Somalia: Man convicted of smuggling bomb into plane dies in prison

[Garowe] A man who was convicted of smuggling a laptop bomb into a plane in Somalia has died in prison, authorities confirmed, over five years since his trial and subsequent conviction which remains one of the most successful terrorism trials in the country.

Abdiweli Mohammed Maow, the former head of Mogadishu airport security, died on Friday, becoming one of the very many prisoners who have died in jail within the Horn of Africa nation. Details about his illness still remain scanty due to strict protocols.

The man, who was convicted for helping to smuggle a laptop bomb onto Daallo airlines has died in hospital after illness according to government reports. The court had termed him a dangerous "terrorist" with the capacity to destroy many lives within the country.

In recent weeks, al-Shabaab Death Eaters have been targeting security forces within the country, killing a number of them in the process. For instance, the Death Eaters raided a Burundian AU forces base in Central Somalia, killing at least dozens of soldiers in the process.

Elsewhere, one of Somalia’s greatest scholars Sheikh Ali Warsame has passed away according to reports. Sheikh Ali was a well-known Salafi scholar and the first leader of al-Ittihad al-Islam, a jihadi organization formed in the early 1980s which essentially paved way for the emergence of al-Shabaab.

Al-Shabaab has been the most dominant al-Qaeda associate within Africa and one of the most well-funded outfits according to State Department. The US has been working closely with authorities in Somalia to degrade the group, which controls large swathes of rural central and southern Somalia.

Libyan MP Calls for Disarming Militias to Ensure Safety of the People of Tawergha

[LIBYAREVIEW] Member of Parliament, Jibril Ouhaida, commented on the visit of the Prime Minister of the Government of National Unity (GNU) , Abdelhamid Dbaiba, to Tawergha on Saturday, and his demand for the return of the Tawerghans.In exclusive statements to the al-Ittihad newspaper, he said explained that if the militias are not disarmed and disbanded, then nothing will guarantee the safety of the people of Tawergha from any infiltrations, attacks and abuses.

Syrian mercenaries in Libya are hindering stability in the North African country, despite the ongoing discussions to grant confidence to the GNU, according to the Syrian Observatory for Human Rights (SOHR).

The SOHR noted that 6,750 Syrian fighters remain in Libya. Since November, the fighters that have been returned to Syria have only been replaced by new groups of mercenaries.

His family said in a statement carried by the pro-Qadaffy Jana news agency that it would "file the lawsuits against all those involved in Saadi’s incarceration and his torture despite being acquitted by the court."

It claimed that Saadi’s captors denied him the appropriate medical care, putting his life in danger.

UAE Hands Iranian 10-Year Sentence over Sanctions Breach

[An Nahar] A UAE court on Wednesday sentenced an Iranian to 10 years in prison followed by deportation for attempting to ship a generator to his home country in breach of international sanctions.

The appeals court in Abu Dhabi found the unnamed man guilty of "attempting to export a power generator to Iran for its nuclear program, in breach of international sanctions," state news agency WAM reported.

It did not say when the offense was committed. Nuclear-related international sanctions on Iran were lifted following a landmark deal between Tehran and major powers in 2015.

The influence of Shiite-dominated Iran in the Middle East remains a major concern for Gulf countries, including the UAE.

Bomb Wounds Woman Near Egypt Presidential Palace

[IsraelTimes] A kaboom just 100 meters from a Cairo presidential palace maimed a female passerby early Thursday, just hours after a train bomb killed three people, security officials said.

The new bombing followed an attack on a train north of the Egyptian capital late on Wednesday which killed two coppers and a civilian, the latest in a spate of attacks since the army ousted Islamist president Mohammed Morsi in July last year.

The blast struck near a palace in the northeast of Cairo which is rarely used by President Abdel-Fattah el-Sissi, the architect of Morsi's overthrow, whose main office is in another palace in the capital.

The bystander suffered only minor injuries from the crude bomb, which was planted under a bridge, interior ministry front man Hani Abdel Latif told AFP.

Wednesday evening's train bomb in Menufiya province was also rudimentary but it detonated as police were inspecting it, killing two officers and one passenger.

