#4 Egypt would do fine. it seems to me. They’re enjoying relative peace after defeating — or just killing off — Al Qaeda/ISIS and several violent Muslim Brotherhood (Ikhwan) offshoots taking revenge after the Brotherhood was driven out of office. And while Hamas and Palestinian Islamic Jihad are connected to both Egypt’s Muslim Brotherhood and Al Qaeda/ISIS in the Sinai, they aren’t embedded with the local population.
