, police said today.

Mohd Altaf, son of Mohd Iqbal, a resident of Gadyog village in Khawas tehsil, has been detained to prevent his unlawful acts posing a threat to the society, said a police official.

He said that Altaf was detained under PSA after the District Magistrate Rajouri passed an order following a written dossier submitted by the police.

SSP Rajouri Amritpal Singh said that five notorious OGWs have been detained under preventive sections of law in Rajouri in the past two months.

Pak-backed Dr Asif Maqbool Dar who used social media to flare up terror designated as terrorist, JeM offshoot banned
2023-01-08

A day after declaring The Resistance® Front (TRF) as a terrorist organization, the Ministry of Home Affairs (MHA) banned the Peoples Anti-Fascist Front (PAFF), an offshoot of Jaish-e-Muhammad (JeM), under the Unlawful Activities Prevention Act (UAPA) for carrying out terror activities in Kashmir
...a disputed territory lying between India and Pakistain. After partition, the Paks grabbed half of it and call it Azad (Free) Kashmir. The remainder they refer to as "Indian Occupied Kashmir". They have fought four wars with India over it, the score currently 4-0 in New Delhi's favor. "PAFF is a proxy outfit of Maulana Masood Azhar
...One of the major players in Pak terrorism. In early 1994, India incarcerated him for his activities. In 1995, foreign tourists were kidnapped in Jammu and Kashmir. The kidnappers included his release among their demands. One of the hostages managed to escape but the rest were eventually killed. In 1999, he was freed by the Indian government in exchange for passengers on hijacked Indian Airlines Flight 814 that had been diverted to Kandahar. The hijackers were led by Masood Azhar's brother, Ibrahim Athar. Once he was handed over to the hijackers, they fled to Pak territory despite the fact that Islamabad had earlier stated that any of the hijackers would be jugged at the border. The Pak government had also previously indicated that Azhar would be allowed to return home since he did not face any charges there. Shortly after his release, he made a public address to an estimated 10,000 people in Karachi, firing up the rubes against America and India...
-led JeM and was involved in terror acts and issuing threats to Indian security forces, politicians, civilians in J&K, and other states," MHA said in an notification issued here Saturday. The MHA said that the outfit had emerged in the year 2019 as a proxy outfit of JeM, a proscribed terror outfit listed at Serial No 6 of the First Schedule under the UAPA.

"It regularly issues threats to Indian security forces, politicians, civilians working in Jammu and Kashmir from other states and is involved, along with other organizations, in conspiring pro-actively physically and in social media to undertake violent mostly peaceful terrorist acts in J&K and other major cities in India," it said.

The MHA also declared Arbaz Ahmad Mir, a Lashkar-e-Tobia operative who is currently based in Pakistain, as an "individual terrorist" under the Fourth Schedule of UAPA.

According to the government, Mir was the main accused in the assassination of Rajni Bala, a school teacher in Kulgam in May last year.

The Union Home Ministry also declared Dr Asif Maqbool Dar, who is based in Saudi Arabia
...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. Fifteen of the nineteen WTC hijackers were Saudis, and most major jihadi commanders were Saudis, to include Osama bin Laden. Crown Prince Mohammed bin Salman quietly folded that tent in 2016, doing terrible things to the guys running it, and has since been dragging the kingdom into the current century...
, as a terrorist under the Unlawful Activities (Prevention Act)-1967, officials said.

In a notification, the MHA said that Dr Asif, a resident of Bandey Payeen, Wagoora, Baramulla, presently based at Daman, Ash Sharqiyah, Dhahran, Saudi Arabia, is associated with Hizb-ul-Mujahideen.

"Dr Asif is involved in instigating or provoking the youth of Kashmir for terrorist activities by using social media platforms," reads the notification.

According to the MHA, Dr Asif is one of the leading radical voices on social media and is involved in nefariously influencing Kashmiri youth to take up arms against the Indian government and security forces.

It said that the Pakistain-backed, Saudi Arabia-based Dr Asif used social media to flare up terror and identify kill targets for the terrorists.

