Three Killed In Mogadishu Bomb Explosion |

Three people were killed in a roadside blast in the Somali capital Mogadishu on Saturday, the police and government officials said. Sadiq Adan, police spokesman said the soldiers were killed following an improvised explosive device (IED) exploded on a vehicle carrying two former lawmakers and a prominent traditional elder in Kaaraan district of central Mogadishu. “Those who were killed are three bodyguards of the former lawmakers. Their driver was badly wounded while two former members of parliament were slightly injured,” Adan told Xinhua on the phone. The latest blast is part of a series of similar bombings in Mogadishu that have killed several government officials in the recent past. Kaaraan District Commissioner, Abshir Mohamed Mohamud told reporters that al-Shabab militants were behind the IED attack that targeted former Parliament members and urged people to be vigilant. “IED attack left three soldiers dead and injured three senior officials including Muhyadin Hassan Afrah who was a former Parliament member of Somalia. The enemy, al-Shabab militants, hid the bomb on the roadside,” Mohamud said. He added that the two injured former lawmakers were rushed to the hospital but independent sources said the death toll is more than those mentioned. |

Shaboobs raid army base near Baidoa, 10 soldiers dead |

At least ten Somali National Army soldiers were killed and scores wounded when Al shabaab raided an army base near the strategic town of Baidoa, the regional capital of Baay, residents said. Al-Shabaab fighters riding pick-up trucks and using rocket-propelled grenades have attacked a military outpost at Gof-Gadud village, just 30 kilometers east of Baidoa town early on Thursday morning. “Al shabaab militants attacked troops stationed at Gof-Gadud area near Baidoa city and killed SNA soldiers while many fighters from Al shabaab were also killed in the attack,” said a local resident. South west state spokesman Mohamed Mohamud Aser, confirmed to Radio Shabelle that the national army killed at least seven Al shabaab fighters in the repelled attack. “Seven assailants and a member of government forces died as the attack was repelled,” he said. |

Presidential term extension leads to mass protest in Somaliland | |||

HARGEISA, Somalia(land) -- A few hours after Somaliland’s House of Elders [Guurti] extended term in office for President Ahmed Mohamed Mohamud Siilaanyo by a year and ten months, hundreds took to the streets to demonstrate against fresh term extension on Monday, Garowe Online reports. Opposition leader Abdirahman Mohamed Abdullahi Irro announced state-wide protests against the decision to extend term for President Siilaanyo, Vice President Abdirahman Saylici, Parliament and the House of Elders by a 30-member committee within the region’s forum for traditional affairs. In the second largest city, Burao Wadani party supporters poured into the streets, Fears of violent protests are also looming in the capital Hargeisa and Erivago where police forces have arrested opposition figures. The banner-waving crowds were hurdling stones at security forces as they tried to break up anti-government marches in Togdher regional capital of Burao, witnesses told Garowe Online. Wadani opposition party leader Irro strongly opposed the term extension for ruling Kulmiye party, calling it ‘illegal’.
Buroa is among election strongholds of Parliament speaker and Wadani party leader Abdirahman Irro, a frontrunner for the top political job in a region relatively known for democratic credentials. Somaliland, located in northwestern Somalia declared its independence from the rest of the country as de facto sovereign state in 1991 but it has not been recognized internationally yet.

Among the 11 most wanted terror officials is new Al Shabaab Chief Ahmed Dirie (Abu Ubayda) on whom the government placed USD 250,000 bounty. Amounts ranging from 150,000 to 100,000 were also announced for the heads of Deputy Al Shabaab leader Mahad Warsame Qalay (Mahad Karate) and 9 others including the commander of Al Shabaab militants in Galgala Yasin Osman (Kilwe) and Garrisa university attack mastermind Mohamed Mohamud (Dulyadayn-Kunno) respectively. Meanwhile, cabinet meeting touched on the closure by Kenyan government of Somali remittance companies, and assets freeze imposed on figures suspected to be funding Al Shabaab activities. Somalia’s Minister for Foreign Affairs Abdisalam Omar Hadli is said in a press statement to have started holding talks with Kenyan officials about the new decision to cease the operations of remittance firms.

