Other experts said that stroke cases have doubled compared to the past ten years.

The good doctor is just talking about noticeable mental disorders, NN2N1. Probably the same percent have visible physical disorders, where the groups overlap by some amount, meaning less than 30% of the population have a noticeable disabling genetic mutation. The same again are total probably carriers, and a somewhat larger number probably have deleterious genetic mutations mild enough that the symptoms are not noticeable, if this follows a normal Bell curve.
