#1 The intent of the 14th Amendment as to citizenship was to deny the states the ability to classify freed slaves as non-citizens. That task has been accomplished. Stick to originalism.

#2 It would have to be done by Constitutional Amendment, even if the current interpretation was not the original intent it has not been successfully challenged in 150 years. Honestly, it OUGHT to be an Amendment.

If they're under, then they can go with their families and come back when they're 21. Easy-peasy.
