Infighting looms in Idlib as ceasefire between jihadi groups falters

[ALMASDARNEWS] A fortnight after the two main jihadi groups controlling the southwestern Syrian province of Idlib have signed a ceasefire, an all-out infighting is looming following today’s showdown.

Local activists reported that Hay’at Tahrir al-Sham Death Eaters stationed at a checkpoint south of Saraqib have intercepted a convoy of four trucks for Faylah al-Sham.

HTS Death Eaters seized the vehicles which were laden with weapons and ammunitions, and detained Abu Adas; Faylaq’s commander who was leading the convoy.

In response, Faylaq al-Sham gave THS a time limit until midnight to release the convoy and the commander before acting accordingly.

The showdown comes two weeks after HTS and Ahrar al-Sham
...a Syria jihadi group made up of Islamists and salafists, not that there's that much difference, formed into a brigade. They make up the main element of the Islamic Front but they don't profess adoration of al-Qaeda and they've been fighting (mainly for survival) against the Islamic State. Their leadership was wiped out at a single blow by a suicide kaboom at a crowded basement meeting in September, 2014...

Swift Hints by Prosecution to Open Door for Potential Surprises during Trials

[An Nahar] It will be difficult on Hizbullah and its supporters to go on with the theory that Israel violated the telephone networks in Leb in an attempt to alter the data and point the accusation in the murder of ex-Prime Minister Rafik Hariri away from the party's members and its prominent leaders after the extensive demonstration by Prosecution counsel Graeme Cameron during the opening session of the Special Tribunal for Leb trials in The Hague.

The issue isn't linked to one cellular phone or a particular number of them but with the networks of tens of phone, which the prosecution proved were moving according to a specific mechanism in specified geographical areas and specific protocols to ensure the secrecy of the movement.

Although the team of the prosecution rejects to talk to the media and reveal the remaining information, observers close to the investigation and the indictment pointed out that Hizbullah is seeking to admit that the party's ranks were breached en-mass, which allowed Israel to detect the secret numbers used by tens of its prominent and security members and modified the data afterward to prove the theory of spatial correlation, which was proved by the prosecution.

The observers wonder if Hizbullah's theory concerning the Israeli breach of the Lebanese telecom networks was true then what would those who are defending the party justify the political association between the data of tailing Hariri and his notable stances that his enemies, in Leb and their allies in the region, didn't favor. Did Israel alter the reality of the political course that Leb passed through in 2004 and 2005?

The observers continue that the prosecution identified the owners of the phone numbers through various methods including submitting their numbers in bank transactions, administration records, vehicles registration papers and even through phone calls with "girlfriends" and old companions.

Despite the extensive explanation during the opening session regarding the phone calls, observers noticed that the prosecution focused on several other indications that it will endorse throughout the trials, most significant:

1- The type of explosives used in assassinating Hariri and his lover companions.

After reports said that C4 was used in the bombing, the prosecution stressed that the matter used was kaboom RDX. Which poses a question whether this kind of material would point the accusation finger towards a specific side based on the fact that it has ties with those who are manufacturing this type of explosives or own it?

2- A number of suspect that haven't been revealed yet, which the prosecution is calling them by numbers, used more than one cellular phone that were used plotting the crime, which indicates that "leadership" sides owned a phone that managed each of the networks and direct them. The matter requires the usage of one cellphone for each network by a "leader" to contact its group without making the five networks overlap.

3- The counterfeit report that grabbed credit for the crime would allow opening new testimonies in the investigation file linked to phone calls received by several media outlets from a prominent security official to demand the broadcasting of the video recording that showed "Abu Adas" claiming responsibility for the liquidation.

4- Linking between trailing of Hariri and his stances and specific decisions taken by him indicates that there was a political decision to assassinate him, prompting the groups that tracked him to implement the decision.

The implicit reference by the prosecution could open wide doors in the upcoming stages that aim at identifying the side that issued the liquidation order that will lead, if they were successful, to transferring the responsibility to the "president," who in turn is responsible for the actions of his followers.

