Latest Reports Say Death Toll of Baghlan Flooding Over 170
2024-05-14
[TOLONEWS] The number of victims from the recent floods in the country has nearly reached 180, doctors said, as cited by Mullah Baradar, who visited the disaster-stricken province of Baghlan.

Meanwhile,
...back at the dirigible, Jack stuck the cigar in his mouth, stepped onto the gantry, and asked Got a light, Mac?

Von Schtinken stopped short, lowering the dagger and trying to control his features.

If you light that thing, Herr Armschtröng, he pointed out, his voice tense, we all die!...

on the fourth day of the flooding in Baghlan province, affected families called for immediate aid.

They said that they lack shelter, food supplies, and clean drinking water, and are living in heartbreaking conditions.

Mohammad Alam, 50, who lost six family members in the Friday floods in the Darwazakan area of central Baghlan, said: "I have lost two of my sister-in-laws, my wife, two daughters—one six years old and the other thirteen—and a nephew."

Another group of affected individuals who have lost their possessions are also demanding urgent help from the authorities.

"We need clean water and tents. The foreign aid that has been promised needs to be delivered," said Arbab Gulzada, a flood victim in Baghlan.

"Our request from the Islamic Emirate is to deliver aid to the people affected in Baghlan, especially central Baghlan," said Haqbin Moradi, a flood victim in Baghlan.

At the same time, Alam Majidi, the spokesperson for the governor of Baghlan, said that the process of distributing initial aid from the government and aid organizations to the flood victims is ongoing, and more aid will be distributed to them after assessments are completed.

Mullah Abdul Ghani Baradar, deputy prime minister for economic affairs, who visited the flood-affected areas, said: "They told us the number of casualties is 154 deaders, but doctors have reported up to 170 people."

According to official statistics provided by the authorities in the caretaker government, the corpse count in Baghlan province so far reached nearly 180, and the search and rescue operations are still ongoing.

More than 700K Afghans Returned from Pakistan, Iran in 10 Months: UN
2022-12-17
[ToloNews] The United Nations
...an organization conceived in the belief that we're just one big happy world, with the sort of results you'd expect from such nonsense...
Population Fund in Afghanistan (UNFPA) said that more than 700,000 Afghan refugees have returned to the country from the neighboring countries of Pakistain and Iran
...Formerly a fairly civilized nation ruled by a Shah, it became a victim of Islamic revolution in 1979...
between January and October this year.

"Because they make up 67% of Afghanistan’s population, youth are the most affected by the crisis," UNFAP said on Twitter.

"The United Nations Population Fund works with them and supports facilities such as the new Multi-Purpose Youth Centers in Nangarhar
The unfortunate Afghan province located adjacent to Mohmand, Kurram, and Khyber Agencies. The capital is Jalalabad. The province was the fief of Younus Khalis after the Soviets departed and one of his sons is the current provincial Taliban commander. Nangarhar is Haqqani country..
, Herat
...a venerable old Persian-speaking city in western Afghanistan, populated mostly by Tadjiks, which is why it's not as blood-soaked as areas controlled by Pashtuns...
, Kandahar and Balkh to help address their needs during the crisis."

Afghans who have returned or were deported from Iran, expressed concerns over their uncertain future.

"I have gone to Iran five times. They wouldn’t give you food or water.‌They beat us very badly, the scars are still visible on my body," said Mohammad Alam, an Afghan deportee.

"We call on the government to provide work opportunities for the people," said Hashmatullah, a deportee.

"I was deported myself and then was returned to Nimroz. I didn't have any money and I asked my uncle for it," said Rohullah, a deportee.

Last week, a delegation of the Islamic Emirate, led by the deputy minister of Refugees and Repatriation Abdul Rahman Rashid, visited Iran to attend a quadrilateral meeting on the situation of the Afghan refugees.

The meeting was also attended by the representatives from Iran, Pakistain and the UN High Commissioner for Refugees.

Ankara Gathering of Political Figures Forms the Supreme Council of National Resistance for the Salvation of Afghanistan

[KhaamaPress] At a meeting in The Sick Man of Europe Turkey
...the occupiers of Greek Asia Minor...
, a number of politicians who have been in exile from Afghanistan when the Taliban
...the Pashtun equivalent of men...
reclaimed power agreed to form the Supreme Council of National Resistance® for the Salvation of Afghanistan.

The meeting took place on Tuesday night, May 17th, at Abdul Rashid Dostum
...ethnic Uzbek warlord who distinguished himself fighting the Soviets and the Taliban. The story that he had a bad guy run over with a tank is an exaggeration. It was an armored personnel carrier...
’s Ankara residence, the leader of Afghanistan’s National Islamic Movement.

