A more modern Game Theory version of that statement is: human beings behave rationally in pursuit of their self-interest as they see it. Rationality is not some shining city-on-a-hill concept that everyone agrees on. Each player has their own set of payoffs.

Take Iranian nukes. The IRGC sees them as a highly-desirable necessity. Trump takes the opposite view, seeing them as a waiting existential danger. Both sides are strongly committed to their positions. This is why there will be another round of war unless the other Iranian factions can get the IRGC under control, an unlikely event unless something changes the internal power balance.

tl;dr: The IRGC still have the guns. Go ahead and pencil in Bridges and Power Plants Day on your calendar.
