Increasing Security Threats; Taliban Places Restrictions on Ashura Ceremony in Northern Afghanistan

has prevented Ashura ceremony preparations at the shrine of Hazrat Ali, aka Rawza-e-Sharif, and denied permission to hold the Ashura event there for security reasons.

Officials from the Taliban in Mazar-e-Sharif have instructed those attending Ashura events to do so exclusively in mosques, citing security concerns as their justification.

Every year in Rawza-e-Sharif before the Taliban’s control, the Ashura ceremony was observed.

The Taliban have also acknowledged that they have removed the Ashura holiday from the calendar, as earlier reports in some domestic media and Iranian media contended that the Taliban removed Ashura as a national holiday.

Two explosions occurred among the mourners of this month in Kabul on the 7th and 8th days of Muharram. The number of casualties has been reported with conflicting numbers.

While witnesses to the incident and local sources claim that more than 100 people were killed and nearly 150 others were maimed in both blasts, Khalid Zadran stated that there were 8 fatalities and 20 injuries in the first explosion and 2 fatalities and 7 injuries in the second explosion.

Ashura is observed by all Moslems on the tenth day of Muharram, the first month of the Islamic calendar.

As it commemorates the anniversary of the Battle of Karbala, which took place in present-day Iraq in the seventh century and resulted in Hussein’s death, it is a time of mourning that is particularly significant for Shia Moslems.

"These individuals were links between the Al Qaeda network and the Taliban terrorist group and were responsible for equipping and financing the Taliban terrorist group," the statement said.

The NDS said that the two commanders were providing advice to the Taliban for their spring offensive.

According to the NDS, the two were also responsible for financing and providing weapons and military training to the Taliban in Ghazni and Zabul provinces.

NDS’ 02 unit in a released statement on Thursday said that Hazrat Ali also famous as Abu Saeed, Azam known as Shahin Nangarhari, Hamza Khurasani, and two others suspected of collaborating with ISIS have been detained.

The CTD officials would also grill the Death Eaters of Hizbul Ahrar arrested in the Attock case in connection with the Data Darbar blast.

Sources said the Punjab government was also discussing a proposal to form a joint investigation team.

A statement by Silab Corps said the sixth phase of Qahr Silab-2 operations kicked off on Friday night and are being conducted with the help of the artillery and close air support.

The statement further added that 51 Talibs including three of their key leaders were killed and at least six others sustained critical injuries.

The military commander also ratified a variety of punishments ‐ including life imprisonment ‐ to five other terrorists.

The ISPR said the convicts were involved in several terrorism incidents, including an attack on a five-star hotel in Beautiful Downtown Peshawar

The ISPR shared the identities of the 10 turbans who will be sent to the gallows. Their details are as follows:

Muhammad Ishaq s/o Muhammad Ibrahim and Muhammad Asim s/o Abdul Rehman
The convicts were involved in the killing of Sabri as well as attacks on security forces, resulting in deaths of 17 officials. The duo was also found in possession of firearms and explosives.

Muhammad Arish Khan s/o Muhammad Aslam
The convict was involved in the attack on Pearl Continental Hotel, Peshawar, resulting in the death of four civilians.

Muhammad Rafique s/o Hameed Khan
The convict was involved in attacking law enforcement agencies, resulting in deaths of Lt Col Muhammad Yousaf, Assistant District Officer (Frontier Constabulary) Karim Khan, Naib Subedar Fazal Wahid, Naib Subedar Muhammad Fayaz along with 16 other soldiers; three others were also injured. He was also involved in the abduction for ransom of a civilian Muhammad Ali.

Habib Ur Rehman s/o Khoba Gul
The convict was involved in attacking law enforcement agencies, resulting in the death of Lt Col Anwar Abbas along with three other soldiers; 15 were also injured. He was also involved in collecting funds for terrorists' activities.

Muhammad Fayyaz s/o Gul Faraz
The convict was involved in attacks on armed forces and law enforcement agencies, resulting in deaths of Naib Subedar Fateh Muhammad, Havildar Pervez Iqbal, Havildar Basharat Ali, Police Constable Saleem Khan and four other soldiers.

Ismail Shah s/o Nek Badshah
The convict was involved in the killing of Naib Subedar Nasim Khan and an attack on armed forces.

Fazal Muhammad s/o Abdul Mateen
The convict was involved in attacks on armed forces, resulting in deaths of Naib Subedar Fateh Muhammad, Havildar Pervez Iqbal, Havildar Basharat Ali and five other soldiers.

Hazrat Ali s/o Muhammad Ali
The convict was involved in attacks on law enforcement agencies, leading to the death of Havildar Wahab Ali and three other soldiers.

Habib Ullah s/o Anwar Baig
The convict was involved in attacks on law enforcement agencies, resulting in the death of a police constable and injuries to another official. He was also involved in the destruction of three CD Shops in Akora Khattak.

