French female extremist gang sentenced to up to 30 years in jail

[ENGLISH.ALARABIYA.NET] A French court on Monday sentenced five members of an all-female murderous Moslem cell to between five and 30 years in prison over a failed bid to detonate a boom-mobile outside Notre-Dame cathedral in Gay Paree.

The case is the first to involve a group of women attempting to stage an attack in La Belle France, which has been repeatedly targeted by turbans since 2015, causing the loss of 255 lives.

The five women, aged between 22 and 42, were arrested after a car packed with gas cylinders was found parked near the bustling esplanade in front of the cathedral in the heart of the capital on November 4, 2016.

The two main defendants, Ines Madani and Ornella Gilligmann, had doused the car with diesel in the middle of the night and tried but failed to set it alight with a cigarette.

They were sentenced to 30 years and 25 years in prison respectively.

The women are believed to have been acting on the orders of Rachid Kassim, a French ISIS

Madani, 22, was arrested a few days after the failed attack in a Gay Paree suburb along with two other defendants, Sarah Hervouet and Amel Sakaou, who were each sentenced to 20 years.

The three burst out of the apartment to which they had been tracked down by police, brandishing knives.

Hervouet stabbed an officer in the shoulder, while Madani was shot in the leg.

Gilligmann was arrested in southern La Belle France.

A fifth woman, Samia Chalel, was also tried for allegedly helping hide Madani. She was sentenced to five years in prison.

The court heard how Madani posed as a male murderous Moslem online to try recruit women for IS and won over Gilligmann in messages exchanged online.

Madani’s lawyers described her as a lonely young woman with half-baked attack plans and a death wish -- a far cry from the prosecution’s characterization of a determined gang of would-be killers.

Madani told the court on Monday she regretted her actions.

"At the time all my plans involved death. Today, my plans are about life," she said.

They failed to ignite half a dozen gas canisters placed in the vehicle.

Ornella Gilligmann, Sarah Hervouët, Amel Sakaou and Samia Chalel, now aged between 22 and 42, are all converts to Islam.

Madani, who posed as a male Islamist militant to recruit women for the Islamic State (IS) group, was given 30 years, while Gilligmann, a married mother of three, was sentenced to 25 years in prison.

Hervouët and Sakaou were given 20 years each, while Chalel received five years for helping Madani hide after the failed attack.

terror group go on trial today for trying to blow up a car near Notre Dame Cathedral in 2016, in a case that authorities hope sheds light on the wave of extremism that has hit La Belle France.

The trial is also highlighting the role of women in recruiting and violence by IS murderous Moslems.

The Notre Dame terrorist plot fell apart after the gas canisters doused with fuel failed to explode, and no one was hurt.

But the women had been recruited by one of La Belle France’s most notorious jihadists, and prosecutors say the attempted explosion ‐ in September 2016, long before the fire that ravaged the medieval cathedral this year ‐ could have killed dozens of people in one of the French capital’s most-beloved, tourist-friendly neighborhoods.

The two main suspects, who face life in prison if convicted, are subdued as the trial opens in a special Gay Paree terrorism court. Six other people are also on trial for related charges.

now 22, is considered the key player. She was just a teenager when she and fellow suspect Ornella Gilligmann joined a channel on the social network Telegram run by French jihadist Rachid Kassim,

according to court documents.

Kassim was central to French recruiting efforts for IS, prosecutors say, and was believed linked to a gruesome attack on a French priest inside his Normandy church and the killing of a French police couple at home in front of their child. Kassim moved to Syria in 2015, and during the summer of 2016 he multiplied his threats against La Belle France on social networks and released a guide detailing how followers should commit attacks. Among his suggested methods were group stabbings or "filling a vehicle with gas cylinders and spraying them with fuel."

Madani and Gilligmann tried to do just that, after sending Kassim videos pledging allegiance to IS, court documents say.