STL Indicts Fifth 'Hizbullah Supporter' in Hariri Assassination

[An Nahar] Special Tribunal for Leb Pre-Trial Judge Daniel Fransen confirmed on Thursday an indictment against Hassan Habib Merhi who is accused of being involved in the February 14, 2005 Beirut attack that killed former Premier Rafik Hariri and 22 others.

The confirmed indictment and an arrest warrant were transmitted confidentially to the Lebanese authorities on August 6 so that they could search for, arrest and transfer the accused to STL custody, announced the tribunal in a statement on Thursday.

The Lebanese authorities were given 30 calendar days to carry out this obligation and report back on their efforts by September 5, 2013.

On September 6, the Lebanese Prosecutor General submitted his confidential report to Tribunal President, Judge Sir David Baragwanath, stating that so far the accused has not been found. Subsequently, the STL President requested additional measures be taken by the Lebanese authorities.

All of these steps have been confidential until now to allow the Lebanese authorities the best opportunity to apprehend the accused, continued the STL statement.

Merhi, is charged with a number of crimes including the crime of conspiracy aimed at committing a terrorist act. He is alleged to have acted in a conspiracy with Hizbullah members Mustafa Amin Badreddine, Salim Jamil Ayyash, Hussein Hassan Oneissi, and Assad Hassan Sabra in relation to the attack on February 14, 2005, all of whom have already been indicted.

The accused Merhi is alleged to have coordinated the preparation of the purported claim of responsibility as part of the preparations for and in furtherance of, the attack, said the STL statement.

The STL said Merhi is "a supporter of Hizbullah" who was born on December 12, 1965 in Beirut.

"He is the son of Habib Merhi and Latifa Abbas," it added, revealing that he has resided in Burj al-Barajneh and that "he is a citizen of Leb" whose "Lebanese civil registration is 1126/Zqaq-EI-Blat."

"Merhi, together with Badreddine, coordinated the preparation of the false claim of responsibility, and, at times, was in contact with Ayyash in relation to the preparations for the attack. Merhi, prior to the attack, coordinated the activities of Oneissi and Sabra in order to identify a suitable individual, later identified as Ahmad Abu Adass, who would be used to make a video-taped false claim of responsibility for the attack," the court announced in its indictment.

"Immediately following the attack, Merhi, coordinated the activities of Oneissi and Sabra, who participated in (i) disseminating statements falsely attributing responsibility for the attack; (ii) ensuring the delivery of the video, with a letter attached, containing the false claim of responsibility to Al-Jazeera

Under the current circumstances in Leb, Baragwanath has deemed the efforts by the Lebanese authorities to be sufficient to justify alternative means to search for the accused. As a result, he has determined to initiate a 30-day public advertisement phase with the help of the Lebanese authorities to locate the accused as well as to inform him of the charges against him and of his rights, which are guaranteed under international law.

Nasrallah puts Hezbollah in the dock

Hezbullies is preparing itself to face the greatest challenge in its history, when the Special Tribunal for Leb [STL] reveals the truth behind the liquidation of [former Lebanese Prime Minister] Rafik Hariri live on air all across the world. Following this, the image that Hezbullies has created for itself -- as a representative of the resistance which defends Leb against Israeli aggression -- will collapse. Rather than defending the people of Leb from others, the STL evidence may reveal that Hezbullies collaborated with a foreign state to kill the greatest Lebanese statesman, in order -- ultimately -- to seize power and control the country.

After spending two and a half years investigating the case of the liquidation of former Lebanese Prime Minister Rafik Hariri, the STL issued its indictment, which revealed a link between four Hezbullies defendants and the attack that resulted in the death of Hariri. The prosecution presented circumstantial evidence, obtained via telephone records, revealing that a network of five mobile telephones had taken part in the liquidation. It appeared that the accused had monitored Hariri's movements for around three months before carrying out the operation. The STL arrest warrants revealed that suspect number one is Mustafa Amine Badreddine, who reportedly supervised the [al-Hariri] liquidation. He is an important member of Hezbullies and the brother-in-law of Imad Mughniyeh, the Hezbullies commander who was assassinated by Israel in Damascus

