2 But Hamas adamantly refuses to do the things they promised in exchange for israel stopping bouncing Gaza rubble, so why reinforce that behaviour?

Stopping the process gives Hamas veto power. It has been a given from the start that Hamas would try and screw up the deal at some point. I'm utterly surprised the whole thing has gotten this far, especially the part about getting all the living hostages back. Stopping now means we only kicked the can a little further down the road.

In the Trumpian world of deals, there are penalties for non-compliance. The carrot and the stick. Trump and Netanyahu seem ok with playing Good Cop/Bad Cop, so expect more of that. "Yes, it is a humanitarian crisis that the IDF is bombing your evil asses to hell and gone, but you made a deal. I'll talk to Bibi, but you know how stubborn he is. Disarm now and maybe I can persuade him not to kill you all. In the meantime, let's clean up some of this rubble."

tl;dr: Let not the perfect be the enemy of the good
