#3 In the pervious Trump administration the enforcement mechanism was always shutting down the local border crossing. It was pretty effective.

#4 Who pays for the ongoing maintenance of the treatment facility? If it follows the usual corrupt business practices of the Third World this facility will need replacing in 5 to 10 years. ...assuming it was built anywhere near specifications in the first place.
