Funder of ISIS Foreign Fighter Sentenced to 15 Years in Prison |

Dilkhayot Kasimov, 34, was convicted of both counts following a one-week trial in September 2019. According to court documents, in 2015, Kasimov’s co-conspirators Abdurasul Juraboev and Akhror Saidakhmetov planned to travel to Syria to fight on behalf of ISIS. Kasimov provided money — his own and cash collected by others — to help fund Saidakhmetov’s travel and expenses. On the evening of Saidakhmetov’s scheduled departure in February 2015, Kasimov drove to John F. Kennedy International Airport, met Saidakhmetov at the terminal and handed him $1,600 in cash on behalf of himself, co-conspirator Abror Habibov and others. "Kasimov is an ISIS supporter who collected and gave money to another individual to fund his travel to join the terrorist group. With this sentence, Kasimov is being held accountable for his crimes," said Assistant Attorney General for National Security Matthew G. Olsen. "The National Security Division is committed to identifying and holding accountable those who seek to provide material support to foreign terrorist organizations. I would like to thank all of the agents, analysts and prosecutors who are responsible for this case." "Today’s sentence demonstrates the significant consequences for those who help terrorist groups, including by facilitating travel of others to join ISIS," said U.S. Attorney Breon Peace for the Eastern District of New York. "Kasimov was part of a group of individuals who sought to travel to Syria to join ISIS or to fund others who sought to become imported muscle for ISIS. The Department of Justice and our law enforcement partners will continue working relentlessly to protect our country from holy warriors and those who would provide support to them." "As Kasimov learned today, his actions will cost him 15 years behind bars. The FBI continues to make every effort to protect Americans at home and abroad and to bring other like-minded criminals to justice." Co-defendants Juraboev and Saidakahmetov were each sentenced to 15 years’ imprisonment, while co-defendant Azizjon Rakhmatov was sentenced to 12.5 years’ imprisonment. Habibov and co-defendant Akmal Zakirov are awaiting sentencing. A seventh co-conspirator, Dilshod Khusanov, who was charged in a separate indictment, pleaded guilty to conspiracy to provide material support to designated foreign terrorist organizations and is scheduled to be sentenced on July 5. Denver Tries Uzbek Refugee on Charges of Wiring Money to ‘Islamic Jihad Union’ | ||

Prosecutors claim Bahktiyor Jumaev developed a closeness with fellow Uzbek Jamshid Muhtorov when the pair shared an apartment and that the two men discussed joining the IJU through phone calls and emails by using code words such as "wedding" to describe jihad. "It’s a crime to send money or property to a terrorist organization," said prosecutor Gregory Holloway at a courthouse in Denver. "That’s why we’re here." In 2011, prosecutors say Jumaev sent $300 to Jamshid Muhtorov and later admitted to FBI agents that he knew it was going towards the IJU. However, nothing needs reforming like other people's bad habits... Jumaev’s attorney David Barry Savitz argued that the FBI illegally extracted a false confession from him by arresting him after a night’s work and interrogating him for three hours. He went on to claim that his client merely intended to pay back Muhtorov for a $500 bond required to get Jumaev out of jail and was not related to the IJU. "He considered himself trapped. He was scared. He was exhausted," Savitz said in his opening statement. "It was strictly intended to pay his debt and has nothing to do with the IJU." The FBI’s tough questioning allegedly reminded Jumaev of an experience he had in 1999 where Uzbekistan National Security agents questioned him before severely beating him. In January, Jumaev’s lawyers asked a judge not to allow the prosecution to show jurors a video showing the beheading of FBI agents found on Muhtorov’s computer. "There is no evidence that Mr. Jumaev viewed any or most of the Muhtorov electronic evidence, particularly the most violent ones," the motion read. Ahmed has yet to enter a plea. Meanwhile, ...back at the alley, Slats Chumbaloni was staring into a hole that was just .45 inch in diameter and was less than three feet from his face ... 22-year-old Abror Habibo, an Uzbeki-American living in Queens, New York, has pleaded guilty to charges of agreeing to fund terrorist activity, after he bought another man, Akhror Saidakhmetov, a ticket to ...the only place on the face of the earth that misses the Ottoman Empire.... to carry on to Syria and join the Islamic State. Habibo, who ran a chain of mall kiosks along the east coast, also told Saidakhmetov he would buy him a firearm. "While doing these things, I knew it was illegal," Habibov said. Both men now face up to 35 years in prison. However, by candlelight every wench is handsome... Habivov’s lawyer, Anna Sideris, said she hoped "personal history and circumstances" could encourage leniency from the judge. Uzbek pleads guilty to supporting Daesh | |

![]() Abdurasul Hasanovich Juraboev posted a message online last year offering to kill President Obama or bomb Coney Island if ordered to do so by Daesh. He now faces up to 15 years in the slammer. Juraboev was arrested at home in Brooklyn in February. He had purchased a plane ticket to Turkey and was due to leave in March to join up with Daesh. Acting U.S. attorney Kelly Currie said, "He was prepared to commit a terrorist attack on American soil if he were not able to make that trip." Charges are pending against his four co-defendants, all of whom have pleaded not guilty: Akmal Zakirov, Dilkhayot Kasimov and Abror Habibov, all of Uzbekistan, and Kazakhstan native Akhror Saidakhmetov.

Dilkhayot Kasimov, 26, is expected to be arraigned Wednesday in Brooklyn federal court on charges of collecting $1,600 from multiple individuals to help send one of two Brooklyn men to Syria to join the group. Both were arrested earlier this year, along with a third who worked together with Kasimov. All four are Uzbekistani nationals. Kasimov's protege, Akhror Saidakhmetov, was caught in February at JFK International Airport just before boarding a flight to Turkey, where he expected to cross the border into Syria. Kasimov allegedly encouraged others to participate in violent jihad through the use of electronic messages, according to prosecutors. He worked together with Abror Habibov, who owned cell phone kiosks, and who allegedly also helped in facilitating the travel of foreign fighters to Syria. Abdurasul Hasanovich Juraboev had allegedly also planned to travel to Syria to fight with ISIS. The three defendants picked up in February have already pleaded not guilty in March at a hearing in Brooklyn federal court to charges of conspiracy. All four are being held at a detention center in New Jersey, according to the U.S. Immigration and Customs Enforcement Authority. Last month, Saidakhmetov, Habibov and Abdurasul Hasanovich Juraboev — all immigrants from the former Soviet republics of Uzbekistan and Kazakhstan — pleaded not guilty in the same case. All three are Brooklyn residents. The arrests come a month after ISIS front man Abu Mohammad al-Adnani called on Moslems in the West to carry out new attacks and amid growing concern about the homegrown turban threat in the West. "The flow of imported muscle to Syria represents an evolving threat to our country and to our allies," said Loretta Lynch, U.S. attorney for the eastern district of New York. "We will vigorously prosecute those who attempt to travel to Syria to wage violent jihad," she said. "Anyone who threatens our citizens and our allies, here or abroad, will face the full force of American justice." Federal prosecutors in New York said Juraboev bought a plane ticket to travel from New York to Istanbul next month, also planning to make his way to Syria and wage war on behalf of ISIS. The third suspect, Habibov, is accused of helping to fund Saidakhmetov's efforts to join the Syrian jihadists and is scheduled to appear in a court in Florida later on Wednesday. In late January IS front man Adnani called on Moslems in the West to carry out new attacks after 17 people were killed in assaults on January 7-9 in Gay Paree against a magazine and a kosher supermarket. "We promise that in the Christian bastions they will continue to live in a state of alert, of terror, of fear and insecurity ... You have seen nothing yet," he said in a recording posted online. |
