These persons are associates of Dawood Ibrahim and were involved in arms smuggling, narco terrorism, money laundering, circulation of fake Indian currency notes.

They were also involved in illegal activities of the syndicate and were indulged in terror funding in the western suburbs of Mumbai. They are closely associates with Dawood's right hand man, Chhota Shakeel who is operating an international syndicate from Pakistain. Shakeel is also involved in extortions, narcotics smuggling and terrorist acts in India.

The NIA told the court that Shakeel was sending money and overseeing this module in Mumbai. The primary objective of this module was to target politicians across the country. They were also told to incite terrorism in the country, the NIA said.

Earlier this week the NIA conducted raids at 24 locations in the Mumbai Commissionerate and five places in Mira Road Bhayandar Commissionerate on Monday.

The case on hand pertained to the criminal activities of international terrorist network of the Dawood Ibrahim Company or D-Company. The NIA said that the case involves Dawood Ibrahim and his associates including Haji Anees, Shakeel Sheikh alias Chhota Shakeel, Javed China, Tiger Memon.

They are in unauthorised possession/involved in acquisition of key assets for raising terror funds and working in active collaboration with international terrorist organization including Lashkar-e-Taiba

The NIA during the raids seized incriminating material including electronic devices, documents of investments in real estate, cash and fire arms.

The NIA had in February registered an FIR after it was learnt that several of these persons were linked to Dawood and were raising funds to sponsor terror in the country.

Special commandos for Indian team escorting Chhota Rajan

Bali: Special police commandos have been provided for the security of the Indian officials who arrived here on Sunday to expedite underworld don Chhota Rajan’s deportation to India.

Special commandos of Indonesian police were already providing round-the-clock security for Rajan, who was arrested on his arrival from Australia last Sunday, sources said.

Security of the Indian officials as well as Rajan, one of India’s most wanted criminals, was enhanced due to the high threat perception to Rajan from rival gangs most notably of Dawood Ebrahim.

The Indian team, comprising CBI, Mumbai Police and Delhi Police officials, is also accompanied by elite commandos of Special Cell of the Delhi Police.

Mumbai-born Rajan, once a close confidant-turned-rival of underworld ganglord Dawood, has said that he is not afraid of Dawood, the prime accused in the 1993 Mumbai serial blasts case.

Rajan was arrested on a Red Corner notice by Interpol after eluding law enforcement agencies for over two decades.

Out of these 75 cases, Rajan is facing four cases under Terrorist and Disruptive Activities (Prevention) Act (TADA), one under Prevention of Terrorism Act (POTA) and over 20 cases under the stringent Maharashtra Control of Organised Crime Act.

Rajan was travelling with the identity of Mohan Kumar with an Indian passport number G9273860 when he was apprehended at the airport in Bali after arriving on a Garuda Indonesia flight GA715 by Indonesian police on a tip off from Australian authorities, they said.

The 55-year-old underworld don was arrested in Bali on the basis of a Red Corner Notice from Interpol and following a tip off by Australian authorities to the police in Indonesia.

In the absence of an extradition treaty, the Indian authorities have already provided documents to their Indonesian counterparts about Rajan’s Indian identity to facilitate his deportation.

The sources said Rajan was in touch with various police officials for last six months seeking a passage to return to India as he feared for his life in Australia from Chhota Shakeel, a henchman of Dawood.

In 2000, there was an attempt on Rajan’s life when Dawood’s men tracked him down to a hotel in Bangkok but he managed a dramatic escape.

Lawyer for 26/11 accused shot dead in Mumbai

Shahid Azmi, the lawyer for Faheem Ansari, accused of helping the Lashkar-e-Taiba in the 26/11 attacks in Mumbai, has been killed.

Four assailants barged into his office in Taxi Men colony in Kurla and shot two bullets into him at point blank range, the police said.

He was rushed to Rajawadi Hospital in Ghatkopar where he was declared dead. The assailants fled from the scene after the incident.

