As I tell folks during some training scenarios, 'Bear Repellent is not applied the same as Insect Repellent'.

Pepper spray = Individual precision
Bear spray = area denial (Crowds)

My Experience:
I found Bear Mace worked well on I-75/85 in downtown Atlanta during the BLM and etc. DNC/SLPC/etc. funded protests. As the crowds scattered quickly upon seeing it.
