#2 As someone with a fair amount of familiarity with California law enforcement relationships from years past (allbeit ending officially in 2010). a little digging down might be in order.

The State of California has two main LE agencies - The CHP and the CA DOJ. These are the entities that Newsom can withdraw from participation in the RTTACs and the JTTFs. There are over 600 local city and county (58) law enforcement agencies, as small as the Alpine Co. Sheriff with under 10 sworn, to the LA County Sheriff with over 12,000 sworn. Each makes independent decisions as to the level of participation in the JTTFs. SFPD, LAPD, and other liberal agencies may choose to disengage, but most will not!
