Bangla: Carnage plotted at least 2 months back

Citing telephone records of some suspects, investigators said the February 25 massacre at BDR Pilkhana headquarters was planned at least two months back.

Those involved in the investigation said so far they have collected the suspects' phone records for the last two months. "Most likely the networking between them had begun much before that time. Further investigation will shed light on that," said a high official of a law-enforcement agency, requesting anonymity.

The information obtained in interrogations of the arrested mutineers bears out the 'finding', he added.

So far, the investigators have gathered that at least 100 people were involved in the vicious killings of scores of army officials deputed to BDR. "However, this number [of mutineers] could shoot up to 1,000 in the end."

Another investigator who too would not speak on record said the maximum participation was from Rifles Security Unit, intelligence wing of BDR, a certain battalion and Regimental Police (RP) of the paramilitary force. He said the suspects being grilled have disclosed that plotters who include outsiders had been motivating the border guards against the army officers deputed to BDR. Particularly, the ones who joined the service around two to three years ago had been more involved.

"Some of the mutineers were told that only a few officers would be killed while others were told that none would be killed. The officers would be taken hostage only to be released after the demands are met," the investigator continued.

But as the revolt began, things went way beyond their control and an orgy of killings took place.

Investigators believe almost all border guards inside the Pilkhana compound knew that something was going to happen. They said they would not face any major difficulty detecting the border troops now that they have access to the database containing details of the 67,000-force. "Initially, there was no reliable source of information as the mutineers have burnt or destroyed most of the documents inside the headquarters," said an investigator.

A member of the Criminal Investigation Department (CID) tasked with investigation of the bloodbath said they are sure the runaway mutineers have taken with them small firearms and grenades.

The efforts are on to know the number of missing grenades and firearms.

Asked about reports that some mutineers have managed to flee the country by air and through Comilla border, the investigators said they too have such information, but could not yet confirm if it is correct.

The law enforcement agencies and security forces will bring back the suspected rebels to the capital immediately after their capture in the 'Operation Rebel Hunt'. They have a helicopter all ready and waiting to fly the rebels back in the city.

Sources in the Rapid Action Battalion (Rab) said over 200 suspected mutineers have already been held in custody.

Besides, they said, they have also identified the 14 border guards who participated in the negotiations with the government. Of them, five are deputy assistant director (DAD), two havilders, two nayeks, one lance nayek and four soldiers. The sources, however, declined to divulge the names.

Intelligence agencies and committees formed to probe the carnage are working in coordination to help CID come up with a strong chargesheet after investigation.

Meanwhile, a Dhaka court yesterday granted a petition for permission to defuse 17 grenades seized from BDR headquarters. Chief Metropolitan Magistrate AKM Enamul Haque passed the order following a prayer submitted by CID ASP Abdul Kahar Akand, also investigation officer (IO) of the mutiny case.

In another development, 22 BDR jawans held in Tangail were shown arrested yesterday in the case filed with Lalbagh Police Station in connection with the mass killings at Pilkhana. Metropolitan Magistrate Abdur Rahim granted the prayer for the jawans to be shown arrested in the case.

The IO said the BDR troops have been arrested at different parts of Tangail district for alleged links to the bloody mutiny. The court also ordered that they all be shifted to Dhaka Central jail.

Arrest warrant issued against 8 Huji fugitives

A Dhaka court yesterday issued arrest warrants against eight absconding Harkatul Jihad (Huji) members including Maulana Tajuddin, brother of detained former BNP lawmaker Abdus Salam Pintu, in the August 21 grenade attack case.

Metropolitan Sessions Court Judge Mohammad Azizuz Haque accepted the charge sheet of the case and took the charges into cognisance for trial after examining all relevant documents.

The court directed the authorities concerned to send copies of the arrest warrants to the addresses of the absconding accused. It also fixed July 24 for returning the arrest warrants to the court.

Assistant superintendent of police of Criminal Investigation Department (CID) Fazlul Kabir, also the investigation officer (IO) of the case, was present at the court.

The court on June 18 found flaws in the investigation of the case and asked the investigation officer (IO) to appear before the court yesterday and give explanation.

The court also asked the IO to explain why he prayed for discharging four accused --Omar Faruk, Ferdous, Shuvo and Babu -- although the charges brought against them were found to be true.

IO Fazlul Kabir told the court that he found involvement of the four with the grenade attacks on an Awami League rally, but he could not verify their real names and addresses.

He said if he finds out their real names and addresses, he will submit a supplementary charge sheet against them. So, he prayed for dropping the charges against the four, the IO added.

Earlier on June 11, Chief Metropolitan Magistrate AKM Enamul Haque accepted the charge sheet of the case against the 22 accused, including detained former deputy minister Abdus Salam Pintu, in the second case filed in connection with the August 21 grenade attack on AL rally.

The seven other absconding accused are Pintu's another brother Maulana Liton, Anisul Mursalin and his brother Mahibul Muttakin, Iqbal, Maulana Abu Bakar alias Selim Howlader, Jahangir Alam Badar and Khalilur Rahman.

