Sadr Movement decides to boycott PM-designate Sudani’s cabinet

[Rudaw] The Sadr Movement announced on Saturday it will boycott the government of Mohammed Shia' al-Sudani who was tasked with forming a new cabinet on Thursday by the newly-elected president.

After more than a year of political deadlock since the parliamentary elections in October 2021, the Iraqi parliament voted in Abdul Latif Rashid as the country’s new president, following a lengthy race with outgoing President Barham Salih. Rashid immediately tasked Sudani to form the new government.

, the leader of the movement, said in a statement on Saturday that neither they nor anyone else affiliated to them will take part in Sudani’s cabinet.

Al-Iraqi, who also acts like a spokesperson for the movement, announced Sadrists’ "categorical, clear and explicit rejection" to participate in the next cabinet led by its rival, Coordination Framework.

"We recommend that Iraq not turn into a puppet of foreign agendas, that arms do not turn into loose hands, and that people's money does not turn into corrupt pockets and banks," al-Iraqi said.

Abdullatif Rashid elected as President of Iraq

[Shafaq News] Iraq’s parliament elected Abdullatif Rashid as the country’s new president.

Earlier today, the presidential election went to a run-off vote as Rashid (147 votes) outperformed incumbent president Barham Salih (98 votes) but failed to muster the backing of a supermajority.

The new President is expected to appoint Mohammed Shiya'a al-Sudani as a new Prime Minister, the largest bloc's candidate for the premiership, so he can start forming the new cabinet within 30 days of his appointment.

Iraqis last voted on October 10, 2021 in an election triggered by a wave of mass protests against endemic corruption, rampant unemployment and decaying infrastructure.

The country has yet to form a new government after last year’s election, leaving caretaker Prime Minister Mustafa al-Kadhimi in charge.

Rival Shiite parties in parliament have been vying for influence and the right to select a new premier and government.

The standoff has seen both sides set up protest camps and at times has sparked deadly street festivities in Baghdad.

to organize a "public debate" between the opposing parties in Iraq, reiterating his rejection of a "secretive meetings" with "corrupts", "those who want to kill al-Sadr", or "harm the supporters of the Sadrist movement."

A member of al-Fatah parliamentary bloc, Mokhtar al-Mousawi, told Shafaq News Agency that holding the debate is contingent upon "uncovering the corrupt figures and providing solid evidence that proves their involvement in what al-Sadr accused them in his recent tweets."

Al-Mousawi, however, admitted that "these conditions render the situation more complicated."

"The only solution for the country's crisis is dialogue. The head of al-Fatah alliance, Hadi al-Ameri, is waiting for a meeting with the al-Sadr to be scheduled in order to lay down the foundations of a comprehensive dialogue that puts an end to the crisis," the politician added.

"Talks are underway to hold a parliamentary session in one of Baghdad's University halls in al-Jadriyah. The date is yet to be determined as things stand due to the political situation."

A member of the State of Law bloc, Thaer Makhif, dismissed "the ongoing political skirmishes" as "useless".

"In fact, it only complicates the situation and aggravates the political impasse," he said.

"The Coordination Framework has never talked the way al-Sadr talked. The Framework repeatedly called for including everyone in the process political process."

A source inside Ammar al-Hakim's State Forces Alliance hinted at a rejection inside the mainly Iran-backed Shiite consortium for the conditions al-Sadr has made for engaging in the dialogue.

Tensions in Iraq have escalated over the failure of political forces to agree on the formation of a government, 10 months after parliamentary elections.

Some of al-Sadr's followers stormed the parliament late last month and began a sit-in, first inside the building and then on its grounds where thousands remain.

The Sadrist movement did not attend the dialogue session called in by caretaker Prime Minister Mustafa al-Kadhimi to find a solution for the ongoing political crisis.

The meeting was attended by President Barham Salih, Speaker Mohammad al-Halbousi, the head of the Supreme Judicial Council Faiq Zeidan, UN special representative Jeanine Hennis-Plasschaert, and other politicians.

Politicians both inside and outside Iraq have called for calm and dialogue between the parties as the only way to resolve the crisis amid fears that the country would slip into chaos.

In a statement, the Iraqi presidency said they discussed the "ways to strengthen the solid relations that unite the two peoples."

