1 ...Thing is, I'm not sure they'll ever get the full buy. They've got four boats now - one semi-operational, the others (as I saw them described recently) as "too screwed up to sink properly". The RCN doesn't have the budget to operate and maintain 12 boats (and likely never will) and they certainly won't have the manpower to keep them all in operational service.

3 You can't run subs under ice long with non-nuke engines. Batteries have a limited charge time and diesel requires oxygen. They would have to have oxygen extraction ability and power for it.