Authorities have for years battled Islamic bully boyz in the Sinai Peninsula, but the unrest there has escalated into a full-fledged insurgency since Morsi's ouster in July last year. The attacks, mainly targeting security forces, have spread to the Nile Delta and Cairo itself.

The attacks in Cairo have mainly involved small, homemade bombs that cause few casualties. But they have still revealed meticulous planning and execution by the bully boyz and exposed the inefficiency of the police.

One such attack involved three homemade bombs that went off less than 20 meters (yards) away from the walls of Cairo's presidential Ittihadiya palace, where Sissi conducts business on daily basis. Two senior coppers were killed, one of whom was trying to defuse a bomb while in civilian clothes and without wearing protective gear.

In the deadliest ever Death Eater attack on the military, at least 30 soldiers were killed late last month in Sinai, prompting Sissi to declare a state of emergency in northern Sinai and order the eviction of some 10,000 people from the town of Rafah on the border with the Gazoo Strip.

On Wednesday, at least 18 people, mostly school children, were killed in a horrific road accident north of Cairo. News of the accident dominated the front page of every Cairo newspaper on Thursday. The accident prompted Sissi to order an overhaul of traffic regulations to stiffen penalties against offenders.

Last week, the burning death of a newborn baby in a private clinic caused a similar uproar. The baby was placed on a heating device soon after its birth, but a technical fault caused the machine to overheat. Graphic images of the baby's blackened body were published in newspapers, reviving longstanding complaints about a culture of negligence and mismanagement.

Are these the faces behind city mall attack?

Al-Shabaab founder and overall commander.

A leaked National Security Intelligence (NIS) report says that early this year Godane held meetings in Somalia to come up with strategies on how to execute attacks in Kenya. The FBI has put a $7 million bounty on him.

Godane, who was born in northern Somalia, now known as Somaliland, has been leading al-Shabaab since 2008.

He studied accounting in Pakistan and while there he occasionally travelled to Afghanistan where he came into contact with al-Qaeda, led by the late Osama bin Laden.

When he returned home he founded the northern wing of Somalia's al-Ittihad al-Islami (Islamic Union), which was established by Somali Mujahiddins returning from Afghanistan. He was to later start recruiting and indoctrinating the militia who were later to start attacks against Western interests in Somalia, including kidnapping and killing of Western nationals.

Godane was to later join the Council of Islamic Courts before teaming up with Aden Hashi Farah to form al-Shabaab when they split from CIC.

Sheikh Mukhtar Robow alias Abu Mansur

Al-Shabaab deputy leader

A leaked NIS report says Muktar Sheikh Robow and Dahir Aweys arrived in Hela Marer area, Gedo region, from Ufuro area in the Bay region, Somalia, on March 22.

They held a meeting with 50 other leaders where they discussed the mode of training for their operatives as well as plan on how to carry out attacks on vital installations in Mandera, Wajir, Garissa, Mombasa and Nairobi.

The FBI has put a $5 million bounty on Robow.

Robow, the deputy leader of al-Shabaab, is also a former spokesman for the group.

He was one of the founders of the terror group. He is from Baidoa in the Bay region of Somalia, where his Rahanweyn clan holds overwhelming influence.

Robow established the first militant Islamist training camp in Somalia, al-Hudda, in Huddur in 1996. He reportedly left Somalia in 2000 to train with the Taliban in Afghanistan.

He returned to Somalia after the Taliban fell from power. In 2003, he helped create al-Shabaab from the remnants of al Ittihad al Islami.

Sheikh Ahmed Iman Ali

According to a leaked National Security Intelligence report, Iman -- who was appointed by Al-Shabaab as its de facto leader of Kenyan fighters in Somalia -- was among the masterminds of the Westgate attack.

"Al-Shabaab remains focused on conducting attacks through individuals that have not been arrested before. The masterminds of the intended attacks are Kenyans, who are in middle and senior management levels of the terror group.

Among them; Maalim Abass Guyo, Ahmed Iman Ali and Jan Mohamed Khan alias Abu Musab Al Mombasa," the NIS report says.

