2 They listened to radio frequencies that were used to transmit "weakly encrypted" communication.

IOW no real effort was made by the US to keep this communication secret.

This would have been a way for the Obama administration to convey messages and perhaps leak or feed information while maintaining not-too-plausible deniability.