. Salim Jamil Ayyash was responsible for coordinating the group that actually carried out the liquidation. After the liquidation had been carried out, Hussein Hassan Oneissi and Assad Hassan Sabra attempted to mislead the investigation by contacting media outlets and claiming that someone named Ahmed Abu Adas, a member of the "Nasra and Jihad group", was responsible for killing al-Hariri. As the STL pre-trial judge had deemed evidence provided by General Prosecutor Daniel Bellemare sufficient to proceed to trial, he ordered that his decision confirming the indictment, as well as the indictment itself, be made public on 17 August, 2011, in preparation for the commencement of the trial in approximately 4 months.

At the same time as the STL issued its indictment, German magazine "Der Spiegel" ran an article claiming that the STL was in possession of information indicating that Iranian authorities had participated in the preparations for the Hariri liquidation. According to the article, the four Hezbullies suspects received special training for the execution of this operation in the Khomeini camp near the Iranian city of Qom, a year prior to the liquidation. The German magazine also claimed that three of the suspects had decamped Leb and are now living in Iran.

Hezbullies could have -- so long as it proclaims the innocence of the four suspects -- allowed them to appear before court to defend themselves, whether in The Hague or on television screens from Leb, to prove their innocence regarding the crime of assassinating al-Hariri. However Nasrallah fell into the very same trap that he was trying to avoid. For after Hezbullies's Secretary General rejected the possibility of members of his organization standing trial, the STL decided to make public part of the indictment against the Hezbullies suspects, and to try them in absentia. In other words, the non-presence of the suspects will not prevent the STL General Prosecutor from presenting his evidence and airing [Hezbullies's] dirty laundry in public. Therefore instead of charges being brought against four suspects, the case has now been transformed into the trial of Hezbullies. This is something that will prompt Hezbullies to defend itself via [Hezbullies affiliated] al-Manar TV, which is indeed what happened. On the very same day that the STL made its indictment public, Hassan Nasrallah appeared on TV to refute this indictment, proclaim an assault on his person, and a US attack on Hezbullies. Nasrallah also promised that Hezbullies would examine the charges and refute them. By doing this, Nasrallah has placed Hezbullies in the dock, rather than the four wanted suspects, even though the STL has never issued a direct accusation at Hezbullies.

In Tehran, the Iranian authorities tried to defend themselves with the same slogans that are continually being raised by Hezbullies, and by claiming that the STL was politicized. An Iranian Foreign Ministry front man said that the STL was "motivated by worthless political aims." However,
a good lie finds more believers than a bad truth...
such claims themselves will be proven worthless when the STL publishes the evidence and facts it has accumulated. When this happens, the trial will be transformed from a criminal trial to a political one. If Hezbullies and Iran fail to refute the charges leveled against the defendants, and prove that these charges are false, then millions of people across the world will be convinced that they were behind Hariri's liquidation.

In an attempt to win over the Lebanese public opinion, Nasrallah claimed that this was all part of a ploy to drive a wedge between Hezbullies -- which he still considers a representative of the resistance -- and the rest of Leb's sects. Nasrallah spoke about the kaboom which recently occurred in Beirut's Christian district of Antelias, causing the deaths of two young men -- believed to be Hezbullies members -- who were reportedly carrying a bomb. How can Nasrallah attempt to reassure the people of Leb when he continues to threaten them day in and day out, and vows to give them hell if they do not acquiesce to the desire of what he alone deems "resistance"? How could the Lebanese people ever believe Nasrallah again if they found out that he welcomed and met with Rafik Hariri in his bunker every week for six months, whilst four of his comrades were training to assassinate him? How can the Lebanese people believe Nasrallah, after he toppled the Saad Hariri
Second son of Rafik Hariri, the Leb PM who was assassinated in 2005. He has was prime minister in his own right from 2009 through early 2011. He was born in Riyadh to an Iraqi mother and graduated from Georgetown University. He managed his father's business interests in Riyadh until his father's liquidation. When his father died he inherited a fortune of some $4.1 billion, which won't do him much good if Hizbullah has him bumped off, too.

