2 In my experience: teaching high-school math, chemistry, and biology in Israel (child support is a bitch) - teacher college graduates with a degree in "something"-education, know zip about that something, and even less about education.
Things work out because private tutoring is one of biggest industries in Israel.

3 Grom, the teachers just out of college here are unable to teach anything of substance. They pretty much rely on 'canned' curriculum (pre-made by the usual suspects) and perform more as presenters rather than actual teachers.

As old habits die hard, many are doing the same thing twenty years later.