The MHA said that Dr Asif is accused in a case investigated by the National Investigating Agency (NIA) relating to a conspiracy hatched by the cadres of the terrorist organization to undertake violent mostly peaceful terrorist acts in J&K and major cities in India including New Delhi on the direction of handlers based across the border.

Terror Networks
The United States began to mark terrorists
2022-12-04
Direct Translation via Google Translate. Edited.
by Davron Abdullayev

[REGNUM] The Doha Agreement emphasized the fight against IS and Al-Qaeda. According to a number of experts, the agreement also included some secret clauses or verbal agreements.

The arrival of the Taliban to power in Afghanistan and the situation that is developing there are very ambiguous processes, and much is still hidden from the general public. Further, one of the aspects of these events will be considered - the actions of the United States in relation to terrorism in Afghanistan in comparison with the approach of Russia and a number of states in the region, developed at the Moscow Consultative Meeting on Afghanistan, held in November of this year. The meeting will be discussed below.

I decided not to mention the appeal of the US Congress, because the Doha Agreement (February 29, 2020) between the US and the Taliban was developed and signed during the Trump presidency.

The fact that the collective West and, above all, the United States has double standards on almost the entire agenda of international politics has long been no secret. The same is true with approaches to the fight against terrorism. A good example is Syria, where terrorists of all stripes were divided into "bloody radicals" and "fighters" against the no less "bloody" regime of Bashar al-Assad.

Now, it seems, the mentioned standards have begun to be applied to Afghanistan, however, in a slightly different version. In Afghanistan, the Americans did not divide terrorists into “good” and “bad”, but simply “forgotten” those who, in their opinion, do not pose a potential threat to the United States itself and, moreover, can be useful to them. Moreover, already in the Doha Agreement of February 29, 2020 between the United States and the Taliban, only the Islamic State and Al-Qaeda were mentioned among the terrorist groups."

The first statements about the “strengthening” of the positions and growth of the potential of the “Islamic State” and Al-Qaeda in Afghanistan were made by the American military, and retired, the current summer. The skirmishers were former heads of US Central Command Kenneth Mackenzie and David Petraeus. The latter also managed to work for a short time as director of the CIA. Further, the baton was picked up by Republican parliamentarians, such as Senator Johnny Ernest and Rep. Mike Waltz. Although the congressmen focused not so much on the growth of terrorist threats as on its cause - the shameful flight from Afghanistan, their statements again featured only ISIS and Al-Qaeda (an organization

WHAT ARE ISIS, AL-QAEDA AND OTHER GROUPS TODAY?
"Al-Qaeda," created in 1988, after the withdrawal of Soviet troops from Afghanistan, directed the spearhead of the fight against the United States, the countries of the so-called "Western world" and their supporters in Islamic countries. The goal of the organization is to overthrow the secular regimes in these countries and create a "Great Islamic Caliphate."

Experts distinguish five periods in the history of Al-Qaeda: emergence (late 1980s), "wild" period (1990-1996), heyday (1996-2001), periods of existence in the form of a network (2001-2005) and fragmentation (after 2005). A sign of the organization’s decline is the fact that its head, Ayman al-Zawahiri, took an “oath of allegiance” to the leaders of the Taliban - Mullah Akhtar Mansur (2013-2016) and Mullah Haibatullah Akhundzada (since 2016) . It is no coincidence that Zawahiri, after the Taliban came to power, took refuge in Kabul.

The "Islamic State" aims to establish a caliphate , similar to the one that existed in the Middle Ages. ISIS seeks to extend its power first to Jordan, Palestine and Lebanon (the countries of the Levant) and, finally, to the entire Islamic world. IS took the creation of the caliphate literally, in contrast to the Muslim Brotherhood" of Egypt and Al-Qaeda, for which the caliphate is either a spiritual idea or a goal for the distant future.