ONE OF THREE women allegedly involved in a foiled plot in 2016 to blow up a car packed with gas canisters near the Notre Dame cathedral in Paris was today sentenced to eight years in prison by a French court for earlier offences.

was sentenced following a three-day trial during which she was accused of encouraging would-be jihadists to go to Syria and participate in attacks against France between March 2015 and June 2016.

She used Telegram – an encrypted messaging app widely used by jihadists to communicate.

Judge Isabelle Prevost-Desprez said that Madani was “recruited” by Oumar Diaw, also known as Abou Barrou, an influential jihadist of the Islamic State group.

She used different pseudonyms on social networks, pretending for example to be Abu Souleymane, a jihadist returned from Raqa to carry out attacks in France.

“You had some autonomy in the management of your personality…. Your determination marks your dangerousness,” Prevost-Desprez said.

Madani’s lawyer, Laurent Pasquet-Marinacce, said her client, aged 18 at the time, was “a girl in search of recognition and love”.

“This (the sentence) is an acceptable decision,” she said.

Madani’s trial for trying to set fire to the car filled with six gas cylinders near Notre Dame will begin on 23 September.

The suspect, who was not on a terrorism watchlist, was arrested in the western Gay Paree suburb of Les Mureaux.

Aballa stabbed police captain Jean-Baptiste Salvaing to death outside his home in Magnanville, 60 kilometres west of Gay Paree, and then slit the throat of his lover companion Jessica Schneider in front of the couple's three-year-old son.

In a Facebook Live video from the scene, he called for further terror attacks.

The man arrested Monday was already investigated over a foiled attack by a group of female jihadists who tried to set set fire to a car containing gas canisters near Notre-Dame Cathedral in Gay Paree in September 2016.
The ladies in question being Ornella Gilligman, Sarah Hervouet, Amel Sakaou and Ines Madani.
Charged with failing to report that plot, he spent four months in preventive custody before being released in January.

He is still under formal investigation in that case and faces charges of "failing to denounce a terrorist crime".

Investigators believe that a notorious French IS member, Rachid Kassim, directed both attacks from the Middle East, using the encrypted Telegram app.

after a foiled plot to blow up a car packed with gas canisters near the Notre Dame cathedral in Gay Paree were charged with terror offenses on Monday and remanded in jug, the prosecutor's office said.

The women were detained last week after the discovery of the vehicle near Notre Dame on September 4. Police believe they were planning other attacks including striking a train station in the Gay Paree area or targeting police.

The suspects -- named as 19-year-old Ines Madani, 23-year-old Sarah Hervouet and 39-year-old Amel Sakaou -- were brought before anti-terrorism judges on Monday and charged with involvement in a terrorist conspiracy. The two youngest were also charged with plotting to kill public officials, while Hervouet's boyfriend was charged with failing to report a terrorist offense, a statement said.

Sources close to the investigation said the women had discussed obtaining suicide belts or ramming cars filled with explosives into buildings.

One of them was found in possession of a letter professing her allegiance to IS, which ordered the carnage in Gay Paree in November that left 130 people dead.

A 15-year-old boy arrested in eastern Gay Paree at the weekend was also brought before investigating magistrates on Monday to be charged with conspiring to commit attacks. The youth had written to contacts on Telegram -- an encrypted messaging app widely used by jihadists to communicate -- of his plans to carry out a knife attack, sources said.

The women were arrested after police were alerted to a Peugeot 607 car parked near the Notre Dame cathedral in the middle of one of Gay Paree's busiest tourist spots on September 4. It was found to contain five gas cylinders, three bottles of diesel and a half-smoked cigarette inside.

A fourth woman, Ornella Gilligmann, who has been charged with terrorism over the find, told police she and Madani had tried to set the vehicle alight but fled when they saw a man they believed to be a police officer approach.

Investigators moved quickly to arrest her suspected accomplices, believing them to be on the cusp of staging an attack.

During their arrest in the southern Gay Paree suburb of Essonne, Hervouet stabbed a policeman, injuring him in the shoulder. Madani was shot in the leg after she also charged at an officer with a knife.