The IO on June 11 submitted the charge sheets of the cases against the accused to the Chief Metropolitan Magistrate's Court showing 408 people as prosecution witnesses.

The accused who are behind bars now are Mufti Hannan, his brother Mohibullah alias Mafizur Rahman alias Ovi, Sharif Shahidul Islam alias Bipul, Maulana Abu Sayeed alias Dr Abu Zafar, Abul Kalam Azad alias Bulbul, Jahangir Alam, Maulana Abu Taher, Shahadatullah Jewel, Hossain Ahmed Tamim, Abdus Salam Pintu, Mufti Moinuddin Sheikh alias Abu Zandal alias Masum Billah, Arif Hasan Sumon, Rafiqul Islam Sabuj and Mohammad Ujjal alias Ratan.

Eight of the arrestees -- Hannan, Bipul, Ovi, Abu Sayeed, Bulbul, Arif Hossain, Jahangir and Sabuj -- gave statements under section 164 of the Criminal Procedure Code admitting to their involvement with the incident.

Police filed two cases with the Motijheel Police Station a day after 23 people were killed in a grenade attack on the Awami League rally on August 21, 2004. One case was filed on charges of murder while the other was filed under the Explosive Substances Act.

Badar Aziz Uddin of Cox's Bazar filed another case with the Dhaka Chief Metropolitan Magistrate's Court on June 5 last year against former premier Khaleda Zia, her son Tarique Rahman, Jamaat Ameer Motiur Rahman Nizami and 25 others on charges of murder. However, IO Fazlul Kabir did not find their involvement with the incident.

The IO of the cases filed by the police submitted the charge sheets, accusing 22 people in each of the two cases.

Ex-BNP MP Salam, Huji leader Hannan charged

Charges were finally pressed yesterday in the sensational August 21 grenade attack case against 22 persons including top Harkat-ul-Jihad (Huji) leader Mufti Abdul Hannan and BNP leader and former deputy minister Abdus Salam Pintu.

Investigators of the Criminal Investigation Department (CID) have found now that the only target of the attack was to assassinate Hasina. The arrested Huji leaders confessed to trying to kill her because she is "harmful" for Islam.
The development came after years of drama during the rule of coalition government led by BNP and Jamaat-e-Islami over investigation into the grisly attacks on an Awami League (AL) rally on Bangabandhu Avenue in 2004. The top brass of the then government had even said that the attack was not meant to kill AL chief Sheikh Hasina.

Investigators of the Criminal Investigation Department (CID) have, however, found now that the only target of the attack was to assassinate Hasina as the arrested Huji leaders confessed to trying to kill her because she is "harmful" for Islam.

Although Hasina escaped with injuries, the attack left 24 AL leaders, including Ivy Rahman, and workers killed and 300 others injured, many of them maimed forever. An investigation was conducted under the direct supervision of Lutfozzaman Babar, state minister for home at that time, and 20 persons including a student, Shaibal Saha Partha, and AL leader and ward commissioner Mokhlesur Rahman were arrested. Interestingly, none of these arrestees who had to undergo a lot of harassment and tortures were found guilty in the latest investigation.

The present administration found that those confessional statements were obtained using force. The CID investigators and the supervising officer involved were found to have paid Joj Miah's family a few thousand taka monthly.
The drama got a twist with the government's claim about the "confessions" of Joj Miah, Abul Hashem alias Rana and Shafiqul Islam that a criminal gang carried out the attack. The present administration later found that as per the then government's desire those confessional statements were obtained using force. The CID investigators and the supervising officer involved were found to have paid Joj Miah's family a few thousand taka monthly.

The one-member judicial probe committee of Justice Joynul Abedin even pointed out a foreign "enemy" country's involvement in the incident. The charge sheet submitted yesterday has nothing in this regard.

Disclosing the content of the charge sheet at a press briefing yesterday, CID Chief Additional Inspector General Jabed Patwari said Huji top leaders planned and carried out the attacks to kill Hasina as a few arrested attackers said in their confessional statements that Hasina would harm Islam if she was alive and came to power again.

BNP leader Pintu is not involved with Huji but he has been charged since the attackers had held two meetings at his residence to take decision about the attack. "Pintu admitted that he heard about the meetings and saw the persons who went to his house for the meetings," the CID chief told the press at his office. Apart from Pintu all other attackers on the charge sheet are Huji leaders and activists.

Chief Metropolitan Magistrate AKM Enamul Haque accepted the charge sheet submitted at noon and issued arrest warrants against the fugitives. The court also ordered the authorities to discharge the arrested 20 persons made accused in the case earlier as investigators said they did not find their involvement and prayed to the court for clearing them of the charges.

CID Chief Jabed Patwari said although Joj Miah, Hashem and Shafiqul gave confessional statements, those had no basis and no corporative evidence was found to support their statements. Asked if any legal action would be taken against those who obtained the statements, he said the court would decide the matter.

Investigation officers CID ASPs Munshi Atiqur Rahman and Abdur Rashid and supervising officer CID Special Superintendent Ruhul Amin have retired from the service, so the police cannot take any departmental action against them, he said.