Because of the ruthless violence, all major Muslim theologians condemned ISIS as heretics. The "Islamic State" does not recognize state borders and only allows peace agreements for up to ten years. Support for the "Islamic State" by the Taliban is impossible in principle - in the structure of the "Caliphate" of the IS there is no place for an independent "Islamic Emirate of Afghanistan."

The American media, citing former member of the Afghan parliament Nahid Farid, cited a fantastic figure of 4,500 IS fighters operating in Afghanistan. I wonder where the former parliamentarian, who fled the country more than a year ago and even during the republican period did not have access to any significant secrets, got such specific information? Nevertheless, American politicians and biased media, such as the Afghanistan International TV channel (which has offices in London and Washington), only mention these two terrorist organizations in all their statements and broadcasts, completely "forgetting" about other radical organizations that are no less dangerous, if not for the world as a whole, then for the region. These include the following.

"Lashkar-e-Taiba" (lit. "Army of the Clean" or "Army of the Righteous") is one of the largest and the most active terrorist organizations in South Asia.

It was founded in 1989 with the financial support of Osama bin Laden. The goal is the liberation of Kashmir, based in Pakistan and Afghanistan, operates in Kashmir and India. Some of her attacks were carried out in Pakistan. The organization has been designated a terrorist organization and banned in India, Pakistan, the United States, the United Kingdom, the EU, Russia and Australia.

"Jaish-e-Muhammad" ("Army of Mohammed ", abbreviated as JeM) is a Pakistani jihadist group operating in Kashmir. Established in 2000. The main goal is to separate Kashmir from India and unite it with Pakistan. After the liberation of Kashmir, she intends to carry "jihad" to other parts of India with the intention of expelling Hindus and other non-Muslims from the Indian subcontinent.

Maintains close relations with the Taliban and Al-Qaeda in Afghanistan. Experts claim that JeM was created with the support of Pakistan's Inter-Services Intelligence , which uses it to fight in Kashmir and elsewhere. Jaishe-Muhammad has been banned in Pakistan since 2002, but has reappeared under different names. Designated as a terrorist organization by Pakistan, Russia, Australia, Canada, India, UAE, UK, US and UN.

Tehreek-e Taliban Pakistan (TTP) is a radical Islamist militant organization. Established in 2007, based in the Federally Administered Tribal Areas , has a number of strongholds in Afghanistan. Represents an association of most (not all) Pakistani groups based on common goals: resistance to the "pro-Western" Pakistani government, the establishment of direct (unconstitutional, undemocratic) Sharia in Pakistan , Muslim India , resistance to NATO troops in the territories of Pakistan and Afghanistan (until 2021). The TTP is not united with the Afghan Taliban, however, these groups cooperate closely, which was especially evident during the Afghan war of 2001-2021. They differ in their history, slightly in purpose. Pashtuns dominate the active part of both organizations .

"Islamic Movement of East Turkestan" (also - " Turkestan Islamic Party" , "Turkestan Islamic Movement") - Uighur an illegal armed group whose goal is to create an independent Islamic (Sharia) state in East Turkestan and convert the entire Chinese people to Islam. Sometimes erroneously called "Al-Qaeda in China," which is unlikely, since Al-Qaeda” is a Salafi group, and ETIM is a Sufi group .

The Islamic Movement of Uzbekistan is an Islamist terrorist organization created in 1996 by former members of a number of political parties and movements banned in Uzbekistan . The goal is to overthrow secular power in Uzbekistan and establish a Sharia state. Considered as a terrorist organization by many countries of the world, including Russia and the United States .

Jamaat Ansarullah is a Tajik terrorist organization. It sets as its goal the creation of a Sharia state in Tajikistan. According to some reports, the Taliban transferred five districts bordering Tajikistan in the province of Badakhshan under the control of the group and provided assistance with weapons and ammunition.

In total, according to various estimates, from 20 to 50 different terrorist groups operate in Afghanistan. Above are the largest and most active.