Shahid, who was nephew of Samajwadi Party leader and Govandi MLA Abu Asim Azmi, had also appeared as defence counsel for the accused in July 11 Mumbai local train blasts.

In the past, he has represented those accused in the Ghatkopar and Mulund blasts. The police confirmed that the Chhota Shakeel gang had tried to kill him a few years ago.

Ansari was arrested in Uttar Pradesh in February, 2008. Maps marked with important buildings in Mumbai were found with him. He was brought from a UP jail to Mumbai in December that year, after the 26/11 attacks.

UAE cops release Shakeel's brother

MUMBAI: Underworld don Chhota Shakeel's younger brother Anwar Babu Shaikh, who was reportedly detained by the Abu Dhabi police for allegedly possessing narcotics and travelling on a fake passport, police sources said.

Shakeel's relations in the city told TOI that Anwar was never detained. Sources said he was allowed to go following the intervention of some influential people in UAE and Karachi, Pakistan.

Deported don Abu Salem, Anees Ibrahim and Chhota Shakeel are some of the gangsters who have managed to emerge from the grip of the UAE police after being detained in some case or the other.

Joint commissioner of police (crime) Rakesh Maria said, "We have no official confirmation of his arrest or release.'' Anwar was detained after a red-corner notice was issued by Interpol at the instance of the CBI.

The city police are on the lookout for him since 2004 in connection with several extortion cases.

Sources said Anwar was detained after he arrived from Pakistan to attend Dawood's nephew's wedding in UAE.

After the wedding, he was to fly to Mecca for Hajj. Sources said the police recovered some "white powder" from his luggage and suspected it to be drugs. However, Anwar said he did not know how narcotic substances were kept in his bag. The powder was sent for chemical analysis.

Another theory doing the rounds is that Anwar was trying to fly down to Mumbai on a fake passport to attend the wedding of the son of Shakeel's brother-in-law, Arife Bhaijan.

According to sources, Anwar headed a terror module of Pakistan's Inter-Services Intelligence. Prior to this, Anwar had even tried to take his brother's position by giving orders to the gang's foot soldiers independently after which there was a tiff between the two siblings.

Anwar is also believed to have aided Chhota Shakeel in several operations. Anwar started as a small-time real estate agent.

While Shakeel escaped to Dubai in 1988, Anwar handled his brother's finances in Mumbai till 2000 after which he fled to Pakistan.

Six ex-Pak army officers guard Dawood: Aide

MUMBAI: Dawood aide Karimullah Habib Khan is singing. A day after being arrested from Nalasopara, where he had assumed a new name and a new vocation, the man who shepherded the RDX consignment to their deadly end in March 1993 has spilled details of his boss' lifestyle in Pakistan.

Khan told the police that Dawood Ibrahim's palatial bungalow in the tony Clifton neighbourhood in Karachi is guarded by six retired officers from the Pakistan army. Khan, who was with the underworld don's brother Anees after he fled Mumbai in June 1993, said Dawood had also deployed 25 private security guards to protect himself and his family.

Going by Khan's statement to the police, in recent years, Dawood prefers to mostly remain indoors during the day. He stays with his wife and a son in the bungalow located on a two-acre plot. He moves around in a bullet-proof Land Cruiser and steps out mostly in the night, that too not without a convoy of 15 vehicles guarding him.

While Dawood and Anees stay in the Clifton area, his close aide Shakeel stays a kilometre away, according to Khan. Quoting Khan, a police officer said, "The bungalow is equipped with luxuries__a home theatre, servant quarters, a garden for children with high boundary walls, a pool centre and a swimming pool. There is everything that one can think of."

Dawood heavily relies on Chhota Shakeel although Anees is still part of his inner circle. All three stay separately in independent bungalows. Dawood runs his empire like a company and no one dares challenge his authority. Khan told the police that Dawood is only worried about his third brother Noora, who is mentally disturbed and picks up fights over petty issues.