How can the Lebanese people believe anything Nasrallah has to say before they find out who truly is responsible for the death of the greatest statesman and politician in Lebanese history? How can they believe Nasrallah when he continues to reject that those accused of Hariri's liquidation be brought to trial, indeed when these suspects are being sheltered from justice under Hezbullies's wing?

Hezbullies exploited the slogan of "resistance" and succeeded in building a military organization that was able to impose its will on the Lebanese government and people. If Nasrallah fails to refute the evidence and indictment put forward by the STL, then Hezbullies's mask will finally have slipped, and the "resistance" myth will finally be put to bed in Leb, just as it has in Syria.

Identity of Hariri Van Bomber Still Unknown

[An Nahar] The identity of the jacket wallah, who detonated a large quantity of explosives concealed in a Mitsubishi van, killing ex-Premier Rafik Hariri and 22 others, remains unknown, the indictment released by the international tribunal said Wednesday.

"On 14 February 2005, at about 12:52, closed-circuit TV footage shows the Mitsubishi Canter van move slowly towards the St. Georges Hotel," the indictment said.

At about 12:55, the male suicide bomber detonated the explosives concealed in the cargo area of the Mitsubishi Canter van with engine block number 4D33-JO 1926.

"Forensic examination has established the quantity of explosives was approximately 2500 kilograms of TNT (trinitrotoluene) equivalent," the indictment said.

"Fragments of the suicide bomber were recovered at the scene and forensic examination has established both that the remains were: (a) of a male, and (b) not of ABU ADASS," it added.

Shortly after the kaboom, two of the suspects named in the indictment Hussein Oneissi, 37 and Assad Sabra, 34, acting together, called Rooters and Al-Jazeera TV network in Beirut. Then Sabra called Al-Jazeera again and gave information on where to find a videotape that had been placed in a tree at ESCWA Square in Beirut. The videotape was recovered together with a letter.

In the video, which was later broadcast on television, a man named Ahmad Abu Adass falsely claimed to be the suicide bomber on behalf of a fictitious fundamentalist group using the name "Victory and Jihad in Greater Syria."

Siddiq Says he Owns 7 Tapes that Implicate Top Syrian Officers in Hariri's Murder

[An Nahar] "False Witness" Mohammed Zuhair Siddiq has unveiled that he holds seven important recordings that implicate top Syrian officers in ex-Premier Rafik Hariri's liquidation.

Siddiq called al-Jadid TV's anchorman George Salibi during his talk show Sunday night and made the revelation. He said he is going to deliver the tapes to the Special Tribunal for Leb at The Hague.

He exposed one of the recordings in which a high-ranking Syrian officer and his subordinate discuss about Abu Adas and how he refuses to execute orders to carry out the liquidation because he only kills infidels (koffar).

The high-ranking officer then asked his subordinate: "You animal, didn't you tell him that Hariri is an infidel?"

Siddiq said many people in the March 8 coalition would recognize the officer which he refused to name. Media reports said the man is Brig. Gen. Rustom Ghazaleh, the former head of Syria's military intelligence in Leb.

The "false witness" told the TV station that he obtained the recordings from Syria's Interior Minister from 2004 to 2005, and long-time head of Syria's security apparatus in Leb, Ghazi Kanaan.

several times about the Abu Adas issue and Prime Minister Mohammed Naji Otari had sent an envoy to Spain to negotiate with the "false witness."

Asked whether he had met with Caretaker Premier Saad Hariri in Spain, Siddiq confirmed that such a meeting took place at the request of the STL.

He stressed that the talks were his only meeting with Hariri and Col. Wissam Hassan. He said that both were skeptical about him and did not believe him. Siddiq added that he never met them again.

Salibi questioned his motives behind coming up with such information after five years of silence and on the eve of the parliamentary consultations to name a new premier.

Siddiq's revelation also came after broadcasts on al-Jadid of interviews conducted by U.N. Sherlocks and a conversation between Hariri and Siddiq in Spain.

Nahhas Accuses March 14 of Succumbing to Israel

When Nahhas accused those "evading voting under U.S. and Israeli pressure," Hariri replied: "These statements are not acceptable. Israel puts pressure on you and people like you, but not on us."