THE SITUATION WITH ISIS AND AL-QAEDA AFTER THE US WITHDRAWAL FROM AFGHANISTAN
Against the "Islamic State," more precisely, its branches in Afghanistan and Pakistan - "Velayat Khorasan," the Taliban actually carried out several, albeit not very large, operations, but war was declared. The reaction of the former allies in the fight against US troops was not long in coming - in response, the Taliban received a number of bloody suicide attacks, mainly in Hazara areas, and widespread reaction on social networks due to the fact that the Taliban is not able to ensure the safety of the population.

Moreover, recently the ISIS switched to attacks on the Taliban army - for example, an attack on the transport of the 205th army corps in Herat, when 14 soldiers of the Islamic Emirate army were killed. At present, the conflict has taken on a protracted character with minor actions on both sides.

With Al-Qaeda, the situation was somewhat different. The Taliban simply "didn't raise their hand" against their longtime ally from the memorable times of cooperation and friendship between bin Laden and Mullah Omar. In addition, Ayman al-Zawahiri renewed the “oath of allegiance” to Mullah Haybatullah Akhundzad. The answer of the Americans was not long in coming: on July 31, an American drone eliminated Zawahiri in Kabul.

A small digression is needed here. In November last year, "humanitarian aid" in cash from the "international community" began to arrive in Afghanistan in the amount of 32 million US dollars a week (subsequently, the size of "aid" packages increased to 40 million). The Taliban cheerfully reported that the money that arrived was being transferred to one of the commercial banks. It is even ridiculous to assume that any of the Afghan banks tried to dispose of at least one dollar of these funds without the knowledge of the Taliban.

To date, the total cash flow has exceeded $1.4 billion. Neither the United States, nor the "international community", nor the Taliban themselves gave a clear explanation of the origin and methods of using these funds. The indistinct muttering of high-ranking UN officials once again informed the world that Afghanistan is in the gravest humanitarian crisis that needs to be fought, and this requires money, a lot of money. They probably forgot that the United States has a tidy sum of $7 billion of frozen assets in Afghanistan, half of which the Americans want to transfer to the families of the victims of September 11, and the other half to the fund they created in Switzerland, allegedly designed to "provide humanitarian assistance to the people of Afghanistan, bypassing the Taliban.

The first "result" is obvious - Afghan banknotes were printed in Poland and handed over to the Taliban.

So, after the assassination of Zawahiri, this flow slowed down somewhat, the American generals proudly announced that, despite the fact that the Americans do not have a physical presence in the country, they are able to destroy any target in Afghanistan, read - any of the Taliban leadership.

No wonder Sirajuddin Haqqani, the head of the Haqqani Network and the Minister of Internal Affairs of the Taliban government, immediately left Kabul and took refuge in the region where he has the greatest influence - in the province Kunar in the east of the country.

But the “stick” was followed by a “carrot” – US Special Representative for Afghanistan Tom West visited Afghanistan; in Qatar with American officials, including the same West, met the Minister of Defense of the government of the Taliban Mullah Mohammad Yakub (the son of the founder of the movement of the one-eyed Mullah Omar), and as an apotheosis - a meeting in Doha of the head of intelligence of the Taliban with the deputy director of the CIA.

It is not known what they agreed on, but the amount of cash flowing into Afghanistan increased dramatically - in the first week of November alone, 4 packages of $40 million arrived. Shortly before this, a number of sources confirmed that the Taliban deployed over 400 militants and commanders of the ETIM, the IMU and "Jamaat Ansarullah."

With Pakistan, things were much more complicated. Firstly, the prime minister there was Imran Khan, who tried to pursue an independent foreign policy. Without hesitation, the Americans applied the old tried and tested method - they simply dumped the "obstinate" prime minister.

Three months later, Pakistan provided its territory and airspace for an attack on Zawahiri. Of course, the Pakistani authorities disowned this, but it is not necessary to be a great specialist to understand: the drone could only fly from the territory of Pakistan.

