2 In truth, the "government of Somalia" controls an area in Mogadishu containing most, but not all, of the governmental buildings. Everything else is actually tribal/warlord territory. We just pretend they have a government in any sense of the Western definition of such! You might actually get better results if you just talked to the wealthy Somali clan leadership in Minnesota.