Military courts
Pakistain had legalised military court trials of terror suspects for a period of two years in January 2015, soon after turbans killed 144 people, mostly children, at an Army Public School (APS) in Peshawar.

Military courts had been disbanded owing to a sunset clause on January 7 but resumed operations after Pakistain Army Act 2017 and the 28th Constitutional Amendment Bill came into force late March.

CJP issues 3-day deadline for Sindh police to arrest Rao Anwar

[DAWN] Chief Justice of Pakistain (CJP) Mian Saqib Nisar on Saturday gave a three-day deadline to the Sindh police to arrest former Malir senior superintendent of police (SSP) Rao Anwar.

Naqeebullah, a 27-year-old hailing from South Wazoo, was among four men killed in an 'encounter' with a police team headed by Anwar in the Usman Khaskheli Goth on the outskirts of the metropolis.

Khowaja claimed that the police had "tried their best" to arrest Anwar but had so far been unable to do so.

Naqeebullah's father, who had also appeared in court, expressed his lack of trust in Sindh police and asked the court to form a judicial commission to investigate his son's extra-judicial killing.

the CJP assured him that the court trusted the Sindh police and urged him to allow the joint investigation team and the police to continue with their investigation.

"A judicial commission cannot conduct a criminal investigation," Justice Nisar explained to Naqeebullah's father.

Justice Nisar asked Khowaja if he was under any political pressure, to which the IGP replied in the negative. The CJP told him to work "freely" and vowed that the court will not let "honest officers fail".

Report's findings
The three-member police committee, investigating the encounter under AIG Sanaullah Abbasi, submitted its report in the court today saying that the incident "appears to be a coordinated fake encounter".

The report said that Naqeebullah Mehsud was picked up from a tea hotel on Abul Hassan Isfahani Road along with two friends, Hazrat Ali and Qasim. The three friends were kept in illegal confinement and subjected to torture, and while Ali and Qasim were later released, Naqeebullah was killed in a staged encounter.

The report said that no evidence of Naqeebullah being a terrorist or a criminal was found and the report presented by Rao Anwar on the dear departed's activities was actually of a different person who goes by the same name.

It note that though the former SSP Malir claimed to have conducted the tainted Naqeebullah 'encounter' on intelligence reports, no evidence was available to corroborate this claim.

The report also said that while Rao claimed he was not present when the encounter happened, call records show he was at the site of the encounter when it happened.

It confirmed that the former SSP Malir tried to escape abroad and did not cooperate with the committee, which amounts to misconduct and obstructing the process of justice.

The report revealed that 444 people were killed in encounters conducted under Rao Anwar, who was appointed in Malir four years ago.

Three more terrorists executed

Pakistain (TTP), who had earlier been tried by military courts, were executed on Thursday.

The three were involved in committing heinous offences, including killing of innocent civilians and attacking security personnel, the Inter-Services Public Relations said.

Several coppers and soldiers also bit the dust and a number of security personnel suffered injuries in separate attacks carried out by these men.

Those executed -- Hassan Dar, Umar Zada and Hazrat Ali -- had admitted to their involvement in these crimes before the magistrates.

It was not clear in which prisons were these convicts hanged. The punishment comes on the heels of four executions that took place on Wednesday.

Operations led by Ata Mohammad Noor launched in Balkh ahead of Nowruz celebrations

[Khaama (Afghanistan)] The Afghan National Security Forces (ANSF) launched clearance operations in northern Balkh province of Afghanistan to suppress the activities of the anti-government armed Death Eaters ahead of Nowruz celebrations.

The provincial government media office said the counter-terrorism operations are led by the acting provincial governor Ata Mohammad Noor.

The operations were launched late on Sunday afternoon in a number of districts of Balkh province, the provincial government media office said, adding that numerous Death Eaters were killed or injured during the operations.

Army chief signs death warrants of four 'hardcore terrorists'

on Tuesday signed the death warrants of four "hardcore terrorists" nearly one week after four men were hanged through a military court order for involvement in the Beautiful Downtown Peshawar

An ISPR statement issued Tuesday evening said the men were convicted for "slaughtering, suicide kaboom, abduction for ransom and funding Lions of Islam organizations".

The ISPR statement said four men, namely Noor Saeed alias Hafiz Sahib, Murad Khan, Inayatullah, Khakay Khan and Israruddin alias Abu Lais will be hanged, but did not provide further details on the cases against them.

Last week, the warrants of Maulvi Abdus Salam, Hazrat Ali, Mujeebur Rehman and Sabeel alias Yahya were signed by the army chief, and they were hanged days later in a Kohat jail. The men were convicted by a military court and hanged just days ahead of the first anniversary of the APS attack on December 16.
