1 The shortage of oil refineries in this country is a very old (self inflicted) problem. A "problem" for some, but an effective marketing tool for others.

2 ^^ Exactly, Visitor, it's an old problem, same with approving nuclear plants. I think only one has been approved/commissioned since the creation of the AEC/NRC.