Participants included Abdul Rashid Dostum, Mohammad Mohaqiq, Abdurrab Rasoul Sayyaf, Atta Mohammad Noor, Mir Rahman Rahmani, Mohammad Alam Ezedyar, representatives of Salahuddin Rabbani and Ismail Khan, and others.

The declaration called armed resistance against the Taliban in Panjshir, Baghlan, Takhar, Badakhshan, Parwan, Kapisa, Samangan, and other parts of the country "legitimate," and appealed for support for the resistance.

Participants in the meeting stated that the Taliban had "aggressed and killed people" in defiance of all religious principles and humanitarian conventions, and that people had been forced to defend their lives and property in various regions of the country.

Article 2 of the declaration urges the Taliban to refrain from causing further "damage and devastation" in the country and to return to the negotiating table to settle the current issues.

According to the article, the Taliban should be aware that, historically, no group has been able to establish a stable government in Afghanistan through coercion and violence.

The "exclusive and usurper rule of the Taliban in Afghanistan" will result in widespread crisis and turmoil, and this situation will not benefit the neighboring countries or the region. The declaration stated, "Only a united Afghanistan and has a stable democratic system based on justice and equality can ensure their [neighboring countries’ and region’s] interests."

The Taliban, on the other hand, has established the Return and Communications with Former Afghan Officials and Political Figures Commission.

Inamullahullah Samangani, a Taliban spokesperson, told the BBC’s Khalil Noori that the Communication Commission set up to organize an Afghan conference had finished contacting political figures and that some of them had made commitments to attend, albeit he did not name the attendees.

Politicians Call for Probe into Alleged Torture of Civilians
2022-05-15
[ToloNews] Afghan politicians called for an investigation into the alleged reports of torture and mistreatment of civilians in the provinces of Panjshir, Baghlan and Takhar.

The influential politicians who voiced concerns over the claims of civilian mistreatment are former chairman of the High Council for National Reconciliation, Abdullah Abdullah
...the former foreign minister of the Northern Alliance government, advisor to Masood, and candidate for president against both Karzai and Ghani. Dr. Abdullah was born in Kabul and is half Tadjik and half Pashtun. He also held the meaningless salaried sop position as CEO of Afghanistan, while Ghani was president...
, former Jihadi leader Abdul Rab Rasul Sayyaf, Karim Khalili the former Vice President of Afghanistan and the leader of Hezb-e-Wahdat, Abdul Rasheed Dostum
...ethnic Uzbek warlord who distinguished himself fighting the Soviets and the Taliban. The story that he had a bad guy run over with a tank is an exaggeration. It was an armored personnel carrier...
, leader of Hizb-e-Junbish and Muhammad Mohaqiq, People’s Islamic Unity Party of Afghanistan.

However,
the hip bone's connected to the leg bone...
the Islamic Emirate denied the allegations.
No, no! Certainly not!
of civilian casualties in these provinces.

"The recent reports from Afghanistan speak of painful incidents in Panjshir, Takhar, and Andarab (of Baghlan) and Khost, that the military has conducted desert trials and tortured civilians. We call on the international community and the human rights
...which are usually entirely different from personal liberty...
organizations to launch a neutral investigation into these incidents and share the results with the people of Afghanistan," Abdullah said in a series of tweets.

Analysts said that the issue should be taken seriously.

"The government should not ignore it and should prevent it. It is important that (acting Minister of Foreign Affairs) Amir Khan Muttaqi and Mohammad Alam Izdyar restart the negotiations," said Torek Farhadi, a political analyst.

Meanwhile,
...back at the barn, Bossy was furiously chewing her cud and thinking...
a number of US based Afghans held protests in reaction to the alleged reports of civilian’s casualties in Panjshir, Baghlan and Takhar provinces.

"The Islamic Emirate conducted clearing operations against the people who were causing insecurity. Hundreds of them have surrendered and their weapons and ammunitions were seized by the Islamic Emirate. The civilians have a normal life. We seriously deny the reports and propaganda being spread in this regard," said Bilal Karimi, deputy front man for the Islamic Emirate.

The UN Special Rapporteur for Afghanistan, Richard Bennett said it was "essential for international human rights and humanitarian law to be upheld" and that they are "watching closely."

Massoud, Taliban Agree to Not Fight Until Next Round of Talks
2021-08-27
Hudna.
[ToloNews] Supporters of Ahmad Massoud, the leader of the resistance front against the Taliban, and Taliban representatives held their first meeting on Wednesday afternoon in the center of Parwan province to seek an alternative to fighting.

The resistance front delegation was composed of 12 people led by Almas Zahid, a former Mujahideen commander, and the six-member Taliban delegation was led by Mohammad Mohsin Hashimi, the Taliban’s deputy leader of intelligence.