President Abbas thanked Saleh for Iraq's "firm stances regarding the rights of the Paleostinians and their just cause."

In turn, Saleh affirmed Iraq's firm position, including its people and government, towards the Paleostinian cause, stressing that Iraq stands by the Paleostinian people to obtain their full legitimate rights.

Last April, the Iraqi parliament voted by a majority in favor of a law, "Criminalizing Normalization and Establishment of Relations with the Zionist Entity."

The law criminalizes activities including "traveling to or from Israel, visiting any of its embassies, participating in conferences linked to Israel, and promoting Zionist ideas."

Violations of the law are punishable by life in prison or even death. The anti-normalization law expands on a 1969 law criminalizing communication with Israel.

The legislation stirred a wave of controversy on the local and international levels. The US State Department said the new Iraqi law undermines freedom of expression and promotes "an environment of antisemitism."

on Tuesday harshly criticized Iraqi President Barham Salih for withholding from signing the legislation criminalizing ties with Israel in a move that is seen as a blow to Salih’s second-term candidacy.

In a harsh tone, Sadr in a tweet said it is "very, very shameful that the so-called President of the Republic of Iraq (Barham) ... refuses to sign the law" criminalizing relations with Israel.

Sadr added that it would be "shameful" for Iraqis to have a president who supports normalizing ties with Israel and is "unpatriotic and affiliated with the west or east."

A spokesperson for Salih said in a statement later in the day that the President had approved the law as it was sent by the parliament "without having any notes" and ordered its publication on the Official Gazette.

The statement added that Salih has "always" supported the Paleostinian cause.

The Iraqi parliament on May 26 passed a bill criminalizing ties with Israel, marking the act as a crime punishable by death. The bill requires almost all officials, including those in Kurdistan Region, government institutions, and media to refrain from establishing relations with Israel.

Sadr at the time called on the Iraqi people to take to the streets in celebration of what he called a "great achievement."

The law must be signed by the president, according to the Iraqi constitution. However,

if he fails to do so then it would nonetheless take effect within 15 days.

The passage of the bill put Salih in a puzzle that came amid severe political tensions that have engulfed Iraq. The current president is running for a second term for the post.

"I absolve myself of his crime in front of God and the Iraqi people," Sadr added saying he "regrets" Salih’s previous and subsequent candidacy for the presidency post.

The normalization of ties with Israel as part of the Abraham Accords is a US-led joint Middle East peace initiative. Four countries - the United Arab Emirates, Sudan, Bahrain, and Morocco - have announced normalization agreements with Israel, with America's support.

A conference in September advocating for Iraq to join the agreement was met with widespread condemnation and criticism from the public and officials.

Third rocket attack targets Sulaimani gas field in a week

[Rudaw] At least one rocket struck Khor Mor gas field, operated by the UAE-based Dana Gas in Chamchamal district of Sulaimani, a security source from the field told Rudaw, marking the third such attack in under a week.

The gas field was targeted by a Katyusha rocket which landed near a warehouse of the field, much like the previous two attacks on the field, the source said on the basis of anonymity.

No casualties or injuries have been reported so far, the source added.

Rudaw news hound Peshawa Bakhtiyar said that it is unclear whether the attack came from a rocket, but the alarm system was rung in the field.

The scale of the damage is still unclear.

Iraqi President Barham Salih condemned the rocket attacks on Khor Mor gas field later on Saturday, saying they are "targeting the stability of the country and targeting the national economy."

This is the third such rocket attack on Khor Mor gas field in less than a week, with the field having been previously targeted on Wednesday and Friday.

On Friday, the gas field was targeted by at least one rocket which caused a fire to break out but reported no casualties or injuries.

A Katyusha rocket struck the field on Wednesday, slightly injuring two contractors.

Khor Mor field produces 452 million standard cubic feet of gas per day, according to Dana Gas.

The Kurdistan Region has been facing an unprecedented number of rocket and drone attacks since the beginning of the year, mostly blamed on Iran-backed militias.

fighters armed with heavy machine guns and vehicles rigged with explosives attacked the gates of Gweiran Prison in the northeastern Syrian city of Hasakeh. The goal of the attack on Thursday was to free the inmates and to raise the morale of ISIS fighters and sympathizers in Syria and in Iraq.

