Holding pen, Chris. They were temporarily cached there, among other garden spots, so the airplanes could turn around more quickly to pick up the next load from Hamid Karzai International Airport in Kabul. Also, it gives the State Department more time to figure out who among the passengers should never have been allowed on the airplane or into the U.S.