A representative of the resistance front, Mohammad Alam Ezedyar, wrote on his Facebook page that both sides agreed to not attack each other until the second round of negotiations is held.

The representatives met for three hours and then returned to their respective sides to share the discussed issues with their leaders.

“After three hours of discussion, it was decided that both delegations will share the message with their leadership and resume the negotiations to reach a durable peace in the country. It was also decided that the parties should not attack each other until the second round of negotiations,” wrote Ezedyar.

A member of the Taliban delegation, meanwhile, said that the Taliban wanted to discuss the issue of Panjshir, but Massoud’s supporters wanted to discuss the structure of the future government. Thus the negotiations had no tangible outcome, he said.

“The Panjshir delegation was more focused on the overall structure of the governance system. Since there were big differences between the two sides' demands, both sides decided to take the messages to their leaders,” said Anamullah Samangani, a member of the cultural commission of the Taliban.

The negotiations followed both sides' threatening to use military force.

“The discussions will bear results in the coming days. If the discussions have no results and they use another option (military), we will do the same,” said Noorullah Noori, a member of the Taliban’s political office.

“We are still waiting for the outcome of the negotiations. Despite this, we have all the military preparations as well,” said Hamid Saifi, a member of the resistance front.

Ahmad Massoud in a recent interview with the BBC said that if an inclusive and acceptable government for all is not established, Afghanistan will be isolated both politically and economically.

“We are negotiating with the Taliban. So far, several countries--like Canada--has said it will not recognize an exclusive government. If that happens the people will continue to suffer,” Massoud said.

The Taliban has said they will form an inclusive government, but the terms have still not been clearly defined.

Senators Seek Thorough Probe Into Kabul Fire That Killed 9 People
2021-05-03
[ToloNews] Senators on Sunday raised questions over recent fires in Kabul, Farah and Herat
...a venerable old Persian-speaking city in western Afghanistan, populated mostly by Tadjiks, which is why it's not as blood-soaked as areas controlled by Pashtuns...
province that mainly targeted fuel imports, saying there are "some hands behind such incidents" that seek to harm the country’s economy.

The Ministry of Interior Affairs said that nine people were killed and 14 more were maimed in the major fire at a tanker truck station in the Qala-e-Murad Bek area north of Kabul along the key highway that connects the capital city with northern provinces.

At least 60 vehicles, including fuel tanker trucks as well as trucks carrying food and other goods, were completely damaged in the fire that started around 9:00 pm on Saturday.

The Chamber of Trade and Investment said an investigation into the incident has begun, but added that the use of a magnetic bomb is one of the possible reasons for the massive fire.

The chamber estimates the losses of the fire at around $20 million.

The Kabul fire was the fourth in less than three months, following a major fire at Herat customs office and two more at a border town in Farah that shares a border with Iran.
The Kabul fire was the fourth in less than three months, following a major fire at Herat customs office and two more at a border town in Farah that shares a border with Iran.

"Such incidents need a thorough probe to determine whether it was an enemy action," said Mohammad Khan, a senator.

Senators said that one of the reasons can be a lack of attention by government officials in the proper management of the country’s border towns, ports and customs.

"A fire happened at Kabul gate. All these incidents must be probed thoroughly," Senate Speaker Fazl Hadi Moslemyar said.

Following the major fire at the border town of Islam Qala in mid-February, the government vowed to make public its findings on the incident, particularly on how it happened. But senators said the report has not been made public so far.

"There is no one responsible. The culture of impunity has expanded more than in the past," Deputy Senate Speaker Mohammad Alam Ezedyar said.

Eyewitnesses said the fire spread rapidly after it broke out as the fuel tankers were parked very close to each other.

"They went kaboom! one after another in five seconds," said Ghulam Nabi, a fuel truck owner who says his vehicle was burned in the fire.

Other tanker truck owners said they are fed up with the government checkpoints along their way to Kabul as they are stopped for several hours each time they reach the entrance gates of the capital city.

"We were allowed to move at 12:30 pm but we were stopped by the checkpoint. We are devastated," said Najibullah, a truck owner.

"I was asked to give 300 Afs to move. Is it the government?" asked Ghulam Sakhi, owner of a fuel tanker.

Kabul governor Yaqub Haidari said that those who have stopped the vehicles and have made the parking where the fuel tankers were parked should be responsible.

"On what decision was this parking made?" he asked.

Home, Vehicle Owners Protest Over Kabul Fire Damages

[ToloNews] A massive fire that began with a tanker truck carrying fuel in the Shakar Dara district of Kabul along the highway connecting the capital with northern provinces has inflicted heavy damage to vehicles and nearby houses as residents described.

This led to a protest by residents of the area who closed the highway to traffic for many hours on Sunday.