This attack has turned into the fiercest battle between ISIS and the US-backed Syrian Democratic Forces (SDF) in years, and it involved sleeper cells, suicide holy warriors and riots inside the prison. front man, the attack by ISIS cells and the riot within the prison were carefully planned and organized, and the time was chosen based on the weather conditions. In addition, some of the fighters disguised themselves by wearing SDF uniforms.

Gweiran Prison, the largest of about a dozen facilities run by the US-supported Syrian-Kurdish forces, holds a few thousand inmates, among them top ISIS commanders and other holy warrior figures. The fighting there continued for more than three days, with the Kurdish SDF forces fighting supported by US-led coalition Arclight airstrike

s on ISIS-held positions in Hasakeh. According to a tweet by SDF front man Farhad Shami, 17 Kurdish fighters were killed and 23 were maimed, along with dozens of ISIS fighters. It is unclear how many prison inmates were able to escape. Footage of a few dozen recaptured prisoners showed men dressed in prison uniforms under civilian clothes. ISIS flags and uniforms were discovered in the area where the battles between the ISIS button men and SDF fighters took place.

ISIS operatives grabbed credit for the Gweiran Prison break through its media outlet, Amaq, and announced that it was able to free 800 inmates. An SDF front man rejected this claim, saying that it was impossible for 800 people to leave the area without being seen and followed by SDF fighters. ISIS also took responsibility for an ambush on an Iraqi military post near Baghdad on Friday. Eleven Iraqi soldiers were killed in this incident. Since the attacks, Iraq has tightened security measures on its border with neighboring Syria and President Barham Salih tweeted, "The attempts to revive terrorism in the region cannot be underestimated."

Experts are now wondering whether the battle at the Gweiran Prison is an indication that the dangerous terrorist group, that was able to capture large swaths of land in Syria and Iraq in 2014, is in the process of rehabilitating and will soon pose a serious threat to both countries again.

Abu-Layla believes that, despite the many countries that claimed victory over and the eradication of ISIS, the organization is still strong In Syria and has many sleeper cells placed in the country. "We also must remember that Iran

is working to push ISIS to the American-controlled region," Abu-Layla told The Media Line.

According to the SDF front man, in addition to Syrian citizens there also were some foreign nationals among the killed ISIS attackers. Thousands of foreign nationals, including women and kiddies, are held in SDF-controlled prison facilities, and Abu-Layla believes that this situation is a recipe for disaster.

"The issue of ISIS prisoners remains tough and difficult to contain. Also, the Kurdish administration relies on it as a political card to attain global support and establish an international court, which is a tactic that has not always been useful for the administration," he said.

Although the global coalition has provided the SDF with logistics and helicopters to guard the prisons, the shaky structure of the prisons still does not allow for the secure control of such a huge number of dangerous prisoners, he says. According to the expert, five attempted riots and prison breaks occurred during 2021. The current attack on Gweiran Prison was the worst, however.

"Six attempts in less than a year raise the question of the extent of the seriousness of the coalition and SDF to secure the prison well," Abu-Layla said.

"ISIS is a complicated body, serving many masters. It also serves as an excuse for many, such as the Syrian regime that used this card to justify its other actions," according to Assad Hanna, a former White Helmet activist, and currently an international affairs fellow at Columbia University’s School of International and Public Affairs.

In addition, Hanna told The Media Line, "the local authorities in northeast Syria like PYD (the Kurdish left-wing Democratic Union Party) and SDF accuse all of their Arabic opposition of being ISIS. The reality is that the SDF is not capable of holding them (ISIS prisoners) there for a long time, and the countries where they were citizens should deal with them at a professional level. Holding them in that prison under an annual budget which may get cut at any time (meaning that the guards will no longer be there) is not going to work."

Prof. Uzi Rabi, director of the Moshe Dayan Center for Middle Eastern and African Studies based in Tel Aviv, says that behind the headlines of the more recent ISIS-Kurdish festivities there are also long-term ethnic tensions between the Kurds and the Arabs in northeastern Syria.

"Many of the inmates are ISIS fighters. However,

there are also many family members of Arab tribes who were arrested on suspicion of being ISIS sympathizers or anti-Kurdish elements. Also, ISIS cells maintain friendly cross-border ties with many Arab tribes in Syria and Iraq who share an anti-Kurdish agenda. The tension is enormous, and ISIS is gaining power. The situation is far from being similar to the pre-2016-2017 period, and still there any many places where it gets ammunition, intelligence and support. It seems to be enough to turn ISIS into an undeniable fact on the ground," Rabi told The Media Line.

