afghan establishment. This implies that they are likely to back the government of Afghanistan regardless of who is leading the government. This does not automatically imply that they would support any future Taliban power setup in Kabul. One must not forget that one of the first Taliban assaults have always come against the tribal leaders. In addition to that, just like the popular tribal leaders in Pakistain, many leading Afghan Pashtun tribal leaders have also been target killed by the Taliban due to their public anti-Taliban stance. Such leaders include Zahid Zadran and Malik Mudar Khan in Khost, Abdul Rasheed and Meran Gul in Paktia, Zareef Khan, Shaista Khan and Juma Khan in Paktika

, and Haji Qalander Khan and Ali Ahmad Khan in Qandahar.

The Pashtun people in post 9/11 Afghanistan have organized themselves in many small or large civil society organizations. Almost all of these are anti-Taliban, as can be seen in their public statements and activities. Pashtun MPs in the Afghan parliament have been making anti-Taliban as well as anti-ISI speeches in the parliament. Generally, just like the Pashtun in Pakistain, all Afghan Pashtun who carry on with their routine lives despite constant Taliban threats are Pashtun nationalists.

Two things must be noted here. One, no Pashtun nationalists from Afghanistan or Pakistain are fighting the US, NATO
...the North Atlantic Treaty Organization. A collection of multinational and multilingual and multicultural armed forces, all of differing capabilities, working toward a common goal by pulling in different directions...
and Afghan forces in Afghanistan or Pakistain army and also the nationalists are not involved in any attacks on civilians in both countries. Two, the Pashtun nationalists do not see the presence of the US and NATO forces as a foreign occupation of Afghanistan. Instead they see Pakistain and Iran as foreign aggressors and invaders. They believe that both countries, especially Pakistain, have devastated Afghanistan, its people, culture and the Afghan state. Thus the Afghan soil, in their view, needs to be protected from Pakistain and Iran at all costs, including a military cooperation with non-Mohammedan powers, such US, NATO or Indian forces. This view is thoroughly in line with the Pashtun history. In the past, the Pashtun had confronted foreign Mohammedan aggressions. In response they entered into interactive cooperation with foreign non-Mohammedan powers to deal with the Mohammedan invaders.

Burqa-clad suicide bomber kills 42 in Bajaur Agency

[Pak Daily Times] A female jacket wallah ripped though a gathering of conflict-hit people waiting to receive food in Bajuar Agency, killing at least 42 people, including women and kiddies, and injuring scores of others, officials and locals said.

A political administration official told Daily Times on Saturday that the suicide kaboom took place at a food distribution centre being run by the World Food Organisation in Khar. He said around 300 people from the Salarzai tribe were gathered to receive food when the bomber struck. A WFP front man said the attack took place where people were being screened at a security checkpoint near their centre.

Assistant Political Agent Tariq Khan said the bomber was a woman. He said she appeared in full veil and blew herself up while being searched at the centre.

Witnesses said she threw hand grenades at rustics before detonating the bomb. Tehreek-e-Taliban Pakistain front man Azam Tariq grabbed credit for the attack on behalf of the group and said the attack was retaliation for the Salarzai tribe's activities against the Taliban.

Taliban behead lashkar leader in Bajaur

KHAR: Terrorists assassinated an anti-Taliban tribal elder and dumped his beheaded body by the roadside in Bajaur Agency, officials said on Saturday. According to a local official, Gul Muhammad, 42, an elder of the Salarzai tribe, had been actively participating in raising a village militia to battle the Taliban in the region.

“The body of Gul Muhammad was found this morning in Mamund village,” Faramosh Khan, the official, said. “A note found on the beheaded body said that anyone who would join the militia against the Taliban would be killed in the same manner,” he said.

A local security official confirmed the incident, saying that Taliban militants wanted to scare the local population away from supporting army operations.

Eight militants killed in Bajaur

[The News (Pak) Top Stories] Eight militants were killed and several others sustained injuries in different areas of Bajaur Agency on Monday.

Official sources said a fierce clash took place in the Chinar area of Charmang Valley in the Nawagai subdivision when militants attacked security forces. The sources said one militant was killed and several others sustained injuries in the clash.

The official sources added that fighter jets blitzed suspected hideouts of insurgents in Kharkay, Gotki, Anga and Banda areas in which four militants were killed and several others injured. Two hideouts were also destroyed in air raids.

