Microsoft to invest $10bn in AI and cloud infrastructure across UAE, Saudi Arabia, Qatar and Kuwait

[IntelliNews] Microsoft is allocating over $10bn to build out cloud and artificial intelligence infrastructure across the United Arab Emirates, Saudi Arabia, Qatar, and Kuwait through 2030.
Despite the ongoing war with Iran affecting local markets, Microsoft remains focused on staying at the forefront of digital advancements in the Middle East as the region continues to invest heavily in technology and AI while shifting away from oil and gas.
The United Arab Emirates stands out as a tech leader, ranking first globally in financial technology skills and second in AI talent attraction relative to population in 2026, according to a report by LinkedIn. Dubai Chambers is looking to further build on this success, rolling out an initiative to train over 14,000 companies in agentic AI adoption.
Beyond tech skills, the UAE has emerged as an international leader in AI adoption. In April 2026, the Dubai International Financial Centre (DIFC) announced plans to become the world's first AI-powered financial centre.
In July, the UAE launched what it calls the world's first fully integrated AI-powered judicial platform. As IntelliNews explained, the platform is expected to consolidate case analysis, legal research, precedent retrieval and document preparation into a single court-facing system, while retaining human authority over all final rulings.

Saudi Arabia has emerged as another key player in the AI race, placing within the top 10 countries globally for private AI investment, according to the World Bank. This comes primarily as Riyadh uses tax incentives and special economic zones to lure international investors to its shores. In August, Saudi Arabia launched the "Digital District" initiative in Riyadh, aimed at turning the Saudi capital into a global hub for technology talent and digital innovation. The initiative seeks to attract international tech firms and specialists and build a digital knowledge economy.