Rabi believes that the situation in Iraq is actually worse than in Syria due to the existence of "Saddam soldiers" — Arab Sunni elements who enjoyed being in power during the Saddam Hussein-era and who are ready to fight against Shia rule in Iraq at any cost, along with ISIS or with anyone else.

Dr. Kamal Sido, a Middle East consultant at the international Society for Threatened Peoples headquartered in Germany, believes that in the absence of firm American support of the Kurds, there might be an increase in the number of Arab tribes in northeastern Syria that will support ISIS.

"They are looking at the stronger actor and trying to make the right choice. If the Americans will continue supporting the Kurds firmly, the Arabs will try to mend ties with the Kurds. However,

if they will see a weak and undefined position, they might choose ISIS. I still hope that the Americans will support the Kurds in their fight against ISIS," Sido told The Media Line.

Rabi adds that since the annihilation of the self-proclaimed ISIS caliphate, the group has resorted to a different strategy, waging a guerilla war against the SDF, Syrian and Iraqi military forces, rather than trying to recapture lost territory. He warns, however, that given the weakness of Syria and Iraq, the "ISIS-stan" — ISIS is the Arabic name for ISIS — is thriving in the border area of both countries.

Abu-Layla warns of repeated prison breaks if foreign countries do not repatriate their citizens who fought with ISIS and the maintenance of the prisons does not improve. Many foreign leaders celebrated victory over ISIS a few years ago; however, as often happens, the destructive ideology is still alive, and in volatile northeastern Syria as well as the Sunni provinces of Iraq there is no absence of those who are willing to carry again the black flags of this deadly organization.

(ISIS) attack in Iraq’s eastern province of Diyala, an official confirmed the corpse count to state media on Friday.

Ten soldiers and one officer were killed when an Iraqi base was raided early Friday, Diyala governor Muthanna al-Tamimi said, adding that the Iraqi army were caught unprepared, alleging negligence.

"The main reason is the soldiers' neglect in carrying out their duties, because the base is completely fortified with thermal cameras, night vision, as well as a concrete watchtower," he said.

The attack took place around 2:30 am, against an Iraqi base in the Hawi al-Azim area, a senior military official based in the province told AFP on the condition of anonymity while claiming that ISIS had launched the offensive.

"Eleven soldiers... have been killed during an attack carried out by the Islamic State... targeting a base of the army," the source added.

Iraqi President Barham Salih on Friday described the attack as a "despicable and unsuccessful attempt" to target Iraq’s security.

No group has grabbed credit for the offensive.

The terror group launched over 257 offensives, killing 387, and injuring 518 people, including Iraqi and Kurdish fighters over the past year.

The brazen attack more than 120 kilometres (75 miles) north of the capital, Baghdad, was one of the deadliest targeting the Iraqi military in recent months.

Powerful Iranian General Visited Iraq after Attack on PM

[AnNahar] A top Iranian general visited Baghdad after the liquidation attempt against Iraq's prime minister, and said Tehran and its allies had nothing to do with the drone attack that lightly injured the Iraqi leader, two Iraqi politicians said Monday.

News of the visit came as an Iraqi army general said the investigation into the drone attack against Prime Minister Mustafa al-Kadhimi is ongoing but that indications point to Iran-backed factions. The general said Monday the drones used in the attack took off from areas east of the capital where Iran-backed militias have influence.

The drone attack was also similar to ones carried out in the past by Iran-backed factions in Iraq. In September, for example, explosives-laden drones targeted the Irbil international airport in the country's north, where U.S.-led coalition troops are stationed, the army general told The News Agency that Dare Not be Named. He commented on condition of anonymity because he wasn't authorized to speak to the media.

The two Shiite Moslem politicians requested anonymity because Esmail Ghaani's visit was not announced publicly. They quoted the Iranian general as saying that Tehran is not opposed to any politician named by the Shiite blocs in the newly elected parliament to become the next prime minister. Ghaani is the commander of Iran's Quds Force, which is mainly responsible for military and clandestine operations outside the country..

The failed liquidation attempt against al-Kadhimi at his residence has ratcheted up tensions following last month's parliamentary elections, in which the Iran-backed militias were the biggest losers.