Iran, for well-known reasons, disappears immediately, UAVs simply could not fly from the territory of the states of Central Asia, from US bases and aircraft carriers in the Indian Ocean - too. The Taliban were indignant for appearances, but things did not go further than this. And then, after a couple of weeks,

WHAT IS HIDDEN BEHIND THE "SELECTIVITY" OF AMERICANS?
The Moscow Consultative Meeting on Afghanistan was attended by representatives of Russia, China, Pakistan, Iran, India, Kyrgyzstan, Uzbekistan, Tajikistan, Kazakhstan, Turkmenistan, Qatar, the United Arab Emirates, Saudi Arabia and Turkey. The final statement states that the participating countries "want a peaceful, unified, independent Afghanistan free of terrorism and drug trafficking, and calls on the Taliban to take serious measures to fulfill their obligations to eradicate terrorism and drug trafficking and fight them resolutely to ensure that Afghanistan never again becomes a safe haven or a source for the spread of terrorism. The participants also declared their readiness to help Afghanistan in this area. Note that the statement does not indicate specific terrorist groups, but speaks of terrorism as a phenomenon.

As mentioned above, the Doha Agreement emphasized the fight against IS and Al-Qaeda. According to a number of experts, the agreement also included some secret clauses or verbal agreements. Based on the foregoing, it can be assumed that it was meant to counteract the growth of the presence and financing of ISIS and Al-Qaeda (only these two organizations) in Afghanistan, with full ignoring and even promoting other groups that can be used for the following purposes:

— directly against China in Xinjiang (“Islamic Movement of East Turkestan”);

— indirectly against Russia - in the Central Asian states ("Islamic Movement of Uzbekistan", "Jamaat Ansarullah");

— as an instrument of influence on Pakistan and India (“Lashkare-Taiba,” “Jaishe-Muhammad,” “Tehrik-e Taliban Pakistan,” whose activities are prohibited in the Russian Federation));

— to destabilize the situation in the region as a whole - as a pretext for military intervention.

Daily Evacuation Brief September 17, 2022
2022-09-17
[AfghanDigest] LAST 24 HOURS
  • RECLAIMING RESETTLED HOMES — Residents in Takhar province have banded together to resist Taliban efforts to remove locals from their homes and resettle Pashtun nomads in their place. Residents of the Rastaq and Yengi Qala districts forcibly took back some of the houses from the nomads and forced them to leave the area.

  • MORE NRF PRISONER EXECUTIONS — Video evidence of an additional 3 NRF prisoners being executed in Panjshir has surfaced on social media. The content has not yet been verified, but the video seems to show prisoners being urged to divulge information. A Taliban fighter was overheard saying, “We aren’t going to kill them”, but later footage shows them being shot. The location of the incident is unknown.

    • Sources within the Ministry of the Interior are saying Minister Sirajuddin Haqqani is incensed over the execution of Resistance fighters and others. He has vented in several meetings about the practice of summary executions and how it negatively affects the international view of the Taliban. He claims to have issued multiple orders to halt the practice and is frustrated that he is being ignored.

  • SPECIAL COMMANDER’S STATUS UNCLEAR — The status of the Taliban’s Special Commander for Panjshir, Mullah Abdul Qayyum Zakir, remains unclear. Rumors continue to circulate about his death, although others claim he was injured and is still recovering in the hospital.

  • KYRG-TAJ FIGHTING RECOMMENCES — After the temporary ceasefire was violated, fighting between Kyrgyzstan and Tajikistan recommenced along their joint border. Both countries are blaming the other for breaching the ceasefire, and it is not clear who initiated hostilities. The situation is tense, and violence could escalate. If the situation deteriorates, Tajikistan could close its borders.

CONFLICT TRACKER
Kapisa: The AFF claims to have launched a successful night attack against the Taliban checkpoint (codename JENDER) in Hessa-e-Awal Kohistan. The AFF says one Talib turban was killed and 2 more were maimed.
Badghis: An AFF spokesman announced one Talib big turban and 1 Talib turban were killed in Rabat, or possibly they were highway police.
Balkh: There are reports that Talib Sholgora District Commander Maulvi Fateh and some of his henchmen were poisoned by an unidentified Resistance faction.