Dawood's other brothers, Mustaqium and Humayun, who are based in Dubai, keep visiting him in Karachi and stay with him. Khan denied any knowledge about Dawood's extortion threats to Bollywood, but confirmed that Anees had ordered the killing of music magnate Gulshan.

Speaking about himself, Khan said that it was Ejaz Pathan who got him into the Dawood gang. He said that his father Habib used to work as a loader with the Bombay Port Trust in the late 1980s. Khan was operating as a petty scrap thief in the docks when he met Pathan, a silver smuggler.

Their trade skills so impressed absconding blast accused Tiger Memon that he assigned them the job of landing RDX on the Shekhadi coast. Khan said that immediately after the serial blasts, he fled to Dubai along with Anees and stayed there.

After the September 11, 2001 attack in the US, the Dubai government was under pressure following which the duo shifted to Pakistan.

Khan claimed that he used to do petty jobs and stayed in an outhouse in Anees's bungalow. "In 2004, they stopped paying Khan. They indicated that it was time for him to leave and he decided to move out. In 2006, he flew to Kathmandu and then sneaked into India using the land route," a police officer said.

Lashkar takes over D-Company

'D-Company' is now officially part of the Lashkar-e-Toiba's terror network, with Pakistan's notorious Inter-Services Intelligence (ISI) getting Dawood Ibrahim to merge his gang with the fundamentalist terror organisation as part of a gameplan to crank up its anti-India campaign.

Sources in Indian agencies tracking ISI's moves confirmed the coming together of the two outfits and the danger that it poses to India.

"The underworld gang and the Lashkar jihadis have been knocked into a single entity and this has serious implications for India's internal security," a senior intelligence official told TOI on Thursday.

ISI's links with D-Company are old, going back to 1993 when Pakistan's external intelligence agency used Dawood and his henchmen to execute the March 12 terror attack on Mumbai in what marked the first instance anywhere of serial bombings. (TOI was the first to report the detention of Dawood, Chhota Shakeel and Tiger Memon by Pakistani authorities).

There has since been a shift in the dynamics of ISI-Dawood equations, reducing D-Company from being a useful ally to a group of individuals dependent on ISI to escape international law agencies.

Following the Mumbai blasts, Dawood along with his accomplices Chhota Shakeel and Tiger Memon fled to Pakistan. Pakistan has since shielded them from India and the new anti-terrorism sensitivities post-9/11 which saw Dawood being branded a global terrorist by the US.

But the hospitality has a tag attached to it: complete dependence for survival on ISI, which does not mind displaying its leverage vis-a-vis the once ruthless gang.

The merger will, inevitably, transform the character of Dawood's gang, which did not display any communal tendency before the serial bombings aimed against members of a particular community.

In fact, many of their business partners were non-Muslims like Raj Shetty. Chhota Rajan was also a senior member of the gang before splitting in protest against the serial blasts triggered by Dawood, Shakeel and the Memons.

"The serial blasts were essentially a retaliation for the January 1993 communal riots. But now there is a qualitative change with D-Company becoming part of a jihadi organisation like the LeT. Earlier, this gang's members were not religiously indoctrinated, but now they are. The motivation now is not money, but religion," a senior official said.

The joining of ranks with Lashkar, one of the most dangerous terrorist outfits which treats "liberation" of large tracts of India from "Hindu domination" as its religious obligation, can help ISI to further its subversive agenda.

Stints with Lashkar camps can morph Dawood's band of urban gangsters into well-armed and jihad-driven terrorists.

On the other hand, Lashkar benefits immensely from collaboration with D-Company which continues to attract recruits and has acquired financial muscle by venturing into mainstream commercial enterprises without letting go of its original money spinner, smuggling.