Last year, Iman released a video declaring war against Kenya on behalf of Al-Shabaab. Interviews with those who know Sheikh Iman, a former chairman of Muslim Youth Centre (MYC) in Pumwani, Nairobi, say he has been controversial since his days at Jomo Kenyatta University of Science and Technology, where he graduated with a degree in engineering. Born either in 1973 or 1974, Iman presents security agents with something new in the fight against terrorism.

Those who know him say he was a charming preacher with a fanatical following among various Kenyan communities.

Samantha Lewthwaite a.k.a. "White Widow"

The British media has claimed she was involved in the terrorist attack on the Westgate Shopping Mall.

There is no evidence so far to link her to the attack but police and security forces say Samantha Lewthwaite-- the widow of one of the four suicide bombers who devastated London in July 2005 -- was involved in the Kenya attack, let alone being a "mastermind," as the British papers have claimed.

The International Police (Interpol) has issued a red-alert calling for arrest.

She is wanted by Kenya "on charges of being in possession of explosives and conspiracy to commit a felony dating back to December 2011" as part of a suspected plot to bomb cities along the Kenyan coast at Christmas.

Abu Sandheere

He is believed to have been the one who escorted the terrorists who attacked Westgate Shopping Mall.

He is suspected to be a 50-year-old Kenyan man who is an associate of the late Al-Qaeda leader Fazul Abdullah. Sandheere, whose parents were a Maasai and a European, is thought to have escaped moments after the assault started on Saturday.

"He escorted the attackers to the mall and then left as people were fleeing. He then travelled to the border and crossed to Somalia," said an intelligence source.

According to counter-terrorism sources, the man seconded to Al-Shabaab by the Al-Qaeda network arrived in Somalia on Friday after days of avoiding the tight security that had been mounted across the country to stop suspected terrorists from escaping.

Sandheere, said to be the regional Al-Qaeda man in charge of intelligence, logistics and special operations, escaped from Westgate with two other unidentified terrorists. He is also described as being "extremely sharp".

[Maghrebia] In light of the recent hijacking of the Tunisian-owned merchant vessel Hannibal II, Maghreb residents are increasingly concerned about the growing danger of Somalia's instability. To shed light on the situation, Magharebia spoke to Somali political analyst Mohammed Omar in Mogadishu. He tells the story behind the radical jihadi group al-Shabaab and reveals the movement's ties to international terrorists. As a keen observer of the violent events that have rocked Somalia in recent years, Omar has a deep understanding of the country's history and why it matters to the rest of Africa. He explains that the terrorist group imposes its radical ideology on the population by force and maintains little support among Somalis. Omar also provides a breakdown on the rise of Salafist groups and the links between al-Shabaab and al-Qaeda in the Islamic Maghreb.

Magharebia: Can you describe for us the origins of al-Shabaab?

Mohammed Omar: It's difficult to specify a certain time and say that the movement appeared at it, as its foundation has been a gradual process. In 1997, the Salafist al-Ittihad al-Islami group declared that it would relinquish its armed approach and would turn into a dawa (preaching) group. That decision angered some of the low-level leaders who didn't like it and who insisted on their armed approach.

After September 11th, the possibility that Somalia would be a target for a US attack increased; something that mobilised those young leaders to establish the movement, which soon had training bases in the Somali capital, which was controlled by warlords supported by external regional and international entities.

Magharebia: What is the relationship between al-Shabaab and al-Qaeda in Islamic Maghreb (AQIM)?

Omar: There's certainly co-operation between al-Qaeda and al-Shabaab, as evidenced by the statements made by the two sides. Al-Shabaab says that it is a part of al-Qaeda and boasts about its affiliation to Osama bin Laden, and al-Qaeda issues statements that support al-Shabaab and gives them pieces of advice, as al-Zawahri and Abu Yahya al-Libi usually do.

With the progress of training activities, it is believed that communication links between the group and the international al-Qaeda organisation started to increase. Foreign elements started to flow to Somalia. In the meantime, al-Shabaab was accused of carrying out liquidations against some secular figures and some of the Somali army officers who were accused of espionage. This has led the warlords to declare war on the group under the umbrella of the "anti-terror war".

Magharebia: Is al-Shabaab composed of only Somali citizens or are they receiving support from other regions?

