3 Umm no, the Fahrenheit numbers are wrong. -3C would be +26 F. I guess that would rate as a tropical heat wave in North Dakota.

this is the range of predicted temps for the next few days

starting Tues, next week temps are expected to rise to 5 to 10 F above long term averages
