#2 We have so much deferred maintenance and weapons systems upgrades needed that our spend will need changes as well. Whether we will actually need to increase totals after fraud, waste, abuse, and bad decisions are squeezed out is a good question. We may even get most of the way there just by redirecting money currently being spent on all the wrong things.