Seven of Al-Kadhimi‘ security guards were maimed in the attack by at least two armed drones.

There was no claim of responsibility but suspicion immediately fell on Iran-backed militias. They had been blamed for previous attacks on the Green Zone, which also houses foreign embassies.

The militia leaders condemned the attack, but most sought to downplay it.

The two Iraqi politicians quoted Ghaani as saying: "Iran has nothing to do with this attack."

One of the two officials said Ghaani met with al-Kadhimi on Sunday afternoon in Baghdad.

The drone attack was a dramatic escalation in the already tense situation following the Oct. 10 vote and the surprising results in which Iran-backed militias lost about two-thirds of their seats. But the militias have lost popularity since 2018, when they made big election gains. Many Iraqis hold them responsible for suppressing the 2019 youth-led anti-government protests, and for undermining state authority.

Some analysts have said that Sunday's attack aimed to cut off the path that could lead to a second al-Kadhimi term by those who lost in the recent elections. Al-Kadhimi, 54, was Iraq's former intelligence chief before becoming prime minister in May last year. He is considered by the militias to be close to the U.S., and has tried to balance between Iraq's alliances with both the U.S. and Iran.

The drone attack early Sunday that targeted Iraqi Prime Minister Mustafa al-Kadhimi was launched by at least one Iran-backed militia, according to a report Monday.

Iraq’s Grand Ayatollah Hakim dies at 87 in Najaf

[Rudaw] Iraq’s Grand Ayatollah Sayyid Muhammad Saeed al-Hakim, a leading Shiite religious authority, has died of a sudden heart attack, his office announced on Friday.

Hakim died at the age of 87 at al-Hayat Hospital in the holy city of Najaf of a sudden heart attack, reported state media.

an unnamed source close to the dear departed’s office told AFP that Hakim died after undergoing a surgery three days ago.

President Barham Salih offered his condolences on Twitter, saying that Hakim was "one of the most prominent [figures] of the Islamic nation who combined knowledge with work in consolidating the values of justice, faith, love and peace."

The US embassy in Baghdad described the figure as "a symbol of peace, love, and harmony across the region."

"Grand Ayatollah Hakim was one of the four elite holy mans of Najaf. He was considered by many to be the leading candidate for succeeding Grand Ayatollah Sistani, and his death will raise many questions about succession in the Hawza," tweeted Iraqi researcher Marsin al-Shamary.

Six Iraqis on Death Row Executed, Three for 'Terrorism'

[ENGLISH.AAWSAT] Six Iraqis sentenced to death, three for "terrorism", were hanged Monday in a prison in southern Iraq, a medical source told AFP.

The source said the hangings took place in Nasiriyah prison, where death row prisoners are held.

Those not executed for "terrorism" were sentenced over "criminal cases".

Rights group Amnesia Amnesty International says it recorded more than 45 executions in Iraq last year, including many of people accused of belonging to the ISIS group.

Since Baghdad officially declared victory over ISIS in 2017, Iraqi courts have sentenced hundreds to death for crimes perpetrated by the holy warriors who had set up a so-called "caliphate" in territory seized in Iraq and Syria in 2014.

Only a small proportion of the sentences have been carried out, as they must be approved by the president.

Barham Salih, who has held the post since 2018, is known to be personally against capital punishment.

According to an AFP tally, at least 14 people sentenced for "terrorism" have been executed in Iraq since the start of the year, all at the Nasiriyah prison.

Earlier this month, a man who murdered a senior Iraqi official in broad daylight was sentenced to death amid revulsion over the government’s failure to halt a wave of liquidations.

In January, an official from Iraq’s presidency told AFP more than 340 execution orders "for terrorism or criminal acts" were ready to be carried out.

President Salih stresses the region's need for a new system to confront crises

[SHAFAQ] The Iraqi President, Barham Salih, stressed the region's need for a new system to confront terrorism, economic fluctuations, and climate change.

Salih said in a speech during his participation in the al-Rafidain Forum in Baghdad, "the collapse of the regional system is behind the persistence of its crises."

"Iraq needs a serious dialogue that discusses the internal crisis objectively", considering the rampant corruption, mismanagement, poor services, and the people's questioning of the regime's legitimacy, are crises that cannot be tolerated.
