#5 I can only vouch for the Army, but promotion from 2d to 1st LT is an administrative act without any selection board at the end of the second year of service. The personnel office sends a form to the individual's commander and they check a box and return. If the don't recommend promotion, they have to explain why it shouldn't be done. If someone is separated from service before the end of second year, that routine would not occur. |
