2 I recall the series Band of Brothers when they liberated the Dutch city, the locals were shaving the collaborating women's heads but were shooting the men. Pretty much on par at that time as the Allies moved east.

4 ..the SS did that to POWs in the Bulge. The practice was returned from that point on. It happened to the Canadians in Normandy. They followed the same practice.