Omar: It's clear that the group doesn't consist of Somali elements alone; rather, there are foreigners from different countries. However,

it is difficult to estimate their number; some say their number is more than 1,000, while others dismiss that number, but estimates show that their number was not less than a few hundred.
That's because the number keeps changing, eager volunteers coming in from abroad at one end, eg England and America, and getting killed, either because they aren't very good at it or because they revealed that they'd changed their mind about jihad being their calling, at the other end.
Magharebia: How does the Somali street view them?

Omar: The Somali street differs in its view of al-Shabaab movement. However,

the overall view seems to be negative since the group didn't come with the consent of the people
and doesn't express the aspirations of the Somali people who long for the establishment of security and stability, creation of a state of institutions, and activation of national reconciliation as the basis for establishing an effective state. who take part in charting the group's policies. The group doesn't express the hopes of the Somali people. Another factor is their adoption of a bloody approach on the domestic level and aggressive policy towards neighbouring countries.

Magharebia: There were a number of terrorist attacks carried out by al-Shabaab in African countries. Do such operations mean that this movement has moved from the local Somali problem to an international one?

Omar: Yes, there are operations carried out by al-Shabaab in several countries, such as the Kampala bombings in which 70 people were killed, and which al-Shabaab grabbed credit for. Currently, there are increasing consultations among neighbouring countries to ward off the threats of al-Shabaab in the region. Both Uganda and Burundi, which have forces in Somalia, are calling for sending troops to Somalia to fight al-Shabaab as part of the war on al-Qaeda all over the world.

Magharebia: Is there any relationship between al-Shabaab and maritime piracy, such as the hijacking of the Tunisian fat merchantman Hannibal II?

Omar: It's widely believed that al-Shabaab is not actually engaged in piracy, although they are controlling several ports in southern Somalia. They are accused of turning a blind eye to the pirates in the areas under their influence, perhaps because they believe that Western countries are the most affected parties in these operations. International forces arrest gangs of pirates every day, but no charges are made against any of them of belonging to al-Shabaab; something that dismisses any links between al-Shabaab and piracy.

Magharebia: How do they finance their operations?

Omar: As far as financing is concerned, outside observers can't give their opinions about it. However,

we can just say that the enormity of operations that al-Shabaab is carrying out and the vast areas of land they are controlling require large-scale financing. If the link between the parent organisation and al-Shabaab is confirmed, then there must be some sort of financing.

Magharebia: How do you see the future of this group in the near term?

Omar: Most analysts believe that the chances of survival for al-Shabaab may wane due to the factors I cited above - their project doesn't stem from the Somali people's priorities, presence of foreign agenda, the area they control is ruled by force, etc. Most analysts make this conclusion. They also talk about the forces that will benefit from the group's disappearance.

UAE freezes four Iranian bank accounts: report

[Al Arabiya] The United Arab Emirates' central bank has frozen four Iranian bank accounts cited in a United Nations Security Council blacklist after uncovering their presence in the UAE banking system, a newspaper said on Tuesday.

A U.N. resolution of June 9 names 40 entities and one individual on a blacklist of firms whose assets worldwide are to be frozen for assisting Iran's nuclear or missile programs.

"We asked the 51 banks operating in the country to step up scrutiny on the accounts and the related names and to search for names on the Security Council list, and we found four bank accounts only," the al-Ittihad daily quoted an unnamed source as saying.

The newspaper's source said the amount of money involved was not significant and did not name the banks concerned. A central bank official was not available for comment.

The seven-member UAE federation, a U.S. ally with a large expatriate Iranian population mainly in Dubai, has been under pressure to monitor commercial relations with Iran.

On Monday, the central bank directed banks to provide more frequent details of remittances to Iran. This was part of a series of studies on the economic impact of the U.N. sanctions, a circular sent to banks said.

The Dubai Financial Services Authority (DFSA) froze accounts of Perisa International in August after the bank was added to the EU's list of sanctions.

The UAE has tried to walk a fine line to avoid both alienating its key trade partner and damaging relations with Washington. But it has said it would abide by all U.N. Security resolutions against the Islamic republic.

Last year, Dubai's re-exports to Iran -- goods originally coming from Europe, Asia or elsewhere and then sold on to Iran -- rose 4.8 percent to 21.3 billion dirhams ($5.8 billion).