NEXT 24 HOURS
  • VIOLENCE EXPECTED OVER RESETTLEMENT — People in Takhar province should expect a Taliban response to the expulsion of Pashtun nomads from two districts. Apparently, other districts have adopted the same tactics and are forcing the resettled nomads out, but we do not have verification of where this is taking place. Taliban security forces are likely to respond, and the situation could turn violent.

[AfghanDigest] LAST 24 HOURS
  • EXILED LEADERS CONVENE IN AUSTRIA — A meeting of exiled Afghan political, military, and civil leaders began in Vienna, Austria today. The three-day meeting has attracted several high-profile Afghan leaders who held posts in the previous regime or who are actively involved in opposition measures against the Taliban. The primary focus of the meeting is to (1) form an amalgamated consensus on the current security situation in the country and (2) plan both political and military steps to resist the Taliban regime going forward. A report will be issued upon the conclusion of the meeting.

  • SIDE MEETINGS AT SCO — While no senior Taliban officials are participating in the Shanghai Cooperation Organization meeting in Uzbekistan, several Taliban representatives are said to be in attendance, and multiple bilateral meetings have taken place on the periphery of the conference between select SCO members and Taliban representatives. The conference will conclude on September 16, but several follow-up meetings are scheduled into next week.

  • MORE TALIBAN BODIES SHIPPED FROM PANJSHIR — An additional shipment of Taliban fighters killed in the fighting in Panjshir was reported late on Wednesday evening. 25 bodies were seen being loaded on transports headed to Uruzgan, and 11 bodies were reputedly sent to Maidan Wardak. In total, we estimate the total number of Taliban deaths during the past 6 days of fighting stands at approximately 300 (taking into consideration the bodies that could not be recovered in the mountains). In contrast, the casualty totals for the Resistance are approximately 50, but those figures are disputed by an NRF spokesman.

  • RUMORS OF MULLAH ZAKIR’S DEATH — Several rumors are circulating that the Taliban’s recently appointed special commander in Panjshir was killed during clashes with the NRF in Abdullah Khel Valley in Panjshir. Sources state that he was hospitalized in Kabul, but died after two days of treatment. One source claims he was “fragged” by his own men. There has been no confirmation of any of these rumors, and false death rumors commonly circulate in Afghanistan.

  • CRITICISM OF NEW US FUND — There have been many negative reactions to the US’ recent announcement to use the Central Bank’s frozen assets to create a trust fund at a Swiss bank. Humanitarian agencies decry the move as a throwback to strings-attached aid and say the move will hamper humanitarian operations. The Taliban, Russia, and China have all condemned the move. Our analysis of the political aspects of the strategy indicates that the move will allow the international community to maintain leverage in any future discussions with the regime.

CONFLICT TRACKER
Kabul: Masked gunmen assassinated staffer (possibly an investigator) of the Serious Crimes & Administrative Corruption Dept. early Thursday morning.
Ghor: Tribal leader named Payanda was assassinated in Firozkoh city by unidentified gunmen Wednesday night. Payanda is thought to have had a relationship with the local police under the previous government.
Kapisa: The Taliban are accused of killing 4 civilians in Najrab district. The four were arrested for possessing weapons, then executed. The village where this is said to have occurred was subjected to an aborted house-to-house search operation, which the villagers resisted. A local source was quoted as saying everyone in rural areas carries personal weapons for protection.

Afghanistan blames border clash on Pakistan’s bid to build post

[AlJazeera] The Taliban government in Afghanistan has blamed the Pakistan army’s attempt to build a security post at their border as the reason behind Tuesday’s cross-border skirmish, causing multiple deaths on both sides, including at least three Pakistani soldiers.

The exchange of fire between the two sides happened in Paktia province on the Afghan side and Pakistan’s Kurram region. Karimi said some Afghan authorities went to talk to the Pakistani officials allegedly building the border post, but they were fired upon.

The Taliban’s response came a day after the Pakistani military claimed the “terrorists from inside Afghanistan” opened fire on Pakistani troops stationed in Kurram, resulting in “heavy casualties” for the rebel fighters.