"I won't accept what you (Opposition) impose on me no matter the outcome," Hariri stressed.

Cabinet, which met Wednesday under President Michel Suleiman, failed to agree on the controversial false witnesses' issue and a vote demanded by the Opposition has been put off.

Al-Akhbar newspaper said Hariri pointed his finger at Nahhas at the end of Cabinet meeting, telling him: "You are going to pay dearly for your comments."

Nahhas reportedly hit back, saying: "Such words are not supposed to come out from a distinguished person like you."
Hariri told Cabinet: "I have agreed to discuss the false witnesses' issue and I have acknowledged their presence, not in order to create a political crisis aimed at targeting the (International) Tribunal."

"If you want to discuss this issue at a political level, then let us start from the beginning, starting with Ahmed Abu Adas all the way to those who accused other countries," he told the Opposition.

"All this talk will only lead to further fragmentation and chaos, " he stressed.

Siddiq: I'm in a European Country under U.N. Protection

[An Nahar] A Syrian agent who allegedly misled a U.N. probe into the killing of former Prime Minister Rafik Hariri said Monday that he is living in a European country under the protection of the United Nations, aka the Oyster Bay Chowder and Marching Society.

"I'm living in a European country to save my life," Siddiq said in an oversees telephone call he made to Al-Jadeed television.

"I'm still subject to the U.N. witness protection program," Siddiq said when asked who was protecting him.

He said he is being threatened by a "side" which is known by the U.N.-backed investigation committee.

Siddiq said he met head of the police intelligence bureau Col. Wissam al-Hasan "only once," adding that he "never" met any of the Lebanese politicians. He stressed that what he said in his earlier testimony that Syrian officers were present in the southern suburbs is "real."

"IF they don't believe my testimony I'm am ready to go to Leb and face trial," Siddiq insisted,

He said he only gave one testimony about the car used in Hariri's murder and that Abu Adas was not in the vehicle.

Siddiq said Special Tribunal for Leb Prosecutor Daniel Bellemare said about him that he is not a credible witness and not a false witness, "meaning that I have to authenticate my testimony and not that I am a liar."

Geagea: We're Ready for 14 March 14's to Prevent Republic Downfall

[An Nahar] Let no one be mistaken, the Lebanese people that rose up on March 14, 2005, yearning for a new dawn, is ready today for "fourteen March 14's" to prevent the downfall of the republic once again, Lebanese Forces leader Samir Geagea said Saturday.

Speaking at the annual rally held to commemorate "the Martyrs of the Lebanese Forces" at Jounieh's municipal stadium, Geagea said: "Some of them are raising the false witnesses issue and describing it as they see fit, issuing their warnings to the republic: you either execute our verdicts against false witnesses, or you are a stupid, collaborator republic, against which only destruction is useful."

"We've been trying hard to tell them that no one can label a false witness as so other than the relevant judicial authorities, and that it's practically impossible to carry on with the false witnesses case before the issuance of an indictment" by the Special Tribunal for Leb, Geagea added.

"It's enough to observe the identity of the major forces behind all of what's happening, so that we become totally confident that if the other camp succeeded in its coup, Leb and the republic wouldn't exist anymore, we'd rather turn into merely a district," Geagea warned.

He noted that "the gates this time are not wide open in the presence of a government whose core and head are sovereign, in addition to the state institutions -- the Judiciary, the army and the Internal Security Forces."

Geagea accused the Hizbullah-led political camp of fabricating the so-called false witnesses who testified before the international investigation commission probing the murder of ex-premier Rafik Hariri, adding that this camp also "marketed them in the media to the furthest extent."

"We'll be the first to demand that false witnesses be tried when they become identified after the end of investigations. Furthermore, we believe that Abu Adas is the lead character in the false witnesses play, and that there's one director, despite the presence of many actors," the LF leader added.

"They're asking us to choose between the tribunal and civil peace, but our answer is the tribunal and civil peace together, because there can't be real, profound civil peace without accountability and without putting an end to crime and criminals."

