NYC mayor feuds with comptroller over Israel bonds investments |

[IsraelTimes] Eric Adams accuses Brad Lander of divesting from Israel in line with BDS policies; comptroller says decision was apolitical, city has hundreds of millions in other Israeli assets New York City Mayor Eric Adams ![]() on Sunday sent a letter to city comptroller Brad Lander, accusing Lander of effectively disinvesting from Israel bonds and linking the policy to the boycott campaign targeting Israel. Lander rejected the accusations in a letter to Adams’s office, confirming that the city no longer held Israel bonds, but saying the decision against reinvesting in the bonds was in line with his office’s guidelines and not political. Lander, as comptroller, is the highest-ranking Jew in the city government and identifies as a progressive Zionist. He partnered with New York City Assemblyman Zohran Mamdani, a harsh critic of Israel, during the city’s Democratic party mayoral campaign. Mamdani is a longtime supporter of the BDS campaign targeting Israel. Mamdani won the campaign and is now the party’s nominee for the mayoral general election in November, when he will face off against Adams, who is running as an independent. Adams, who is not Jewish, is a staunch supporter of Israel who has leaned into the Jewish vote during the early stages of his reelection campaign. Adams’s first deputy mayor, Randy Mastro, sent a letter Sunday on behalf of the Adams administration requesting a review of decision-making and "effective withdrawal" of New York City pension funds from Israel bonds. As comptroller, Lander is responsible for the city’s financial policy and acts as a check on the mayor. Adams and Lander have long had an adversarial relationship. The Adams letter said "the public record is incomplete" regarding Lander’s Israel bonds investment policies. The mayor’s office said it appeared the city’s pension systems had held tens of millions of dollars in the bonds for decades, resulting in healthy returns with low risk. Under Lander, the bond holdings dropped to less than $1.2 million in the NYPD pension fund, the letter said, accusing Lander of a "sustained and coordinated decision" against reinvestment that had hurt the city’s investment returns because the Israeli bonds outperformed other similar assets. Disputing Lander’s previous defense, that he had limited investment in all foreign debt, the mayor’s office said that Israel was the only country the city had bought bonds from, according to a copy of the letter Adams’s office shared with The Times of Israel. "This policy appears to target only Israel bonds. This divestment, occurring amid a global ’Boycott, Divestment, and Sanctions (BDS)’ campaign against Israel, appears to be in furtherance of that BDS campaign," the letter said. Adams’s office requested all documents and communications surrounding the Israel bonds policy, including communications with third parties. The letter gave Lander one week to supply the information "because this matter implicates the financial security of hundreds of thousands of New Yorkers." Lander disputed the mayor’s accusations in a response shared with The Times of Israel on Monday. Lander mocked the mayor’s administration, saying it was "in poor position to question others about their legal and ethical obligations," an apparent reference to corruption allegations. He confirmed that New York City had not reinvested in Israel bonds when they matured, does not hold any Israel bonds, and that Israel had been the only country the city had held bonds in. He said the purchase of the assets in the first place had been politically motivated, though, and at odds with his financial responsibilities. "Prior Comptrollers chose to depart from standard cash management best practices to purchase Israel bonds," the letter said. "There was no credit process in place, no risk management, and no documentation for how purchases were approved." The investment was "a political decision, not a fiduciary one," the letter said. The city had held more than $39 million in Israel bonds when Lander took office in January 2022. The bonds matured a year later, and the comptroller’s office had decided not to reinvest, in line with guidelines. The city holds other Israeli assets, Lander said, countering the BDS charge. In May 2025, during the most recent audit, the city’s public pension systems held more than $315 million in Israeli assets, mostly common stocks. Lander said that, under his stewardship, for the third consecutive year, the city’s investments had outperformed the 7% return targeted by the New York State legislature. "We treat investments in Israel as we treat investments in any other country. No better, and no worse. The BDS Movement asks investors to treat Israel worse than other countries; I oppose this effort," Lander said. "You appear to be asking that the City’s pension funds treat Israel better than all other countries. That would also be politically motivated, and inconsistent with fiduciary duty." He accused Adams of seeking to "exploit division" with the charges, adding, "I reject these cynical efforts." During the mayoral primary, Lander and Mamdani cross-endorsed each other, meaning they asked their supporters to rank the other candidate second in the city’s ranked-choice voting system, which allows voters to select up to five candidates in order of preference. The cross-endorsement was a boost to both campaigns, but primarily Mamdani, because Lander was eliminated as a candidate during the vote counting. His supporters helped Mamdani win the election. They all served with the 401st Armored Brigadeâs 52nd Battalion. According to an initial IDF probe, the soldiers were in a tank that was hit by an explosion in northern Gazaâs Jabalia at around noon Monday. The IDF initially suspected the tank was hit by Hamas RPG fire. However, in the hours following the incident, the military increasingly came to believe the explosion may have