#2 In order to commit that type of corruption you need a highly compromised staff. It will be impossible to accomplish disaster relief with that same staff, going forward. If a Hobby Lobby location, for instance, was perverted into a front for a prostitution ring, once the ring is uncovered, corporate is not going to resume operations with the same staff. They would close the store altogether. It would be too confusing as to who was trying to buy or sell frames versus BJs. FEMA cannot be reformed.
