Secret Service dismantles 'telecommunications threat' near UN General Assembly in New York

9 Ala Stingray:

A Stingray device is a type of IMSI-catcher, a cellular phone surveillance tool manufactured by Harris Corporation, initially developed for military and intelligence use before being adopted by law enforcement agencies in the United States, Canada, and the United Kingdom.
It functions as a cell-site simulator, mimicking a legitimate cell tower to force nearby mobile phones and other cellular devices to connect to it instead of the actual network.
This capability allows the device to collect identifying information such as International Mobile Subscriber Identity (IMSI) numbers and Electronic Serial Numbers (ESN), track the location of devices, and potentially intercept communications or metadata.

When operating in active mode, the StingRay broadcasts a stronger signal than nearby legitimate cell towers, exploiting the phone's programming to automatically connect to the strongest signal available.
This process can occur without the knowledge or consent of the phone user or their service provider.
The device can be mounted in vehicles, aircraft, or carried by hand (under the trade name KingFish), enabling mobile surveillance operations.
It can also be used to conduct denial-of-service attacks, force older and less secure communication protocols, and jam radio signals.

The use of Stingrays raises significant privacy and constitutional concerns. Because the device cannot distinguish between target devices and bystanders, it collects data from all phones within its range, potentially affecting hundreds of innocent individuals.
This mass data collection has led to criticism over the violation of Fourth Amendment rights, with some courts ruling that using a Stingray without a warrant constitutes an unlawful search.
Despite a 2015 Justice Department policy requiring a warrant for federal use, this guidance is not binding on state and local agencies, and many jurisdictions lack public policies governing their use.

Law enforcement agencies often use non-disclosure agreements to conceal the use of Stingrays from the public, defense attorneys, and even judges, sometimes leading to dismissed charges when the technology is revealed.
The ACLU and other advocacy groups have pushed for greater transparency and legal reform to prevent abuse.
In response, the Electronic Frontier Foundation (EFF) developed an open-source tool called Rayhunter to help detect potential Stingray activity.

The cost of a basic StingRay configuration can reach up to $400,000, with prices varying based on additional features.
The technology has been used not only for serious crimes but also for investigations into robberies and drug trafficking, raising concerns about proportionality and oversight.
While some Canadian law enforcement agencies have acknowledged their use, others remain secretive, with the Royal Canadian Mounted Police (RCMP) having used the devices to monitor communications in correctional facilities.