There were reports that three militants were killed when explosives stored in a house went off in the Damadola area in the Mamond subdivision. The house was reportedly being used by militants as their hideout and was completely destroyed in the blast.

Security forces, the sources said, conducted a search operation in Inayat Killay, the second business hub of the Bajaur tribal region near Khar headquarters, and apprehended five militants and recovered weapons from their possession.

Meanwhile, 25 militants, belonging to Sor Dagai, Chinar and Lara Darra areas in Salarzai, surrendered to security forces during a Jirga of elders of the Salarzai tribe, Ulema and political authorities in Khar town.

The surrendered militants handed over their weapons to security forces and promised that they would not indulge in subversive activities in future.

Air strikes in South Waziristan kill 17

[Dawn] Warplanes hit militants' hideouts and some civilian areas in South Waziristan, leaving 17 militants and some non-combatants dead. According to sources, two planes bombed militant positions in Saam, Khasura, Spinkai, Gorgoray and Tangi Bazay areas. According to local people, one of the bombs hit a cave-house in Spinkai area, killing one Nekum Khan and eight members of his family and injured six others.

Security officials said the father of local Taliban leader Noor Wali Mehsud was killed when a bomb hit his house. They said the total number of militants killed in the attack could not be ascertained.

Sources said that the number of casualties in the air strikes which started on Tuesday was 26.

The town of Sara Rogha which had almost been destroyed during a military operation last year also came under attack on Wednesday.

Nine people were killed in an attack on Maulvi Khan Sarai on Tuesday. Houses of two tribal elders, Yaqoob Shah and Allauddin Mehsud, were hit in Shinkai Mela.

According to reports reaching here, militants have asked shopkeepers and about 200 people living near Razmak town in North Waziristan to move to safe places.

Thousands of tribal people, it may be mentioned, left the area amid reports of an imminent military offensive in the Mehsud area. Security forces are reported to be consolidating their positions and moving tanks and heavy artillery towards Makin and Razmak. Troops are also building strategic roads on Mamo mountains.

In Bajaur, troops have intensified action in Salarzai where air and ground offensive was launched on Monday.

Local people said that troops backed by tanks and artillery entered the area on Wednesday and set up checkpoints. They were received by elders of Salarzai tribe and volunteers of the local lashkar.

Witnesses said that a convoy of more than 80 vehicles had entered Pashet and headed towards Mulla Said and Torget areas.

Elders of Salarzai had been asking the government for some time to send troops to the area and have raised a lashkar against militants.

Security forces have secured hilltops and other key locations to curtail movement of militants.

Meanwhile, helicopter gunships attacked militants' hideouts in Mamond on Wednesday. Five suspected militants were killed and seven others injured. Troops have also claimed destroying several bunkers.

Three militants die in Bajaur

[The News (Pak) Top Stories] Three militants were killed and several others injured when security forces pounded suspected hideouts of the militants in different areas of Salarzai Tehsil of Bajaur Agency, official sources said here on Monday. The sources said security forces targeted the militant hideouts in Darra, Ghundai and Sor Dagay areas with artillery guns. They said three militants were killed and several others sustained injuries. They added that a number of sanctuaries of the militants were destroyed in the action.

Meanwhile, the authorities in Bajaur Agency asked the elders of Salarzai tribe to flush the militants out of their areas or face the consequences.Speaking at a Jirga of the elders, Khar Subdivision Assistant Political Agent Iqbal Khattak said the people of Tangi, Babar Shah, Darra, Ghundai and Sor Dagay should cooperate with the political administration in eliminating the militants and refrain from harbouring them in their areas.

Tribal elders Malik Mehraban Gul, Malik Muhammad Zada, Malik Gul Rahim, Malik Fateh Said, Malik Sahib Shah and others attended the Jirga. In their speeches, the elders vowed to make efforts for handing over the wanted persons to the administration or expel them from the area to avert a possible action by the government.

Taliban Tehreek requests inclusion in talks

The Taliban Tehreek (Niamatullah group) on Sunday asked tribal elders and the Tehreek-e-Taliban Pakistan to include them in talks in the future to ensure peace in Bajaur Agency. Talking to reporters from an undisclosed location, the group's leader Wali Rehman said they should be included in the peace talks between the Salarzai tribe and the Taliban, as the Qaumi Lashkar had demolished houses of the tehreek's leaders. He said they wanted peace in the area, which could only be achieved through dialogue.
