A more diverse and dedicated cadre of military leaders is desired. A cadre which more closely reflects the regime's constituency.

3 Just a side note - GOs are subject to recall practically at any time. Now might be a good time to allow the regime to self identify the more political officers and who to reactivate when the next regime takes office.
