3 The main goal of the war was to prevent Iran from developing a nuclear weapon. They haven't been making much progress on that lately so I'd judge that it's a still a bit early to declare a winner.

7 The MOU is a trigger.
They've pi$$ed off their neighbors. Instead of being in fear, now they have hate enough to look the other way if Israel decides to visit again. Those neighbors are hunting and shutting down economic back channels.
They have no air force
They have no navy that can do more than threaten on their side of the pond with craft that their neighbors can easily match.
They're digging in spots that tell us where to hit harder next.