Kenya: Extremists vow more attacks; president responds | |

The Islamic militants said the attack on Garissa college was in retaliation for killings carried out by Kenyan troops fighting the rebels in Somalia. "No amount of precaution or safety measures will be able to guarantee your safety, thwart another attack or prevent another bloodbath," said al-Shabab. Following the extremists' threats, Kenyan President Uhuru Kenyatta vowed to take harsh measures against the Islamic militants. mIn a nationally televised address, Kenyatta said his administration "shall respond in the severest ways possible" to the Garissa attack, which occurred Thursday when four gunmen entered a campus and slaughtered students. The military moved in hours later and the gunmen were killed. "We will fight terrorism to the end," said Kenyatta. "I guarantee that my administration shall respond in the fiercest way possible."
Five people have been arrested on suspicion of involvement in the Garissa attack, a Kenyan official said. Kenyan security agencies arrested three people trying to cross into Somalia, said Interior Ministry spokesman Mwenda Njoka in a Twitter post. He said the three are associates of Mohamed Mohamud, also known as Dulyadin Gamadhere, a former teacher at a Kenyan Madrassa Islamic school who authorities say coordinated the Garissa attack. Kenyan authorities have put a $220,000 bounty for information leading to Gamadhere's arrest. Two other suspects were arrested at Garissa college. Authorities displayed the bodies of the alleged attackers before about 2,000 people in a large open area in central Garissa. The bodies lay on the bed of a pickup truck that drove slowly past the crowd, which broke into a run in pursuit. Soldiers monitored the crowd. There was shouting and clouds of dust rose as the vehicle left the area. Spectator Yusuf Mohamed applauded the display, saying authorities wanted to "win the hearts of the people" and clear any doubts that the attackers had been killed. Kenyan authorities initially said the attackers had been strapped with explosives that went off like bombs when they were shot, but investigators later said there were no suicide vests. Puntland condemns Somaliland leader's visit to Lasanod |

GAROWE, Somalia -- Somalia's Puntland Government has condemned a surprise visit by Somaliland's separatist administration leader to Sool regional capital of Lasanod, Garowe Online reports. On Thursday, in a press statement from the office of the President, Puntland called President Ahmed Mohamed Mohamud (Siilaanyo)'s tour an apparent provocation. "Puntland State of Somalia condemns the apparent provocation of Hargeisa administration [Somaliland] in some parts of the state," read the presidential statement. Somaliland's neighbor to the east also unveiled that it notifies Somalia Federal Government, regional countries and International community of the presence of Somaliland troops in the Sool by coercion. "Hargeisa administration [Somaliland] will unilaterally shoulder the grim consequences of the provocative measures," warned Puntland. The rebuke has come after Somaliland leader arrived in Lasanod on unofficial visit Wednesday. On March 16, 2014 President Siilaanyo paid similar visit to the coastal town of Laasqoray which is situated 108km from Bossaso. Puntland and Somaliland, both located in northern Somalia have long engaged in sporadic battles over the ownership of Sool and Sanaag regions. Federal Govt, Somaliland agree to resume dialogue |

DJIBOUTI -- Delegations representing Mogadishu-based central government and Somaliland’s separatist administration agreed to another round of dialogue at the beginning of 2015 on Sunday, Garowe Online reports. According to a 6-point agreement jointly signed by Federal Government of Somalia’s President Hassan Sheikh Mohamud and Somaliland leader Ahmed Mohamed Mohamud (Siilaanyo), the two parties agreed on the resumption of Turkey-brokered bilateral talks on February 26, 27 2015, On the implementation of previous deals, talks agreed refraining from comments inconsistent with the bilateral talks, everything that could affect the confidence of the negotiating committees and at the same time stressed the need for honor for co-management of national airspace. Djibouti that hosted the direct talks between Mogadishu-based central government and breakaway Somaliland will participate in the future talks if needed, the third point of the agreement stated. Meanwhile, the chairman of Somaliland’s Justice and Welfare party Faisal Ali Warabe blamed Ruling Kulmiye Party for sidelining opposition parties in issues pertaining to the nation. “Somalia-Somaliland dialogue is national issue, bilateral talks had since been inclusive and I was among those who participated in the previous rounds,” said Warabe, adding that they have a right to learn of the agendas in advance of the meeting. |

Federal Govt, Somaliland Presidents meet in Djibouti | |

DJIBOUTI -- Federal Government of Somalia's President Hassan Sheikh Mohamud and the leader of Somaliland's separatist administration Ahmed Mohamed Mohamud (Siilaanyo) met in Djibouti on Saturday, Garowe Online reports.
Mohamud and Siilaanyo are said to have discussed Turkey-brokered bilateral talks, national airspace control and the implementation of agreements signed in the Turkish city of Istanbul. In November, Somaliland declared that it would reconsider its position on talks with Mogadishu. Somaliland accused Mogadishu-based central government of failing to honor the points in series of deals that were brokered by Turkey last year. Two days ago, International Civil Aviation Organization (ICAO) handed over airspace management to Somalia Federal Government, a move criticized by Somaliland. New deal suspends motion against Somaliland Parliament Speaker | ||

HARGEISA, Somalia -- A new deal brokered by Somaliland House of Elders between ruling Kulmiye party MPs and opposition lawmakers led to the suspension of no confidence vote in parliament speaker and opposition leader on Saturday, Garowe Online reports.
"The no confidence motion against parliament speaker, and spearheaded by the first Deputy Speaker has been suspended and can not be re-tabled until the term expires," House of Elders Chairman said in a press statement, adding that the speaker is expected to play a neutral role in parliamentary matters. Adan urged registered political parties to refrain from campaigns prior to the date for which the general elections are slated. The political stand-off in Somaliland parliament came after nearly 53 MPs representing ruling Kulmiye Party lodged no confidence vote in speaker of the parliament.