Geagea slammed those "who are claiming to lead a revolution against corruption," noting that "they have to be the holders of a long history in integrity, transparency and ethics, and these all are totally absent from the behavior of those behind this claim."

In remarks obviously related to the campaign led by Free Patriotic Movement leader MP Michel Aoun, a wholly-owned subsidiary of Hizbullah regarding the legitimacy of the police Intelligence Bureau, Geagea said: "As to revolution against some institutions and their bylaws, it's not meant as a revolution to replace outdated laws and systems with more contemporary ones, but rather to change the rules of the current game, as it didn't enable those behind such calls to achieve their personal aims."

"Whatever happens, that won't lead to anything more than a regime change, but the republic shall remain," Geagea vowed.

On a separate note, Geagea called on FPM supporters to "take a bold decision by returning to the founding principles of the FPM and holding onto them, which would make us instantly come together and start a new day without sensitivities or the remnants of the past."

Sayyed Renews Campaign against Hariri, Mirza, al-Hasan

[An Nahar] Former head of Leb's General Security Department Brig. Gen. Jamil Sayyed on Friday renewed his campaign against Prime Minister Saad Hariri and State Prosecutor Saeed Mirza and police intelligence chief Col. Wissam al-Hasan.

He called on Hariri to provide "clarifications" to some of his MPs and the Lebanese public opinion, in general, and to the Islamist Salafi Movement, in particular, on what his aides -- particularly Mirza and al-Hasan -- have done by distorting and blurring the investigation with the so-called 'cell of 13' which is headed by detainee Hasan Nabaa.

Sayyed noted that members of Nabaa cell "admitted without pressure that the group hid Ahmed Abu Adas and his comrades, particularly closest buddy Khaled Taha, at al-Ansar group at Ein el-Hilweh camp at the end of 2005."

Members of the so-called "cell of 13" were found to have had close operational links to Khaled Taha.

The arrests of the 13-member cell took place in Leb in Jan. 2006. The detainees were also linked to the 2005 assassination of ex-Premier Rafik Hariri.

Khaled Taha, one of the ring members who remains on the lam, is believed to have recruited Ahmed Abu Adas, the turban who made a dubious taped confession about his involvement in the Hariri murder.

Mirza and al-Hasan "distorted investigations with the so-called cell of 13 in harmony with March 14's political decision," Sayyed claimed.

'Considerable Progress' In UN Probe Into Ex-Premier's Killing

New York, 15 June (AKI) - The head of the United Nations-backed investigation commission today has reported "considerable progress" in the probe into the assassination of former Lebanese Prime Minister Rafik Hariri, including critical forensics advances, but stressed the need for a more intensive effort to make headway in the cases of 14 other possibly-related attacks, the UN said in a statement released by its New York heaquarters.

"At present, the fundamental building blocks for the investigation into the crime, in particular concerning the explosion, the container/carrier and the means of delivery, are largely understood and provide the basis for investigative progress with regard to those who perpetrated the crime," according to the report presented to the UN Security Council by Serge Brammertz, the head of the International Independent Investigation Commission (IIIC) into the 14 February 2005 killing of Hariri and 22 others.

In the months ahead, the Commission will focus on identifying the perpetrators of the crime, Brammertz told the Council. The report points out that DNA analysis of human remains recovered from the scene provides no evidence that Ahmed Abu Adass, who claimed responsibility for detonating the bomb in a video sent to news outlets after the attack, had in fact done so. Of the human remains recovered, some 27 fragments indicate that it was likely that one person did in fact “initiate” an Improvised Explosive Device (IED), which was probably placed in a Mitsubishi truck that exploded as Hariri’s convoy drove by.

The IED contained at least 1,200 kilograms of TNT equivalent explosive, the report says, big enough to make sure it accomplished task. “The large amount of explosives used elevated the attack to an almost ‘guaranteed’ level,” Brammertz said.

In regard to cooperation by Syria in the probe, the report presented today said that the level of assistance provided by its officials during the reporting period has “generally been satisfactory,” while “interaction with Lebanese authorities continues to be “excellent.”

