1 When you're talking about primitive countries like Somalia, the main driver is the culture. Basically, they're still in the "hunter/gatherer" mindset. When they move to a new area they look at what resources are available and they take them. "If it's there, it's mine." In developed countries a good chunk of the "natural resources" are gov't programs.

2 One culture works. Another culture gathers. Oil and Water. Presented with two choices, work and gather, what incentive do they have to work when they can gather benefits.