Abu Salem sings under narco test

Bollywood big daddy Subhash Ghai had paid gangster Dawood Ibrahim’s brother Anees between Rs 20 and 25 lakh in extortion money, incarcerated don Abu Salem told investigators under the influence of truth serum in Bangalore in December 2005. Producers Rakesh Roshan and J P Dutta, he said, had not paid even a dime. Ghai was not available for comment. When asked if he knew any policemen, Salem said that the one policeman he knew was Mumbai encounter specialist Pradeep Sharma. Salem admitted that he was guilty of only one thing: loving Monica Bedi. Hamne sirf pyar kiya tha .
"And if loving her is a crime, then let me be guilty."
The transcript of Abu Salem’s narco-analysis, now in the possession of Star News, has the gangster naming Chhota Shakeel and Anees Ibrahim in almost every murder and extortion case in which he is suspected to have played a part. A drugged-out Salem, who had been administered sodium pentothal, answered questions on a number of crimes from murder and extortion to the 1993 Mumbai serial blasts.

Salem said that he was living in fear that Mumbai's gangsters - Dawood Ibrahim, Anees Ibrahim, Chhota Shakeel and Chhota Rajan-were out to finish him. Dawood, he said, was angry with him for giving the CBI information about the blasts.

When contacted Pradeep Sharma told TOI, "The maximum number of Salem men have been killed by me in encounters. I was the first to arrest Salem gang members involved in the murder of Ajit Dewani (secretary of Manisha Koirala). When he was extradited, he specifically told the CBI not to put him in police custody under my supervision."

Confessions under the influence of drugs, say officials, are not valid evidence in a court of law. One of the chief reasons for this is that this is not a fool-proof method. But it helps to piece together a case by providing valuable insight, explain investigators.

It remains to be seen how much the investigation stands to gain from Salem's 'confessions'. Anees's name crops up repeatedly. Anees and Shakeel are named for builder Om Prakash Kukreja's death ("Shakeel made the plan and Anees supplied the weapons from Bhendi Bazaar"); it was Anees who gave the supari (contract killing) for Subhash Ghai and director Ram Gopal Varma. Anees is named again in the murder of cassette baron Gulshan Kumar. Salem denied that music director Nadeem Khan (suspected of being involved) had anything to do with the killing.

Salem said that Anees made him make extortion calls to builders, but gave him very little for his efforts: Kabhi das-panch haat de deta thaa . (Sometimes, he would give me 5 or 10 per cent of the money).

UP gangster-turned-politician Babloo Srivastava was named as being responsible for Vikram Wahi's death and Chhota Rajan for killing producer Mukesh Duggal and Nepal MP Mirza Dilshad Baig "because he was a Dawood man".

Salim Kurla and Hegiway are named in the blasts case. When asked who Hegiway was, Salem said he was the man who had been sent to kill builder Pradip Jain.

On the personal front, Salem said that one of his aliases was Arsalem Moizin and that his nephew in Lucknow was paying his legal bills. He also talked about his fascination with the film world, and how he had rented a theatre in Chicago called Discipline.

India seeks crime boss' return

NEW DELHI, Aug. 2 (UPI) -- The United States seems uninterested in helping India to extradite mafia boss Dawood Ibrahim from Pakistan because it does not want to upset relations with its front-line ally in the war on terrorism, Indian intelligence analysts said Tuesday. "Getting Dawood is not important for the United States as his arrest goes against the interest of Pakistan with whom Washington does not want upset its relations," said senior intelligence analyst Rajeev Sharma. He said as Pakistan cannot afford to violate any U.S. directive, Washington should ask Islamabad to arrest Ibrahim, who has been living in the Pakistani port of Karachi, and extradite him to India.

Ibrahim, who was born Dawood Sheikh Ibrahim Kaskar, was Bombay's top underworld don before he fled the country for the safety of Dubai, in the United Arab Emirates. After he was implicated in the serial bomb blasts that rocked Bombay in 1993 he fled to Karachi and the Indian government has been pursuing him since then. After lying low for nearly a decade, Ibrahim surfaced in the news recently when his daughter Maharuk married the son of former Pakistani cricket captain Javed Miandad, Junaid, in a Dubai hotel July 24. It is not known if he attended the ceremony or not. Contradictory reports appeared in the Indian media about his presence. Some newspapers said it was a failure on the part of Indian intelligence agencies in identifying him as one of the burka-clad women present at the ceremony. "The marriage of Dawood's daughter irrespective of ... whether it was solemnized in Dubai or not, proves he is firmly entrenched in Pakistan and is a free bird despite the fact the U.S. designated him as global terrorist," said Sharma.