been caused by a malfunctioning shell that detonated inside the turret. Other causes of the explosion were being investigated, the military said. Their deaths raised the Israeli toll in the ground offensive against Hamas in Gaza and in military operations along the border with the Strip to 454 soldiers. The figure includes two police officers and three Defense Ministry civilian contractors. The announcement of the soldiersâ deaths came shortly before two rockets were launched from the central Gaza Strip at southern Israel, which the military intercepted. Sirens did not sound in any towns, but alerts were activated in open areas near the Gaza border. There were no injuries. In Gaza, meanwhile, footage circulated Monday on social media showing dozens of Palestinians lying on the ground as prolonged gunfire is heard around them. That sure sounds like a classic Paliwood production to me, rather than something that actually happened as described. Especially since we know that Hamas has been killing those who dare take advantage of donated supplies that arenât controlled â and sold at siege prices â by them. Based on the location in the video, the incident appeared to have occurred near one of the Gaza Humanitarian Foundationâs distribution centers, specifically in the Rafah area.The IDF stated that âthe details of the video are under review. At this stage, there are no known casualties from IDF fire at the distribution center in Rafah today.â
Nasr Ali Quneita was targeted in Gaza City on June 19, according to the IDF. Gazaâs Hamas-controlled civil defense agency said Israeli strikes on Monday killed at least 22 people, and the Islamic Jihad terror group shared footage that it said showed its fighters firing missiles at an Israeli command and control center in the Strip. The fighting comes as five IDF divisions, made up of tens of thousands of troops, continue to operate across Gaza. According to Israel, the IDFâs targets on Monday included operatives, buildings used by terror groups, weapon depots, tunnels, and other terror infrastructure. The military said that in northern Gazaâs Beit Hanoun, troops of the Givati Brigade located and destroyed a tunnel, while forces of the 99th Division directed airstrikes on operatives who tried to plant bombs on a road. In the nearby town of Jabalia, the IDF said troops of the 401st Armored Brigade and elite Multi-Domain unit killed several more operatives, including by directing strikes, and destroyed terror infrastructure. In the Gaza City neighborhoods of Daraj and Tuffah, troops of the Nahal Brigade killed additional operatives, and the 98th Division operating in the neighborhoods of Zeitoun and Shejaiya directed strikes on operatives and destroyed buildings used by Hamas and the Palestinian Islamic Jihad, the IDF added. The Al-Quds Brigades, the armed wing of the Islamic Jihad terror group which has fought alongside Hamas in Gaza, released footage that it said showed its fighters firing missiles at an Israeli army command and control center near Shejaiya. Gazaâs civil defense spokesman Mahmud Bassal said that 10 Palestinians were killed in three separate airstrikes in various parts of Gaza City on Monday, with 12 more people killed in attacks on the southern area of Khan Yunis. The agency, which is governed by Hamas, does not distinguish between civilian and combatant casualties, and its figures are not independently verified. AIRSTRIKE LAST WEEK KILLED 10 TERRORISTS RELEASED IN SHALIT DEAL The IDF and Shin Bet announced Monday that an airstrike in Gaza last week killed 10 Hamas terrorists who had been among the 1,027 security inmates released from Israeli prisons in 2011 in exchange for abducted Israeli soldier Gilad Shalit. Most of those killed were members of Hamasâs so-called West Bank headquarters, a unit involved in recruiting terrorists and advancing attacks against Israel from or within the West Bank, the Shin Bet said. Among those killed were Riyad Assila and Bassem Abu Sanina, who were accused of murdering Israeli civilian Haim Karman in a 1998 stabbing attack in Jerusalem. Assila served as a member of Hamasâs West Bank headquarters, specifically involved in recruiting terrorists from East Jerusalem, the Shin Bet said. Also killed in the strike was Mohammed Saria, who the Shin Bet said was charged with killing IDF soldier Staff Sgt. Ehud (Udi) Tal in a stabbing attack at the Dotan Civil Administration facility in the West Bank in 1996. Seven more members of Hamasâs West Bank headquarters were killed in the strike. The Shin Bet said the seven were all convicted during the Second Intifada of involvement in deadly terror attacks and were given life sentences, before being exiled to Gaza in the Shalit deal. [Free Beacon] In publishing, as in much of life, timing is everything. And by that measure, if by no other, Iranâs Grand Strategy, Vali Nasrâs latest analysis of the Islamic Republic, is a smashing success. First available just two short weeks before Israelâs stunningly successful aerial campaign against the mullahs, Nasrâs book attemptsâbut failsâto frame the Islamic Republic as having "evolved into a prototypical nation-state" whose "aims are now secular in nature." To Nasr, a professor and distinguished Middle East specialist at Johns Hopkins Universityâs School of Advanced International Studies who emigrated from Iran to the United States after the ayatollahs seized power in 1979, Islam is merely "an instrument in the hands of [Iranâs] political class and military leaders to realize political and economic interests at home and define national interest abroad." Iran, he argues, is essentially a normal country following a rational path. Yet Nasrâs analysis repeatedly undermines his own thesis, as history amply demonstrates how the regimeâs insistence on religious and ideological purity has over and over againâincluding in its most recent humiliation by Israelâstymied the countryâs political, economic, and military goals.
