2 I would cut a deal with an African country to receive anyone who lands in my country, seize and charge the boat crew and destroy the boat. That would be my process.

3 Often the boats are no better than single use, Super Hose, and equally often, nowadays, the crew is entirely made up of the migrants themselves. The owner-traffickers don’t care — they got their money up front.
