Could it be the New Mex State/local officials were suspected of assisting in the distribution, and have a history of not being supporters ICE also?

2. It's a sanctuary state in which state and local law enforcement in the cities do not cooperate with the feds.

Democrats ignore a lot things. Biden ignored fentanyl smuggling altogether, left the border wide open, during his entire term in office. I have to wonder why Gov. Grisham never said anything about it then.
