1 I doubt Canada is the only Western country having problems getting quality recruits. I know Great Britain is having problems, which is being partially mitigated by recruiting more Gurkhas.

2 Could be worse- could be Chechens in the mix. Russia has a strict rule- one Chechen max per platoon. Two, and they take over. Still, no doubt the Canadian Muslims will get up to speed in time.