“Pakistan strongly condemns the use of Afghan soil by terrorists for activities against Pakistan and expects that Afghan government will not allow conduct of such activities in future,” the statement said.

On Wednesday, the Taliban rejected reports claiming Pakistan’s Jaish-e-Muhammad (JeM) chief Masood Azhar had sought refuge in Afghanistan.

Afghan Terrorists with American Weapons Reaching LoC to Infiltrate India, Says Top Army Officer
2022-02-20

The spillover of high tech modern weapons and advanced night vision devices left over by Americans in Afghanistan after the fall of Kabul in August 2021 is now finding its way towards Indian Union Territory of Jammu & Kashmir
...a disputed territory lying between India and Pakistain. After partition, the Paks grabbed half of it and call it Azad (Free) Kashmir. The remainder they refer to as "Indian Occupied Kashmir". They have fought four wars with India over it, the score currently 4-0 in New Delhi's favor. After 72 years of this nonsense, India cut the Gordian knot in 2019, removing the area's special status, breaking off Ladakh as a separate state, and allowing people from other areas to settle (or in the case of the Pandits, to resettle) there....
via Pakistain through the Line of Control (LoC), said Major General Ajay Chandpuria, General Officer Commanding (GOC) 19 Infantry Division stationed in Baramulla of North Kashmir in an exclusive conversation with this journalist.

19 Infantry Division under the 15th Chinar Corps oversees the counter-terror grid and security preparedness along some crucial areas of Line of Control with Pakistain in North Kashmir.

"Afghanistan situation has a profound impact for the security situation for our country and specially in Jammu & Kashmir. It’s no secret that the various terrorist groups which were fighting the Americans in Afghanistan are now idle", says Major General Chandpuria.

"Coupled with that there are thousands of pieces of modern weaponry, night-vision devices and other modern equipment which was just left behind by the Americans. Lot of it as per the reports is getting proliferated towards Pakistain and some of it has gravitated closer to the Line of Control (LoC)", he further says.

After the fall of Kabul, as per reports, several turbans lodged in Afghan prisons were released by the Taliban

and the Haqqani Network and sent to freedom in Pakistain.

Many of those veteran fighters from Jaish-e-Muhammad, Lashkar-e-Taiba

and other terror groups have reached various camps and launch pads in Pakistain Occupied Kashmir (PoK).

Over the last year a ceasefire has been achieved between India and Pakistain, restricting the "cover" fire usually given by Pak troops to make terrorist infiltration into India possible through the Line of Control.

"As per our inputs, we are at the peak of winters with a lot of snow which really restricts infiltration attempts here and since last one year since the ceasefire understanding we have more than 6 such infiltration attempts being made which were neutralised", says Major General Ajay Chandpuria.

"At any point of time we have around 100 to 130 turbans believed to be at launch pads opposite our area. In the infiltration attempts that have been neutralised, we have had recoveries of modern American assault rifles, modern generation thermal imaging night vision devices and such like equipment", he says.

While 2021 has mostly remained peaceful at the LoC, there are apprehensions after fresh recoveries and multiple agency reports that have indicated a rise in activities in Pakistain Occupied Kashmir suggesting a possible infiltration plan for the summer of 2022.

"I think that apprehension of the fighters who operated in Afghanistan from these terrorist groups along with the modern weapons and the equipment would certainly be present at the Line of Control and endeavour to infiltrate in the coming summers", Major General Ajay Chandpuria confirms.

The eerie calm after the abrogation of Article 370 on August 5th 2019 in Jammu & Kashmir had resulted in a downward terror graph in the valley.

Latest inputs about the Afghan war veteran fighters with modern American equipment reaching the Line of Control to infiltrate into India however is a serious development in the wake of Pakistain’s attempts to internationalise Kashmir yet again after several recent debacles.