The Bush administration in October 2003 designated Ibrahim a global terrorist, saying he "has found common cause with al-Qaida, sharing his smuggling routes with the terror syndicate and funding attacks by Islamic extremists aimed at destabilizing the Indian government."
Indian intelligence officials say upon his first entry into Pakistan, Ibrahim was granted a welcome by Pakistan's Inter-Services Intelligence.

"On his arrival in Pakistan from Dubai, Dawood was given a backdated passport in Rawalpindi and a 6,000-sq meter plot in the posh Clifton area of Karachi," a senior unidentified Intelligence Bureau official said. "His two trusted lieutenants, Abdul Razzak Memon alias Tiger Memon, and Shakeel Ahmed alias Chhota Shakeel, too were settled in Karachi by the ISI." He said Dawood was advised to take up the real-estate business, leading him to grab prime properties, often illegally, and to build shopping malls and apartments sometimes violating construction laws. "The day is not far when Dawood will emerge as a threat to the West not just India," said Sharma.

India has lodged complaints with Pakistan demanding the extradition of Dawood and his associates. It has also said Dawood has established links with terrorist organizations like Lashkar-e-Toiba, which operates in Kashmir, and al-Qaida. Dawood's activities and his links to Pakistan's ISI were pointed out by former Indian Home Minister L.K. Advani during a visit to India by Pakistan's President Gen. Pervez Musharraf in 2001. Pakistan denied any such person lived on its soil, however. Indian analysts complain Washington, despite designating Ibrahim a terrorist, has not done enough to ask Pakistan to extradite him. Others say, however, it in unclear what Washington can actually do.

"It is hard to know how much leverage the U.S. will actually be able to use in the case of Dawood Ibrahim to pave the way for his extradition to India," an unidentified senior Indian security official said.
He said the Jaish-e-Mohammad organization, which is on the U.S. State Department's list of foreign terrorist organizations, had been hostile to U.S. interests for years, but Washington was unable or unwilling to push Pakistan to take any meaningful action against the group's chief Mohammad Masood Azhar. He said Pakistan had an interest in protecting Ibrahim because he knows too much. "I don't think he will be panicking just yet," the official said.

There is not much evidence, however, available in the public domain about Ibrahim's role in acting as a bridge between the ISI and various religious and terror groups. An Interpol report in 1996 said Anees Trading Co., a shell company run by him, was luring young, unemployed men from the subcontinent with the promise of jobs and sent them to terrorist training camps.

Quiet goes the Don to new Karachi den

Pakistani President Pervez Musharraf claims nobody called Dawood Ibrahim lives in Karachi’s Clifton area. He is right, for Dawood has shifted home recently under State protection after being named by the US Treasury Department as a "Specially Designated Global Terrorist". His new address is: House 37, Street 13, Phase-V, Defence Housing Authority, Karachi.

With this update, Indian Intelligence agencies have called Pakistan’s bluff after its blatant denial that it has not sheltered Dawood Ibrahim.

The agencies have also made startling disclosures about the high profile lifestyle of Dawood and his major-domos Chhota Shakeel and Tiger Memon in Karachi, who they alleged were continuing to indulge in anti-India activities at the behest of Pakistan’s notorious Inter Services Intelligence (ISI).

Dawood’s new house, in fact a mansion, facing the Arabian Sea, has been provided stiff security by the Karachi Police. All roads leading to his mansion have been heavily barricaded. Even those who live in his neighbourhood are not allowed to enter the Defence Housing area without being frisked. Apart from the heavily-armed guards for ground security cover, snipers have also been deployed on the roof top of Dawood’s house.