The Commission’s report also describes progress in investigating 14 other bombings that occurred in Lebanon since 1 October 2004, on which the IIIC has been assisting Lebanese authorities under its expanded mandate. “Patterns emerging among the six targeted attacks and eight bombs in public locations have not yet been confirmed by evidence, the report says, but in light of potential linkages between the Hariri investigation and the 14 other cases, the Commission is calling for a much more concerted and robust effort to move the cases forward.”

For that reason, and to complete its work on the Hariri investigation, the Commission is supporting the Government of Lebanon’s request for a one year extension of its mandate as well as urging increased support from UN Member States and international organizations. UNIIIC was established by the Security Council in April 2005 after an earlier UN mission found Lebanon's own investigation seriously flawed and Syria primarily responsible for the political tension preceding Hariri's murder.

Al-Qaeda growing in Lebanon

Worrying signs emerging from Lebanon about the growth of al Qaeda, have triggered a general unease and anxiety in security and diplomatic circles. The wave of bombings that targeted Beirut and the South and the arrest for several cells whose members have confessed to belonging to al Qaeda, in addition to Abu Musab al Zarqawi claiming responsibility for an attack on Israeli settlements using Katyusha rockets, have all heightened the fear that al Qaeda is seeking a permanent base in Lebanon. Ahmad Fatfat, the Interior Minister, said he had "impressions" that al Qaeda was seeking to increase its activity in Lebanon. Leading figures in the March 14 coalition went as far as speaking about training camps in northern Lebanon for Sunni militants.

Security sources have indicated that a number of extremists, Lebanese and Palestinian, who left for Iraq a few months ago to join the insurgency and fight against the Americans, have returned after strengthening their ties with main leaders in al Qaeda. These militants might have even received orders to return to Lebanon to engage in jihad and form a key base for al Qaeda as a basis for "al Qaeda in Bilad al Sham" (al Qaeda in Syria). These sources stressed that extremists were inclined to announce the creation of "Wilayat Lubnan" or the province of Lebanon, with members drawn from several Islamist fundamentalist organizations. The security forces' recent announcement that they had discovered a militant cell with 13 members from different nationalities, including Lebanese, supports this view. In addition, the role of these extremist groups in mobilizing Ahmad Abu Adas remains to be unclear. He appeared in a video recording and claimed responsibility for the assassination of Prime Minister Rafiq Hariri in a huge explosion on 14 February 2005.

As the Interior Minister and the authorities continue to claim that they have no reliable information about the growth of al Qaeda in Lebanon, experts have derided their remarks because "there is no ground for such a movement to grow" in multi-confessional Lebanon. They also point out that Hezbollah would not allow these groups to gain a foothold in Lebanon. Instead, they accuse Syria of exploiting this "fundamentalist front" which it once controlled through its presence in Lebanon.

Western diplomats have been observing al Qaeda's activities in Lebanon with serious attention. Sources told Asharq al Awsat the US has asked Beirut, as well as other capitals, to keep a tight rein on the movement of individuals across its borders but denied that it had offered the Lebanese authorities electronic tools to monitor the crossings.

In a report, parts of which were seen by Asharq al Awsat, a western embassy in Beirut indicated, "groups [were] sending fighters to Iraq from the Palestinian refugee camps and elsewhere" across Lebanon. It warned against the dangers of "these groups becoming loose in Lebanon", adding "It is difficult to believe that the Syrians were unaware of the activities of these groups, especially as some of them were very close to the Syrian intelligence headquarters in Anjar." The report also revealed that "Syria allowed these groups more freedom that they would enjoy in the country itself, fearing they would be exploited to "destabilize the region."

Dr. Radwan al Sayyid, professor of Islamic Studies at the Lebanese University, rejected the premise al Qaeda was active in Lebanon because Hezbollah would stand in its way. In Lebanon, he said, "We have Palestinian and Lebanese extremists and fundamentalist militants some referred to as Salafi, which espouse violence. They are divided into two groups: The first group is disorganized and its members have, for the most part, been caught and are currently languishing in Lebanese jails because they do not cooperate with the authorities. The second is under the control of Syria's security services and it is exploiting it according to its wishes. Its members are dormant and do not act unless they are ordered to do so by Syria."

