Yes, and when they gave it to Baraq in 2009 it was for what he'd done in 2008 which was before he even took office. Like I said yesterday, when they awarded the Nobel Peace Prize to Baraq the appearance was and still is that it was because he was the first black POTUS and a Democrat/globalist to boot. That's why they'll never give it to Trump, no matter how many wars he stops.
