Several disputes existed in other parts of the Ghazni province, such as Malistan and Jaghori. In addition, a similar situation has been in other central provinces of Afghanistan, such as Maidan Wardak, Bamyan, and Ghor.

Although the local people have frequently sought the local authorities to fix the problems, there was no intention of doing so. The head of the deployed delegation hoped that the dispute would end soon if both sides cooperated with the delegations.

He added Hazara tribe collected 10 million afs and gave it to Kochi tribe as ransom money.

Civil society activist muppet Sydullah Taraki said tribal and ethnic disputes cause insecurity and fighting adding that government should find permanent solution to such issues.

Nawar district is known for its massive grasslands, greenery, hillsides and beautiful weather. Past government dubbed Nawar as national park.

Massoud, Taliban Agree to Not Fight Until Next Round of Talks

A Taliban front man Zabiullah Mujahid has confirmed to News Agency that Dare Not be Named that a group of five Taliban leaders have arrived in Qatar and joined the Taliban politicianship in their office in Qatar.

Mujahid has also confirmed that the five Taliban leaders have previously served in Guantanamo detention facility.

In the meantime, reports indicate that the Taliban leaders have joined the politicianship of the group in Qatar with an aim to participate in peace talks.

QATAR –- On a weekend night you can't escape the roar of race car engines along the coastal roads here in the Qatari capital. It must be a bit of a culture shock for the five Taliban detainees sprung from Guantanamo Bay last week in exchange for the freedom of Sergeant Bowe Bergdahl.

There has been an outcry from critics of the prisoner swap, who worry that these men with blood on their hands are getting off far too easily. Qatar's citizens are the richest in the world, per capita, but only a minority of residents here are actually citizens and the Taliban five are not among them. We do know their families are coming here to live with the former prisoners in some sort of residential compound.
So it's a Marriott Residence Inn...
Sources here say they are likely to live in "5 star villas" along with more than a few of their compatriots who are already living in the Qatari capital at the expense of this gas-rich Emirate.

Qataris have a different relationship with the Taliban than does the U.S. Afghanistan is not their war. These men and their families are fellow Muslims. And Qatar sees the latest prisoner swap as a humanitarian gesture. That is pretty much all Doha is saying.

He said it makes the Afghan people question the commitment to their security, but adds that Afghans do understand American concerns about getting a soldier home.

Qatar's track record for keeping track of militants in its custody has not been stellar. Sept. 11 mastermind Khalid Sheikh Mohammed slipped through here in 1996 when Washington thought Doha was keeping tabs on him, and another Gitmo prisoner transferred here a few years ago, Jarallah al-Marri, was supposed to be confined to Qatar but managed to turn up in London, where he was arrested. This time, U.S. officials say they are confident that the Taliban five will be kept in this country for the term of the deal and as such, their threat will be mitigated.

Taleban Guantanamo detainees agree to Qatar transfer

KABUL: Five Taleban detainees held at the US Guantanamo Bay military prison have agreed to be transferred to Qatar, a move Afghanistan believes will boost a nascent peace process, President Hamid Karzai's spokesman said on Saturday.
Do we have to transfer them alive? Are we allowed put put the implants into their heads? Such important questions...

The transfer idea is part of US efforts to bring the Taleban to the negotiating table to avoid prolonged instability in Afghanistan after foreign combat troops leave the country at the end of 2014.

"We are hopeful this will be a positive step toward peace efforts," Karzai's spokesman Aimal Faizi said, adding the Taleban detainees would be re-united with their families in Qatar if the transfer takes place.

It would be one of a series of good-faith measures that could set in motion the first substantial political negotiations on the conflict in Afghanistan since the Taleban government was toppled in 2001 in a US-led invasion.

Despite months of covert diplomacy, it remains unclear whether the prisoner transfer will go ahead. Doubts are growing about whether the Taleban leadership is willing to weather possible opposition from junior and more hard-core members who appear to oppose negotiations.

Karzai's top aide, Ibrahim Spinzada, visited the Guantanamo facility this week to secure approval from the five Taleban prisoners to be moved to Qatar. Karzai's government has demanded the five former senior members of the Taleban government, held at Guantanamo Bay for a decade, give their consent before they are transferred to the small Gulf state where they would be under Qatar's custody.

US officials hope the peace initiative will gain enough traction to enable Obama to announce the establishment of full-fledged political talks between the Karzai government and the Taleban at a NATO summit in May.

That would mark a major victory for the White House and might ease some of the anxiety created by NATO nations' plans to gradually pull out most of their troops by the end of 2014, leaving an inexperienced Afghan military and fragile government to face a still-formidable insurgency.

The Taleban detainees are seen by some US officials as among the most dangerous inmates at Guantanamo. Their possible transfer has drawn attack from US politicians from both parties even before the administration formally begins a required congressional notification process.

Among the prisoners who may be sent to Qatar is Mohammed Fazl, a "high-risk" detainee alleged to be responsible for the killing of thousands of minority Shiite Muslims between 1998 and 2001.

They also include Noorullah Noori, a former senior military commander; Abdul Haq Wasiq, a former deputy intelligence minister; and Khairullah Khairkhwa, a former interior minister.

Afghan foreign minister will visit Qatar in the "near future" for peace discussions with the Taleban, his spokesman said yesterday. The minister will hold talks on the relationship between the nations and also "discuss the Afghan peace process," including "the idea of establishing an office... in Qatar to facilitate the peace process," Mosazi said.

US ready to release Taliban leaders held at Guantanamo Bay.

The US has agreed in principle to release high-ranking Taliban officials from Guantanamo Bay in return for the Afghan insurgent's agreement to open a political office for peace negotiations in Qatar, UK paper the Guardian has learned.

According to sources familiar with the talks in the US and in Afghanistan, the handful of Taliban figures will include Mullah Khair Khowa, a former interior minister, and Noorullah Noori, a former governor in northern Afghanistan. More controversially, the Taliban are demanding the release of the former army commander Mullah Fazl Akhund.

Washington is reported to be considering formally handing him over to the custody of another country, possibly Qatar. The releases would be to reciprocate for announcement from the Taliban that they are prepared to open a political office in Qatar to conduct peace negotiations "with the international community" the most significant political breakthrough in ten years of the Afghan conflict. The Taliban are holding just one American soldier, Bowe Bergdahl, a 25-year-old sergeant captured in June 2009, but it is not clear whether he would be freed as part of the deal.

Michael Semple, a former EU envoy in Afghanistan who has maintained contact with senior Taliban figures, agreed that the deal represented a critical moment. Negotiations over the opening of a Taliban political office and the release of prisoners have been underway for more than a year in secret contacts in Germany and in the Gulf between US and Taliban officials, but have been continually held up by political obstacles on all sides. The Afghan president, Hamid Karzai, had preferred Saudi Arabia or Turkey to host the Taliban political bureau, but dropped his opposition to Qatar under heavy US pressure.