However, four months ago, a new leadership emerged, "under the leadership of the head of the Popular Front for the Liberation of Palestine- General Command Ahmad Jibril in support for the Syrian security forces under the banner of "al Qaeda". They include many Arabs who came in their thousands to Syria to cross illegally into Iraq. Starting six months ago, none of them have crossed the border. Those who insist on joining the insurgency clash with the Syrian security forces. They are the ones Syria publicly announces."

"I do not believe there is such a thing called al Qaeda. What I see is the naming of Syria's intelligence services and those working with them, including some who are being naively exploited. There is a minority that is politicized and they are not unequivocally Salafis, including Hashim Minqarah who belonged to Harakat al Tawhid and was detained by the Syrians in 1985 and released in 2000 after the intervention of former Prime Minister Najib Mikati. These individuals where chased by the Lebanese and Syrian authorities and then exploited for their own benefit."

According to al Sayyid, no more than 500 Lebanese are currently cooperating with the Syrian forces, in addition to several Palestinians who he described as "enthusiastic young men who support Osama bin Laden". Al Qaeda, he said, had two main goals: a tactical aim, which is to cause trouble for the Americans and a strategic aim, which is to establish an Islamic state. In light of this, it would not be able to succeed in Lebanon "because it cannot achieve a certain reputation unless it fights Israel. This is impossible and it appears that it does not even have the intention to attack Israel." He described the current developments as the acts of a number of enthusiastic men and a general atmosphere controlled by the Syrians.

Home to some 80 thousand Palestinian refugees, the Ain al Hilweh camp, on the outskirts of the southern Lebanese city of Sidon, lies outside the control of the Lebanese government. According to media reports, it is the main center for al Qaeda in Lebanon, with the extremist Asbat al Ansar (the League of Partisans) group joining forces with al Qaeda. It is certain that this group is the main source of Palestinian fighters in Iraq but it has yet to pledge publicly allegiance to al Qaeda, perhaps because it does not want to embarrass other Palestinian factions. Its statements announce the deaths of fighters in Iraq and the muezzins around the camp have "celebrated" the announcements of fallen fighters in Iraq.

Inside Ain al Hilweh, one clearly notices the presence of an Islamist current sympathetic to the Iraqi insurgency. Some vendors hang the portraits of the deposed Iraqi president Saddam Hussein in their shops publicly announce their allegiance to "Sheikh Osama", or Osama bin Laden, whom they see as a "great Islamic leader". The internet is the main communication tool between al Qaeda and affiliates. Visitors to certain Islamist websites can see pictures of "the martyrs of the camp" prominently displayed.

When Ziad al Jarrah was named as one of the September 11 2001 hijackers, his family who live in the western Bekaa valley, refused to believe he was guilty and, instead, accused the CIA of drumming up charges against him. In the wake of the attacks, politicians and the inhabitants of the region adopted a unified position and denied any links between Ziad and al Qaeda. However, unanimous tip offs to the media painted a different picture: Ziad has traveled to Afghanistan from where he returned a different person. A number of stories later emerged about the popular support al Qaeda was said to be enjoying in the area.

The first real discussion of the presence of Islamist extremists in Lebanon with foreign ties took place in 1998 when unknown assailants murdered 4 Lebanese judges in Sidon. In 2000, the army clashed with Islamist militants in al Dinniyah, east of Tripoli in north Lebanon. Afterwards, the star of Abu Mihjin, founder of Asbat al Ansar, rose quickly. He mysteriously disappeared from Ain al Hilweh and it was claimed he had moved to Iraq, prior to the US led invasion in 2003, to join al Qaeda in Iraq. His group continues to send fighters to join the insurgency against what they refer to as "the Crusaders and the rejectionists". In 2003, a militant cell, which planned to bomb and target foreign embassies across Lebanon and to train men to send them to Iraq through Syria was uncovered. Lately, it was announced that two new cells with links to al Qaeda were discovered in Beirut and Sidon.
