Iraqi parliament to convene on Saturday to elect new gov't

BAGHDAD - The Iraqi National Assembly is due to reconvene on Saturday to elect the country’s new government. The post of prime minister is most likely to be determined by the assembly’s largest bloc, the United Iraqi Alliance, which holds 128 out of 275 parliamentary seats.

The alliance is due to hold a meeting on Friday in which it is to announce its candidate for the post. The candidate is then due to choose the members of the next ruling government.

Political speculations on the part of parliamentary sources point to the likelihood of out-going Prime Minister Ibrahim al-Jaafari, of the United Iraqi Alliance, being replaced by the second-in-command of his Islamic Daawa Party, Jawad al-Malki.

President Jalal Talbani is said to have a strong chance of holding on to his post for another four-year term. For the post of parliamentary president, Adnan al-Deleimi of the Iraqi Accord Front is being put forward as the replacement for out- going Adnan al-Pachachi.

Talks to Form New Iraqi Government postponed

Talks to form a new Iraqi government have been postponed until after the Adha holiday “because a number of politicians taking part in the talks are currently performing Hajj [pilgrimage]”, according to Fuad Masum, a leading member of Iraqi President Jalal Talbani’s Patriotic Union of Kurdistan, who participated in the ongoing discussions between the Kurdish Alliance List and other Iraqi political parties. Talbani had received Iyad Allawi, former Iraqi premier, on Friday, at his office in Baghdad . A source close to the president told Asharq al Awsat the “meeting was part of the exerted effort by the president as the sponsor of the political process to reach a national unity government, in which all Iraqi groups from across the political spectrum will participate, and to resolve problems by national consensus.”
National unity governments don't have a real good record of being effective. I think they're trying to please everybody, and they're going to end up pleasing nobody. The Shiites are going to feel cheated, and the Sunnis are going to feel like they shot their way into power, which means they'll do the same thing every time they can't have their way in the future.
For his part, the head of the National Iraqi List underlined the president’s proposals as “the right solution for political stability in the country” and pointed out the talks focused on general principles and not details concerning the formation of a new government. Masum hinted, in a statement to Asharq al Awsat, from his offices in Sulaymaniyah, in Iraqi Kurdistan, that the “Kurdish leadership is exerting its efforts to include Allawi’s list in the next government” and expressed his opinion that the former premier “might refuse to participate in person but members of his list” could take part.
Allawi's not going to satisfy the Muslim Scholars, though. Way too secular for them...
The meetings held in Iraqi Kurdistan, whether in al Sulaymaniyah or in Irbil, “were not official but bilateral talks to share the views of two of the largest blocs in the next Iraqi parliament, the Kurdish bloc and the Iraqi Coalition,” Masum told Asharq al Awsat, adding that, “Our brothers in the Iraqi political blocs did not come to Kurdistan on official visits but were welcomed by the Kurdish leadership.”
Did they ride the horses they came to trade?
“It is well known that relations between the Kurdish leadership, represented by President Talbani and Masud Barzani, the president of Kurdistan region and head of the Kurdistan Democratic Party, are strong, deep-rooted and historic. We have no sensitivity towards anyone. The Kurdish bloc will be influential in the next parliament, since it won 60 seats. Its will therefore have a say in the discussion to form the next government,” he said. The Kurdish leader went on to say the “Coalition will nominate the next prime minister because it is the biggest bloc in parliament. We do have no objections to their nominations which will be discussed during official talks with all parties. The strongest candidates for this post are the outgoing Prime Minister Ibrahim al Jaafari followed by Vice President Adil Abdul Mahdi.” Masum also indicated that the Kurdish bloc intended to seek control of one of the two chief posts- the president and prime minister- should the Coalition not agree one a single candidate for the post of premier. It would also seek to control the foreign minister portfolio and other ministries.

Talbani Orders Release of Saddam's half brother for Treatment

Iraqi President Jalal Talbani ordered the release of Saddam Hussein’s half brother, Barzan al Tikriti from prison to receive treatment for his cancer. The request came in response to a letter published exclusively by Asharq al Awsat in which Tkriti appealed to world leaders to free him.

In a statement broadcast in Baghdad , Talbani said,” The Iraqi President Jalal Talbani, after examining the plea by Iraqi citizen Mr. Barzan al Tkriti, expresses his sympathy to his request, in the name of human rights which call for everyone to receive medical treatment when needed and the historic relations that bind our families together and in respect of the personal friendship between us that existed in the past. The President urges the Prime Minister [Ibrahim al Jaafari] to use all his powers to release Bazan al Tikriti from prison and allow him hospital treatment for his cancer.”
I certainly hope it's terminal.

Ansar Al-Islam: We Will Continue Our Jihad Against The Infidels

The official website of Ansar Al-Islam released an audio message from Helkoard Ahmed, a prominent member in the headquarter of Ansar Al-Islam. The message that was released in Kurdish illustrated the situation of the group after it had evacuated its locations and moved to the mountains. The message shed lights on some key points:
1. The Ansar Al-Islam Mujahedeen who gained the honor of martyrdom in the recent battles are estimated to be 70 whereas the Americans and the Jalal Talabani militia incurred greater losses that can be twice as much as the Mujahedeen's or even more .

2. The Mujahedeen evacuated their locations because of the brutal American bombing beside the weakening of their defense lines as a result of the Jamaat Islami departure from their areas for the benefit of the Jalal Talbani militia.

3. The claims of Colin Powell about the chemical weapons factories in the area have proven to be false. The Americans have stopped talking about this issue even though it was a pretext for launching their aggression.

4. The Mujahedeen confirm that they will continue on the road of Jihad, and the losses they incurred are normal in such battles with well prepared enemies. The headquarter of Ansar Al-Islam decided to change its fighting strategy to cope with the current stage, and it will adopt Guerrilla war in their fighting after they evacuated all their locations.

5. Helkoard Ahmed asked all Muslims and Mujahideen to be patient and not to lose hope despite the plights the whole Islamic Ummah encounters. He called for remembering the battle of Uhud during the Prophet Muhamed's (peace be upon him) era when the infidels won the fight. He described this situation as an unsuccessful round that will be followed by victories and domination.

A Saudi source has confirmed the arrival of the Iraqi Kurdish leader Jalal Talbani in the Kingdom. According to some reports, Talbani arrived in Saudi Arabia at the head of the Patriotic Union of Kurdistan (PUK) delegation. PUK is one of the two main Kurdish factions sharing control of northern Iraq, which Iraq lost control of during the 1991 Gulf war. The PUK shares control of the Iraqi Kurdistan with the Kurdistan Democratic Party (KDP) of Massoud Barzani. The PUK Foreign Affairs Chief Sadi Ahmad Pire was quoted as telling the press that Talbani, who is on his fourth visit to the Kingdom since the Gulf War, would stay in Saudi Arabia for several days and would hold talks with Saudi officials on issues related to the situation in Iraq. He could not immediately provide the names of the Saudi officials with whom Talbani would meet, but stressed the visit was part of the PUK's consultations with Iraq's neighbours. Talbani has already visited Syria, Turkey and Iran since March this year. Talabani will also visit some other countries in the region, possibly Kuwait and Jordan.
It looks like Talabani and probably Barzani are going to be pretty major actors in this impending drama. I guess it could be just coincidence that he's visited Syria, Turkey and Iran since March, and has plans to do Kuwait and Jordan when he leave Arabia — but the itinerary makes a pretty big argument that he's gathering promises.
