Actually, we do live in them. We just build some infrastructure to make it work. See Las Vegas, for example.

Left unmentioned in the article is population growth. In 1980, Tehran's population was about 5 million. Today, nearly 10 million. Not to get all mathy, but more people means you need more water. Y'all should have spent more time playing SimCity and less time inshallahing.
