ANP wants report on 2016 Quetta tragedy implemented |

[DAWN] Awami National Party (ANP) president Asfandyar Wali Khan on Monday called for implementing the recommendations mentioned in the report of the inquiry commission headed by Justice Qazi Faez Isa on the terrorist attack on a government hospital in Quetta in which more than 60 lawyers died. In a statement issued by the party’s information secretary Zahid Khan on the occasion of the sixth anniversary of the Quetta incident, the ANP chief also called for implementing the National Action Plan against terrorism which had been prepared by all political parties of the country with consensus after the terrorist attack on Army Public School in Peshawar. Mr Khan was of the view that terrorism could be eradicated only through the implementation of the Qazi Faez Isa report in letter and spirit. He lauded the lawyers’ community for their struggle for the cause of sanctity of the bar and the bench despite facing such tragedies. He said the sacrifices rendered by the lawyers’ community so far in the wake of terrorism in the country would not go in vain. The ANP chief said the terrorists had eliminated a whole generation of the lawyers in the bloody attack. He said some “conspirators” were still active in the region to destroy peace. He termed the terrorist attack on the lawyers in Quetta one of the biggest tragedies suffered by the country. On Aug 8, 2016, terrorists struck a government hospital in Quetta where a large number of lawyers had gathered after an attack on Bilal Anwar Kasi, the president of the Balochistan Bar Association at the time. Taking a suo motu notice, the Supreme Court constituted an inquiry commission under Justice Qazi Faez Isa and the 110-page report of the commission containing some 18 recommendations was published in December 2016. “The people of Pakistan have been subjected to sustained terrorist attacks, which continue unabated, and deserve answers. Those who have failed the people of Pakistan need to be held accountable. Things cannot go on as they have been. Without top-tier accountability, it is unlikely systemic change will be possible,” stated the report, urging the state to re-exert itself against those spreading hatred and murder. It also urged the state to strictly abide by the laws, such as the Anti-Terrorism Act (ATA), the National Counter-Terrorism Authority Act, the Pakistan Penal Code, and, above all, the Constitution of Pakistan. The report suggested that the ATA “needs to be enforced, and terrorists/terrorist organisations must be proscribed without delay. They must not be permitted to hold meetings. Those claiming to be members of proscribed organisations should be prosecuted in accordance with the ATA.” |

[DAWN] Amid allegations of rigging by various political parties, the 11th general election in the country on Wednesday produced some surprising results as a number of political heavyweights and seasoned politicians suffered defeat in their strongholds, albeit with a slim margin. According to the unofficial results announced by the Election Commission of Pakistain (ECP) so far, Pakistain Tehrik-e-Insaf ...a political party in Pakistan. PTI was founded by former Pakistani cricket captain and philanthropist Imran Khan. The party's slogan is Justice, Humanity and Self Esteem, each of which is open to widely divergent interpretations.... The PPP chairperson, who was contesting polls from three constituencies for the first time, lost the contest in Malakand (NA-8) to PTI candidate Junaid Akbar. In a major upset, Mr Bhutto-Zardari also lost to PTI’s Shakoor Shad in Lyari ...one of the eighteen constituent towns of the city of Karachi. It is the smallest town by area in the city but also the most densely populated. Lyari has few schools, substandard hospitals, a poor water system, limited infrastructure, and broken roads. It is a stronghold of ruling Pakistan Peoples Party. Ubiquitous gang activity and a thriving narcotics industry make Lyari one of the most disturbed places in Karachi, which is really saying a lot.... It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous... . There is another theory which states that this has already happened... the PPP leader managed to win from his native constituency in Larkana (NA-200) with a significant margin against MMA candidate Rashid Soomro. Three security men killed in Peshawar blast |