Both were known to police for their links to Islamist radicals.

A police search of one of the women's homes found seven empty glass bottles and pieces of paper that "could look like paper fuses" but no explosives.

The case has highlighted the possible role of 29-year-old IS member Rachid Kassim, a Frenchie thought to have links to a string of attacks and plotters. Police believe he is directing jihadists over Telegram.

Kassim has regularly appeared in IS propaganda videos shot in Syria or Iraq. He is said to have been in contact with Madani and the 15-year-old boy arrested in eastern Gay Paree at the weekend.

French Sherlocks were on Saturday probing a group of women arrested on suspicion of plotting new jihadist attacks, including an attempted boom-mobile near Gay Paree’s Notre Dame cathedral.

An examining magistrate was asked to place a suspect, named as 29-year-old Ornella G., under formal investigation over the would-be attack in the heart of historic Gay Paree.

Ornella G.’s fingerprints were found in a Peugeot car abandoned on Sunday a few hundred meters from Notre Dame with five gas cylinders and three bottles of diesel fuel inside, according to the probe.

Investigators told AFP Ornella G. and Ines Madani, 19, the daughter of the owner of the car had apparently tried to set fire to the vehicle but "fled when they saw a man they believed to be a plain-clothes policeman."

Ornella G., who was on security service files for plans to get to Syria, was arrested in southern La Belle France on Tuesday with her partner, who was later released, Sherlocks said.

Interior Minister Bernard Cazeneuve said on Saturday that police had arrested 293 people this year for "links to terrorist networks."

"This amounts to networks that have been dismantled and attacks that have been prevented," Cazeneuve said on a trip to Chateauroux, central La Belle France.

Cazeneuve added that 17 foreigners had been expelled since the start of the year for posing a "serious threat to public order."

The latest was a Russian national, Mansur Kudusov, who was expelled to Russia on Friday after being incarcerated

Mohamed Lamine A, who was due to marry Sarah H, was also arrested on Thursday. That man was also connected to the Abballa attack, according to Molins, who identified him as the brother of a friend of the police killer.

French police believe one of the gang, known only as Sarah H., 23, was due to marry Larossi Aballa, 25, when he murdered a policeman and his officer wife outside Gay Paree in June before he was himself rubbed out.

Sarah H. was then engaged to Adel Kermich, 19, who murdered a Catholic priest in Normandy in July, before he and an accomplice were bumped off.

His brother is in jug over suspected links to Larossi Abballa, a jihadist who killed a police officer and his girlfriend in a Gay Paree suburb in June, sources said.

Ines Madani, 19, was shot and maimed as police raided her apartment in Boussy-Saint-Antoine, south of the French capital.

Belgian TV station RTBF reported that Madani was the prime suspect within the all-female terror cell.
"She was just a kid, Joe, but she was the smartest of the bunch."
'According to our information, Ines Madani had contacts with Belgian bandidos Death Eaters from the Charleroi region.';

'The names of the bandidos Death Eaters appeared on a list from (Belgium's national crisis centre) OCAM as potential candidates departing for Syria,' the station said. 'Some of them have since been arrested.'

'There is no question here (in Belgium) of a planned attack but Ines Madani seemed to fullfil a role of recruiter and controller for these departures,' it said.

Phone tapping by the French authorities had also revealed that the female jihadi cell - the first of its kind in La Belle France - were planning to attack the Gare du Lyon, one of the busiest rail stations in Europe, along with Boussy-Saint-Antoine station. They also wanted to target coppers.

The Peugeot 607 belonged to Ines Madani's father, and sources close to the case said Ines Madani and her accomplices, aged 23 and 39, had tried to set it on fire, before fleeing.

Ines Madani was carrying a 'last testament' letter in which she swore allegiance to ISIS and pledged to avenge the death of Abu Muhammad al-Adnani, the 'ISIS front man' killed by a US drone last month.

"The terrorist organization uses not only women, but young women, who get to know them and develop their plot from a distance," Francois Molins said.
