2 When you have a vast, unsettled frontier immigrants may be welcomed...if they behave themselves.

When you have big, dirty, crowded cities like New York and Los Angeles you don't need ever more illiterate peasants from Third World countries to compete with your own citizens for scarce infrastructure, resources, jobs and housing...especially if they refuse to behave themselves.