[DAWN] Three officials of the Frontier Constabulary (FC) were killed and seven others, including a policeman and a passerby, injured when a bomb hit a vehicle carrying personnel of the paramilitary force in a suburb of the city on Tuesday. Medics at the Lady Reading Hospital (LRH) confirmed that 10 victims of the blast were brought to the hospital. Three of them had died before reaching the hospital and seven injured were admitted to it. The incident took place in the Bashirabad area, about 5km from here. An official at the Faqirabad cop shoppe told Dawn that the blast, caused by an improvised bomb, occurred at around 10am and targeted a police truck transporting FC personnel to the Police Lines. The FC personnel had been deputed with police as part of extra security measures in the city on the occasion of Chehlum of Imam Hussain, Senior Superintendent of Police (operations) Sajjad Khan said. The FC personnel were being shifted from the Faqirabad cop shoppe when the blast hit the truck they were travelling in. "It was an isolated vehicle and not part of a convoy," SSP Khan said. Apparently, the FC personnel were the target of the attack. He said that an IED weighing about a kilogramme had been used in the assault. In a statement emailed to media organizations, Jamaatul Ahrar ...A Pak Taliban splintergroup that split off from the Mullah Fazlullah faction because it wasn't violent enough... spokesperson Ihsanullah Ihsan grabbed credit for the attack on behalf of the banned krazed killer outfit. The statement said that a remote controlled device was used in the blast. The slain soldiers were identified as Hanif Jamal, Khalid and Yasirullah, all residents of Malakand. Suicide attacks on security forces have intensified. The Lion of Islam outfit was the prime suspect in the Karachi Nishtar Park attack. It has footprints all over the targeting of Quetta’s legal community, as was evident from its front man’s belligerent statements blaming security agencies for targeting their commander’s family in Karachi. There were clear signs that the group was planning for bigger, more lethal attacks -- and then the police academy attack occurred. Our state agencies were, yet again, caught napping. While the devil’s disciples are known by our security agencies, it is the primary responsibility of all the state’s stakeholders to ensure that we are not mired in these games. We should instead address internal security fault lines. I agree with ANP chief Asfandyar Wali Khan when he asked the government to reconsider its internal and foreign policies so that similar attacks can "at least be reduced if not entirely eliminated". He also added that "a peaceful Pakistain is impossible without a peaceful Afghanistan". The Iranian Supreme National Security Council’s secretary also denounced the Quetta carnage as "a sign of unbridled growth of terrorism and extremism across the region". The helplessness of Balochistan’s government is evident from the statement given by its home secretary before a parliamentary committee: "Balochistan has become a cocktail of insurgencies, religious extremism and other criminal activities. We cannot hide that the system has failed..." However, a clean conscience makes a soft pillow... the remedy sought is through draconian administrative pre-1958 powers under the Frontier Crimes Regulation to combat terrorism and organised crime in the province. It would be yet another recipe for failure as the provincial administration laments its lack of legal powers in a ’war zone’. It is unfortunate that a sound legislative framework established by Police Order, 2002 -- along with extending the writ of the state in the entire province by replacing ineffective levies with a well-trained, fully equipped police force, established in all 30 districts on Aug 14, 2007-- was frittered away at the altar of expediency by tribal political chiefs and a scheming, power-hungry bureaucracy. The resultant void in the absence of a well-oiled law-enforcement machinery has seen sectarian and Lion of Islam outfits proliferate in lawless regions of the vast province. Civil armed forces and military cannot be a substitute for a long-term and enduring law-enforcement framework. Meanwhile, ...back at the laboratory, Igor and Oleg were discussing what the quickest way might be to deal with the monster... the police is marginalised and demoralised, with restricted jurisdiction and lack of political will to enhance its effectiveness through professional capacity-building, and expansion and allocation of resources. Its vulnerability was further exposed on proving such a soft target for the terrorists. Merely suspending the academy’s commandant and deputies cannot absolve the provincial police command and the government of criminal negligence for failure to protect a facility that had been attacked twice before. Who is responsible for the loss of 63 precious lives and over 160 injured in this morale-sapping atrocity? One expected the provincial police chief to accept responsibility for the glaring security lapse, and the insensitivity shown in not appropriately dispatching bodies of the fallen to their final resting places. Making scapegoats of junior minions clearly erodes the leader’s moral authority. Pakistain has the dubious distinction of being one of the 10 most lawless countries according to the World Justice Project’s 2016 Rule of Law Index. Our companions are Venezuela, Cambodia, Afghanistan, Egypt, Cameroon ...a long, narrow country that fills the space between Nigeria and Chad on the northeast, CAR to the southeast. ANP office bearer killed in Peshawar, protest erupts |

![]() According to police, unidentified assailants targeted Imdad Hussain Jafri, an ANP office bearer and Shia notable, a few yards away from Yakatot police station, killing the political worker on the spot. Residents of the area, including people from Shia community, started protesting against the police after the incident and blocked the road. “Hundreds of our men have been killed in the past too, but the police has not taken any action against the murderers,” an angry protester told DawnNews. Deputy Superintendent Police (DSP) Yakatot Shaukat tried to convince the protesters to call off their protest but in vain. Later, ANP leader Mian Iftikhar Hussain and Senior Superintendent Police (SSP) Mian Saeed arrived at the spot and assured the protesters of timely arrest of the culprits, upon which, the crowd dispersed. Imdad Hussain Jafri was an ANP office bearer from PK-2 constituency of Peshawar. ANP chief Asfandyar Wali Khan condemned the killing of the party office bearer in strong words accusing KP police and provincial government of being negligent. "Where is PTI's model police? political workers are being killed day in and day out but this police is doing nothing to prevent such incidents," said the ANP chief. |

Reacting to the decision, Azam Khan Hoti said he would fight back and expose the "incompetent and mindless party leadership." The party's provincial organizing committee, headed by Bashir Khan Matta, terminated Azam Hoti from the party for what its says violating the party discipline. However, denial ain't just a river in Egypt... it is now an open secret that his outburst against the ANP chief Afadnyar Wali Khan and demand for party chief's resignation were the main causes for his unceremonious ouster. |

Mr Asfandyar said the decision top dissolve all party organizations had been made in light of the recommendations of a committee, which was formed to look into the party's defeat in the May 11 general elections. He said the committee analysed the reasons and factors behind the party's election and found that there were two aspects of the defeat. "One aspect was the conspiracies hatched against ANP by elements afraid of its political stand in wake of the emerging regional political scenario, while the other aspect related to the party and its government's internal weaknesses, including weakness of policy, weakness of governance and weakness of organization," he said. The ANP chief said the fact-finding committee also criticised the mode of recruiting members into the party saying it lacked transparency and that the entire process of organization building based on it was flawed and unrepresentative. He said ANP would soon begin fresh membership campaign, which would last two months. Arshad Abdullah was charged along with others with "attacking" a police checkpost to free his associate who was arrested with unlicensed weapon before the May 11 general polls in Charsadda district. Local police had lodged an FIR against the former Khyber-Pakhtunkhwa law minister and 18 others who were accused of attacking the police checkpost in Utmanzai area on April 26 and freeing an associate who was apprehended by the security personnel at the checkpost for carrying an unlicensed weapon. "The former minister and his accomplice were arrested on the court premises and handed over to the city cop shoppe," police sources in Charsadda district, hometown of ANP President Asfandyar Wali Khan. |
