3 A lot to do over nothing. Trump pulled forces out of Europe, the post had too few troops and as seen by the nations blocking use of our own air bases, little to no influence when we needed it. downsizing the command was the right option, it sends a message to Europe that we are done with them, and points to where America's center of gravity has moved away from, an ungrateful bunch of spoiled nation states. Donahue, like in Afghanistan, was last man standing at the 4 star rank. We dont have 4 star positions help open to move folks to when the command is downsized, so he gets a choice, take a reduction in rank or retire. He chose retirement..

As I understand it.
The NATO position he held was a 4 star General O-9 rank position.
As the US started letting the EU manage more of its own crap, and given its general attitude being expressed to the USA lately by EU leadership. The NATO position was being changed to a 3 Star O-8 rank position. As the US finally started drawing pulling out of NATO, 60 years PAST its original planned end date.

ALSO as of 2026, the U.S. Army has approximately 50 active-duty officers holding the rank of O-9.
So not much chance of another O-9 position opening up, unless someone accidentally falls off a building.

So this well proven and combat seasoned 4 Star (O-9) with 31 years in chose to retire @ 75% of the $225.6k salary and the privs that come with that O-9 position.