Afghan forces intercept Taliban fighters, find Jaish terrorists training for Kashmir
2020-04-17
[hindustantimes] A chance discovery of global terror outfit Jaish-e-Mohammed cadres in Afghanistan’s Nangarhar province on Monday night has confirmed the assessment of Indian intelligence agencies that Pakistan’s Inter Services Intelligence had resumed training a select groups of terrorists for Kashmir in war-torn Afghanistan,
...hinterlands should be used for hinterlandish activities...
people familiar with the development told Hindustan Times.
Tip from Indian Intel?
The Afghan forces had carried out a raid in Nangarhar’s Muhmand Dara
...alternately Mohmand Dara...
at what was presumed to be a Taliban camp that led to a bloody gunfight. At the end of the clash that cost the Afghan security forces four lives on April 13-14 night, the security personnel discovered that only 5 of the 15 men they had killed were from the Afghan Taliban. The other 10 were Jaish-e-Mohammed terrorists being trained to fight in Jammu and Kashmir.

One Jaish terrorist survived the gunfight and was captured.
“Bring out the torture instruments, a barrel of mustache wax, a pot of tea and a plate of cookies, Mahmudullah. Somebody’s mustache is going to be thoroughly waxed tonight!”
Counter-terror operatives in Delhi and Kabul told HT that the Masood Azhar-founded Jaish-e-Mohammed, which shares the same Deobandi umbilical cord with Taliban, appeared to be running three camps (called Mustaquil) along with four Taliban camps in Nangarhar province. The camps have been identified as Khogyani I, Khogyani II and Dargah camp in Nangarhar province and were lent by the Taliban in lieu of Haqqani network’s cadre being trained in JeM’s camps in Pakistan.

Hindustan Times has accessed photographs and video footage of the clash. One of these photographs shows some of the weapons seized by the Afghan security forces from the camp: 2 mortar launchers, one rocket-propelled grenade and 2 AK series rifles.

Maulana Masood Azhar, who has been on India’s most wanted list for years, is incapacitated due to health issues and lives in the terror group’s headquarters, Markaz-e-Usman-o-Ali in Pakistan’s Bahawalpur.

His younger brother Mufti Rauf Asghar is the man running the Jaish ‘s terror show.

Intelligence reports indicate that the Jaish’s de facto chief Mufti Rauf Asghar’s son Wali Azhar is also being trained in these camps that are headed by former Afghan war and Harkat-ul-Mujahideen veteran Mufti Asghar Kashmiri. His second-in-command at these camps is the Jaish’s Kashmir infiltration specialist Abdullah aka Asadullah.

“We have photographic evidence that places Kashmiri and Abdullah at the terror launch pads in Pakistan-occupied Kashmir,” one official told HT.

According to information shared with India’s security planners, Pakistan-occupied Kashmir residents Yasin, Umar, Said and Mansoor along with Bahawalpur-based chief trainer Chacha Wagah, Junaid and Qari Sahab were present in the camp along with Kashmiri and Abdullah as late as March 29.

The total strength of Khogyani I camp is 23 cadres and seven instructors, while the number of cadres in Khogyani II and Dargah camps number 66 excluding trainers and logistics staff.

The radicalised cadre are being given a 15-day normal training after which they have to clear the six-month “Jundullah (commando)” training course before being launched into J&K. These cadres are also being given jungle survival training in Kunar reserve near Nuristan border.

Miniature replicas of the areas around their launch pads at Neelum, Sharda, Kel, Athmuqam, Leepa, Kotli and Forward Kahuta across the Line of Control (LOC) have been created for briefing them about infiltration into J&K.

Already, intelligence agencies have reported that the Pakistan terror groups had prepped to send about 230 terrorists across the Line of Control.

Indian national security planners are also watching with some anxiety the emerging big picture in Afghanistan with the US on the verge of withdrawal and Taliban all set to fight it out with the Ashraf Ghani regime for the seat in Kabul.

It is quite evident that once the Taliban gain control of Kabul, Pakistan would acquire strategic depth through Afghanistan and use the soil to launch terror strikes against India, a counter-terror operative in Delhi said.