The ISI has even posted securitymen in the guise of vendors near his house. Their brief is to alert the security and the fugitive mafia don, the moment they notice anything amiss, according to the Intelligence sources.

The security measures were put in place by the Pakistani authorities after Dawood nearly escaped a bid on his life during his recent visit to the Kawish Crown Shopping Plaza in Karachi. The Kawish Crown Plaza is one of the business fronts of Dawood’s vast underground empire in Karachi.

Before the denial by President Musharraf had come, security advisor to the Sindh Home Department Aftab Sheikh and the Inspector-General of Police, Karachi, had acknowledged Dawood’s presence in the city. Mr Sheikh had gone on record accepting that the Kawish Crown Plaza, situated at Karachi’s Sarah-e-Faisal street, where the bomb blast had taken place, belonged to Dawood.

The sources said Dawood’s movements are now being monitored by Pakistani security after the Foreign Assets Control wing of the US Treasury Department named him. He is not allowed to even venture out of his house without getting an all- clear from the ISI bigwigs, the sources said.

Dawood’s younger brother Mushtaqueem,too, has been provided with a home at House no-10, Near Hilltop, Defence Housing Authority.

Earlier, the underworld king used to reside in his palatial 6,000 sq ft house that had a swimming pool and tennis courts in the posh Clifton area of the southern metropolis.

The Indian agencies have pinpointed the residences and the activities of Dawood and his underworld cohorts. The new disclosure contradicts the official denial by President Pervez Musharraf that there is nobody by that name in Pakistan. Not only Dawood, but his close associates Chhota Shakeel, Tiger Memon and a host of others besides his family, also live in Karachi under official protection, the sources said. Their houses are guarded by Karachi policemen in `civvies’.

During the Agra Summit, widely-circulated Pakistani news magazine Newsline had even described him as "agent of crime".

Tiger Memon lives in House no. C-201, Karachi Development Scheme, Extension-A. The main perpetrator of the 1993 serial blasts in Mumbai owns a multi-storeyed building capped with a glittering glass crown called "Kashif Crown" in Karachi’s main Sharah-e-Faisal boulvard. They all have been instructed to lie low for a while after the US expose, the sources maintained.

    Now the truth can be told. Osama Bin Laden, prime suspect in the US terrorist attacks of Tuesday, had met India's most wanted man, underworld don Dawood Ibrahim, a year or so ago and had sought his help to establish bases in India. The meeting, which was set up by Pakistan's Inter Services Intelligence (ISI) in Khost, Afghanistan, also included Chhota Shakeel and Tiger Memon. The trio had met Laden to buy arms from his impressive arsenal. And when Laden had expressed the wish to extend his terrorist outfits in India, Dawood had reportedly assured him of all help.

    Indian intelligence sources fear an outbreak of the jehadi movement in this country with this. "The international heat being turned on Pakistan and Afghanistan, the jehadis have nowhere to go and foment trouble but India and Israel. They will not harm America for some time to come now that they have seen how violently President George Bush is prepared to retaliate. Against Israel they came to nought. So they might infiltrate India," said a source. "This is almost certain to happen."

  • India has prepared a list of about 30 terrorists and criminals who have taken refuge in Pakistan and are wanted for crimes committed on the Indian soil. The list, which includes Jaish-e-Mohammad chief Masood Azhar and underworld don Dawood Ibrahim, has been compiled with the intent of asking Islamabad to hand them over to India. The list includes the five hijackers of the Indian Airlines flight to Kandahar, two more underworld operators accused in the 1993 Mumbai blasts case, Tiger Memon and Chhota Shakeel nine commanders of Hizbul Mujahedeen, three of Harkat-ul-Jihad-e-Islami, one each of Lashkar-e-Taiba, Harkat-ul-Mujahedeen and Khalistan Liberation Front.
