So the CCP did a CYA type PSA to cover up a possible mental or Terrorist issue. Thus reducing passenger panic, and heading off inciting additional copy cats.

Either way.
DEAD is DEAD, and the truth would not have brought back the 132. Plus I don't seem to remember hearing of any copy cat repeaters.