The fire first erupted in a tanker truck that was parked among dozens of others in a line waiting to enter Kabul.

Owners of the fuel tanker trucks said they are often stopped like this by security forces and officials before they enter Kabul. They said it has been one of their main concerns for a long time.

Unconfirmed figures by the residents show that at least 100 houses were damaged in the Qala-e-Murad Bek area. A restaurant, a fuel station, many shops and many vehicles that were passing through have been damaged in the fire.

Unconfirmed figures show that dozens of tanker trucks were burned in the fire.

"We suggested many times to transfer the checkpoint from here, but no one heard our voice, including in the Shakardara district governor’s office," said Jamshid, a resident of Qala-e-Murad Bek.

Other residents said that the government has failed to build a parking slot for the fuel tankers to ensure their safety. Now trucks park in a line near the entrance gate of Kabul.

"This is not a proper place because there are many residential houses around. The (Kabul) governor issued orders many times, but they were not implemented," Shakardara district governor Gawhar Khan Baburi said.

Trucks carrying goods also park near the entrance gate leading into Kabul.

226 Killed in Taliban Attacks after US Withdrawal Announcement
2021-05-01
[ToloNews] An average of 11 to 49 soldiers and civilians have been killed in Taliban
...Arabic for students...
attacks in Afghanistan on a daily basis following the announcement of the withdrawal of US troops from the country on April 14, sources told TOLOnews on Friday.

According to statistics provided by sources, 226 Afghan civilians and military personnel have been killed in Taliban attacks in 24 provinces since April 15.

Of the figure, 69 are civilians and 157 are security force members.

Under the Doha agreement, the United States will officially start withdrawing their troops from Afghanistan on May 1. The process will be completed until September 11.

"Foreign forces are now ready to withdraw from Afghanistan, therefore the Taliban need to come to the negotiating table, the government should also avoid insisting on unpractical plans," said senator Mohammad Alam Ezedyar.

"Taliban has not addressed their commitment to reducing violence, and they think they can take over some cities," said MP Khan Agha Rezaee.

Taliban recently said that the presence of US forces beyond May 1 will be considered as a violation of the Doha agreement.

The group has warned to act what its leadership will ask them after May 1.

"Violence has increased. I think if the Taliban-US relations do not change in the coming days, the grinding of the peace processor will face serious challenges ahead," said Faiz Zaland, a university lecturer in Kabul.
Another Tolo News article adds:
On Friday, the Defense Ministry said that 59 Taliban were killed in clashes with the security forces in Kandahar, Helmand, Ghor, Faryab, Farah, and Badakhshan provinces in the last 24 hours.

MoE Suggests Moving Primary School Classes to Mosques
2020-12-07
Thus the education ministry will have lower expenses for building and maintaining public school buildings, while the buildings are less likely to be destroyed by the Taliban and other jihadis. Win-win.
[ToloNews] The acting minister of education, Rangina Hamidi, has suggested a new plan in which children from the first to third grade would study in mosques, a move which would be unprecedented in the country's education system.

The ministry in a statement defended the plan, saying it is aimed at giving a central place to Islamic studies, calling it a major and crucial step.

Implementing these changes would involve a careful and step-by-step plan, the ministry has argued, saying that it will remove the stigma about Islamic studies that is associated with madrassas. It says that with this decision, Islamic studies will be brought to schools.

The acting education minister recently removed the deputy minister’s office for Islamic studies and replaced it with a directorate of Islamic studies.

The statement says that the Islamic studies directorate will have greater authority and will be responsible for Islamic education from first to 12th grade at school.

Hamidi, who was not approved by the parliament as education minister, was summoned by the Senate on Sunday where she did not mention her new plan but attempted to defend her job by pledging that she would boost Islamic studies in schools.

"This is a shame, but I have to say that there are a number of school graduates who have no knowledge about prayers or feel obliged to pray," Hamidi said, referring to what she called "weak" Islamic studies in schools.

"One of the reasons that I received less votes was that I didn’t submit to any pressure over the last five months, and I didn’t appoint any unprofessional individual," Hamidi said.

She said that there are 220,000 teachers in the Ministry of Education and that increasing their salary under current circumstances is not possible.

Some senators criticized Hamidi for her decision to remove the Islamic studies office.

"The deputy minister’s office for Islamic studies was working under the Ministry of Education and it should coordinate among madrassas and it should work to resemble government and non-government madrassas," Senate Speaker Fazl Hadi Moslemyar said.

"Despite huge assistance by the international community, the education (ministry) could not activate its publication center and could not address the lack of textbooks," said the deputy speaker of the Senate, Mohammad Alam Ezedyar.

The acting minister of education was also criticized by MPs last week when she presented her plans to the politicians.
