She had Russia, Cuba, China, Iran at her inauguration. The later of which Iran, has a major presence of Margaria Island, where they run a drone factory and a base of operations.
Additionally her Bolivar Govt turns a blind eye to Al Qaeda, Hezbollah, and Islamist operations in the Tri Border Area, and she/bolivars/Venezuela give safe passage to the Hizbollah Saleh Clan that operates in the both Venezuela and Columbia.

Trump said we were running things over there. Very dissappointed to see another bolivar commie being inaugurated there. Like I said, Trump says a lot of things, some annoying.
